About this file
This is a Request for Proposals (RFP) issued by the Metropolitan Airports Commission (MAC) for concessions operations at Minneapolis-St. Paul International Airport (MSP) in Minnesota. The RFP seeks proposals for various shop and restaurant concepts across Terminal 1 and Terminal 2, organized into ten batches containing multiple individual units totaling approximately 8,400 square feet of retail and food and beverage space. Concept categories include news and convenience stores, coffee shops, quick-service and full-service restaurants, bars, duty-free and retail shops, specialty retail, spa and sleep facilities, and market and bar concepts. The mandatory pre-proposal conference is scheduled for June 8, 2026, with in-person attendance at the InterContinental Minneapolis-St. Paul Airport Hotel and virtual participation options available. The deadline for written questions is July 24, 2026, and proposals must be submitted by August 25, 2026, at 4:00 p.m. CST via the Bonfire website. The evaluation and selection process will occur from August 26 through November 16, 2026, with lease execution anticipated by December 31, 2026. All leases will be for a ten-year term with potential transitions and construction phasing occurring from 2027 through 2030.
Proposers must submit a $10,000 non-refundable deposit per batch with their proposals. Rent will be structured as a percentage of gross sales, with minimum annual guarantees (MAG) ranging from $160,000 to $1,550,000 depending on the batch, and minimum percentage rents varying by concept type from 10 to 15 percent for alcohol sales. Proposers must meet minimum requirements including five years of concession experience in airport or high-traffic environments and clear legal standing, with certain units designated for local or national brands as specified. Initial operator investments are required at $300 per square foot for spa, retail, and news concepts and $400 per square foot for food and beverage concepts, with mid-term reinvestment of 20 percent of initial investment required at the lease midpoint. Additional occupancy charges include utilities based on usage, maintenance and cleaning distribution fees ranging from 0.33 to 1.91 percent by concept type, property taxes, building permits, health department compliance costs, and liquor licenses where applicable. The airport projects over 36 million annual passengers, operates 365 days per year with required hours of 5:00 a.m. to 9:00 p.m. daily, and maintains a Street Pricing Policy limiting markups to 15 percent above street pricing or 10 percent with credit card surcharges. MAC also established a 27 percent MSP ASCEND small business participation goal per batch (10 percent for Batch 2607) with various participation methods including certified small business partnerships, subleases, franchises, and goods/services procurement.

Overview
SECTION I
The Metropolitan Airports Commission (MAC) invites you to submit a proposal for concessions at Minneapolis–St. Paul International Airport (MSP or the “Airport”) Terminal 1 and Terminal 2. As one of the busiest airports in the United States, MSP welcomed over 36 million passengers in 2025. Serving as a major hub for Delta Air Lines and a key international gateway to Minnesota and the Upper Midwest, MSP connects travelers to a region that is home to 17 Fortune 500 companies.
We’ve designed this document to guide and support you every step of the way. While the process is intentionally thorough, to ensure fairness and transparency for all proposers, we’ve worked to make the requirements as clear and user-friendly as possible.
Our goal is to help you prepare for success in the unique and rewarding environment of operating at MSP.

While many exhibits are provided for background and context, the following exhibits must be completed and submitted with your proposal: Exhibits A-G and Exhibit I.
Before submitting your proposal, we strongly encourage you to read the entire RFP, including all exhibits and attachments.
Pay special attention to the draft agreements, as they outline the key terms of the final lease.
If you wish to propose any modifications to these agreements, include them in your submission.
Please note that MAC is not obligated to accept any proposed changes and may revise the lease terms, format or content at its discretion.
As you develop your proposal, we’re here to support you. If you have questions, feel free to ask, but to ensure a fair process, all responses will be shared publicly via an addendum on the Bonfire platform. You can submit questions through the Vendor Discussions area under Messages.

Minimum Requirements We have found that businesses with experience in high-traffic locations are best positioned to operate successfully at a busy airport location. For your proposal to be considered, you’ll need to meet the requirements listed below. If your business does not or cannot meet these minimums, we’ll need to pass on your proposal, so please pay careful attention to the items below before submitting your proposal.
Experience: Five (5) years of experience operating a concession in an airport or other high-traffic area.
Legal Standing: Have no threatened, pending, active, or previous legal action that would, in MAC’s sole judgment, prevent the proposer from fulfilling the terms of the agreement.
 Local Requirement (for some batches):
Proposers for some batches are also required to meet a local requirement applicable to certain units within those batches. In each case, the proposer does not have to be local, but the brand/ concept must be physically located within Minnesota. Proposers are permitted to enter into partnerships or other legal relationships to meet the requirement.
Proposal Deadline The deadline to submit your proposal is 4 p.m.
CST, on August 25, 2026. The MAC must receive all proposals on or before the deadline, and they must be uploaded onto the Bonfire website at http://metroairports.bonfirehub.com, with all required attachments.
You’re welcome to submit proposals for more than one batch. Just keep in mind that each proposal has to stand on its own. You can’t make one proposal dependent on winning another, and you can’t withdraw a proposal based on the outcome of a different batch.
A selection committee, comprised of subject-matter experts and advisors, will review all proposals and each required section, as summarized in Section VIII.

