About this file
This document contains details of a pre-proposal conference agenda and related federal contract opportunity for enterprise middleware architecture and services. The Department of Education's Office of Federal Student Aid is seeking proposals through solicitation number 910031-19-R-0003 to award an Indefinite Delivery, Indefinite Quantity contract to one or more vendors to provide middleware architecture and services. Along with this award, FSA anticipates awarding two initial task orders to support its ongoing modernization efforts known as "Next Gen," which will involve new technology implementations that will require middleware support. The contract will have a ten-year term to allow FSA to order multiple iterations of middleware requirements over the life of the contract through task orders of approximately two and a half years each. This opportunity is set aside for small businesses under NAICS code 541519 for Other Computer Related Services.

PRE-PROPOSAL CONFERENCE AGENDA
DATE: 05/28/2019 TIME: 2:00 – 3:00 PM LOCATION: Teleconference
Agency: Department of Education, Federal Student Aid RFP No.: 910031-19-R-0003
Agenda Items
Topic Presenter
1) Government Introductions Paul B.
2) Quick Introduction and Solicitation Highlights Paul B.
3) FSA NextGen Overview – Significant FSA Modernization, phased implementation represented by various “Components”
• Next Gen vision
• Current status - In the process of re-competing Loan servicing platform
(Enhanced Processing Solution - EPS), business process operations (BPO), and the Optimal Processing Solution (OPS - future of CPS/servicing/COD). Digital and Customer Care (DCC) has been awarded.
• Procurement process is evolving
Sandy E.
4) Next Gen’s Impact on the Enterprise Service Bus (ESB) and Integrated Technical Architecture (ITA)
• ITA may be modified to increase or decrease work, which is dependent on whether ITA applications are migrated to a NextGen system (e.g., some ITA applications likely will move to the Digital Customer Care solution but ITA may add capabilities that are needed but not included in NextGen solutions).
• Foresee the need for immediate and ongoing changes to ESB to provide services and support NextGen interfaces with legacy systems and external interfaces.
• Improving our processes; e.g., help us move to Agile + Devops
Sandy E.
5) Next Gen’s Impact on New Task Orders FSA contractually can take over middleware from vendor’s responsible for Next Gen systems, which may result in task order competitions or additions to ITA and/or ESB.
• E.g., ITA may be the future home of a consolidated middleware platform, migrating middleware from DCC and other Next Gen components. However, some may be competed as separate task orders.
Sandy E.
6) General ESB and ITA Modernization
• Opportunities for modernization of middleware platform including migration to the cloud
- FSA is committed to evolving our architecture to improve the value afforded to FSA
- Swap our current stack of technologies
ESB is likely to grow - We want to evolve ESB into an Enterprise API gateway to support Next Gen, external interfaces, and legacy interfaces.
Sandy E.
7) Expected Work Over Ten-Year Ordering Term
(a) ESB and ITA
(b) ESB and ITA Cloud Migration, including Overall ITA/ESB Modernizations
(c) Middleware support for Next Gen Systems
(d) TPOC or New Technology Insertions – Possible Task Order Competitions
(e) Possibility of orders from other Department of Education offices
Paul B.
8) Voluntary Industry Introductions Paul B.
