The purpose of this amendment is to change (1) the deadline for the second question-and-answer period and (2) the date and time of the pre-proposal conference. As a result, the solicitation is hereby amended to incorporate the following changes:
1. Regarding Section VI (Instructions to Offerors), subsection 5.0 (Questions), the second paragraph is hereby changed as follows:

To attend please send an e-mail requesting attendance to FSAEAT@ed.gov at least one hour prior to the start of the conference and FSA will send you instructions on how to join the conference. To protect the anonymity of Offerors, Offerors will not be required to announce their attendance as part of the call, but will have to send an e-mail to FSAEAT@ed.gov to confirm their attendance.
