About this file
This is an Addendum document, specifically Attachment 1, for the Dyal Water Treatment Plant Operations Building Remodel project in the City of Cocoa, Florida. The addendum contains a technical drawing (Detail 0420-032) that specifies construction details for new masonry installation in an existing masonry wall opening. The drawing illustrates reinforcement requirements including #5 continuous dowels lapping into existing vertical reinforcing, #5 adhesive anchors positioned at 48-inch on-center spacing with 36-inch length embedment, stack bond coursing with minimum two anchors per side, and deep grouted bond specifications. The addendum notes that if cells are ungrouted, masonry must be broken out and hooked #5 dowels grouted in lieu of adhesive anchors. This technical specification applies to the renovation work outlined in the original project scope, which includes demolition and renovation of the Instrument Repair Office, Breakroom, and Electrical Workshop on the first floor of the operations building. Sealed bids are due August 4, 2026 at 3:00 p.m. EST, with a mandatory pre-bid conference scheduled for July 14, 2026 at 10:00 a.m. EST at the project site and written questions due July 21, 2026 by 5:00 p.m. EST.
Bidders must hold a current Florida general contractor license with a minimum of three consecutive years of experience in similar projects. A 5% local preference applies to Brevard County contractors with a physical business address within the county, evidenced by a business tax receipt issued at least six months prior to bid submission. Performance and payment bonds equal to 100% of the contract amount and bid security equal to 5% of total bid are required. Work must commence within 30 days of Notice to Proceed with substantial completion within 150 calendar days and final completion within 30 days of punch list approval. All work must comply with the 2023 Florida Building Code and 2023 Florida Accessibility Code, with the contractor responsible for all permits under Orange County requirements. The design engineer is Jacobs Engineering, with engineer contact Joseph Margio, P.E., located at 200 S Orange Ave Suite 900, Orlando, FL 32801. Award goes to the lowest responsive and responsible bidder, with bids remaining firm for 90 days after opening.
