About this file
This document consists of commitment forms and good faith efforts documentation required by the Metropolitan Airports Commission (MAC) for the MSP Concessions Request for Proposal, which seeks operators for shop and restaurant concessions at Minneapolis-St. Paul International Airport's Terminal 1 and Terminal 2. The MSP ASCEND Commitment Form must be submitted with all proposals and requires proposers to document their participation of Minority, Women, and Small Business Enterprise (MSP ASCEND) certified businesses. Proposers must identify all MSP ASCEND businesses participating as prime concessionaires, joint venture partners, sublessors, suppliers, or manufacturers, including descriptions of work, applicable NAICS codes, and the percentage credit allocated to each participant. The related Letter of Intent must be completed and signed by each MSP ASCEND business listed on the Commitment Form, establishing binding commitments between the proposer and MSP ASCEND businesses that cannot be altered without approval from MAC's Office of Civil Rights and Small Business Development.
For proposers unable to meet the established MSP ASCEND contract goal, the Good Faith Efforts Information Sheet must be completed and submitted with supporting documentation. This form requires proposers to document their efforts to maximize MSP ASCEND participation by dividing work into smaller tasks, providing evidence of outreach to publications and small business associations, detailing solicitations sent to MSP ASCEND firms with follow-up contact documentation, and describing methods used to encourage participation and assist MSP ASCEND businesses with financing, equipment, supplies, and related services. All MSP ASCEND commitments are conditions of proposal submission, and receiving points for MSP ASCEND requirements is contingent upon proper completion and submission of the required forms with the proposal.