The Airport Environment The Twin Cities and surrounding communities are celebrated for their vibrant culinary scene, thriving business environment, including the headquarters of several Fortune 500 companies, and easy access to the great outdoors. It’s no wonder MSP welcomed over 36 million travelers in 2025, and estimates continued growth of 1.5% year-over-year.
That makes Minneapolis-St. Paul International Airport (MSP) the ideal place to make a lasting first or final impression. With Terminals 1 and 2 undergoing major transformations through this RFP, we’re curating the region’s “best of the best” to give travelers an authentic taste of what makes this area so special.
MSP is owned and operated by the Metropolitan Airports Commission (MAC), which is governed by a 15-member Board of Commissioners.
In many ways, the airport functions like a small city, with its own police and fire departments, transit system, and a close-knit community of professionals working together toward a shared mission.

Do North.
Do MSP.
Ranked #1 — Two Years Running.
J.D. Power ranked MSP #1 in customer satisfaction among North American mega airports — across all seven pillars of the award. Consecutive years, same result. Satisfied travelers make loyal customers, and MSP has plenty of both.
Built Differently (on Purpose).
MSP doesn’t follow the standard airport playbook. Dining is distributed throughout the gates rather than funneled into a single congested food court — which means more touchpoints, more foot traffic and more opportunity for the businesses here. The airport mall brings together retail, dining and relaxation in one cohesive space, drawing travelers in rather than rushing them through.
THE NUMBERS BEHIND THE OPPORTUNITY:
• $21.3 billion in total economic impact
• 36 million+ annual passengers
• 2nd largest hub for Delta Air Lines
• 24,000 on-site employees
Good for Business.
Good for the Planet.
MSP takes its community and environmental commitments seriously — and the results are measurable:
• Airport partners recovered 44 tons of food for local donation.
• On-site solar panels generate enough electricity to power
321 homes annually.
• Water-efficient restrooms saved 25 million gallons last year
— the equivalent of 37 Olympic swimming pools.
MSP is an award-winning airport where travelers are happy, retail is thriving, and the right partners have room to grow. Here’s what makes MSP worth a closer look.

Operating a business at the airport is a unique and rewarding opportunity, but it’s not quite like running a traditional storefront.
To help you prepare, here are a few airport-specific challenges to keep in mind:
Security If you’re in a post-security location, all your employees will need a security badge. Badges cost $60 each and need to be renewed each year, a process that takes some time. Getting the badge requires passing a criminal background check, which can limit your pool of employees. MSP has security checkpoints dedicated to employees only, through which they will need to be screened every day on their way to work.
Commuting Getting to work at MSP can take a little extra effort. Many employees rely on public transit, which can mean longer commutes. Many employees park at Terminal 2 and take the light rail over to Terminal 1 to start their day. That can add both time and cost. To help with this, some employers choose to offer parking or transit passes as part of their pay or benefits package, it’s a great perk that can make a real difference.
Operating Hours The concessions team will set the required hours for each location, based on offerings, terminal, and geographic location in the airport in conjunction with historical and predicted traffic. You are required to adhere to these hours, so travelers always have access to the first-class products and services they have come to expect at MSP.
The required operational hours will be 5am-9pm every day of the year, however, some units may be required to open earlier or stay open later. You are welcome to extend those hours to meet demand and business needs should you choose. That said, flight delays happen and can mean a surge of travelers at odd hours. Your operations should be flexible enough to open early or stay open later when needed to meet that extra demand. The News and Convenience Store located in the Main Mall, Unit LT-2351, will be required to stay open 24-hours to provide products and services in the event that passengers are stranded in the terminal.
Product Deliveries At MSP, getting products delivered to your business isn’t as straightforward as it is for streetside shops and restaurants. Because product needs to be inspected by security and delivered through the “back door” of the airport, we use a warehouse-and-delivery model, which we call the Central Receiving and Distribution Center (CRDC). It will take a couple extra steps to get your vendors registered through this system, a little more planning when you’re considering delivery times and a variable fee for the service.

A Culture of Support
MARKETING SUPPORT Unlike most major airports, the MAC does not charge an airport marketing fee. Instead, we invest directly in our tenant community, providing a full suite of support programs and resources available to all operators at no additional cost.
JOB FAIRS The MAC hosts dedicated Job Fairs to connect operators with qualified local candidates, helping reduce the time and cost of hiring in a competitive labor market.
On average, 1,000 job seekers attend each job fair, held two to three times a year.
MSP NICE The MSP Nice program rewards exceptional customer service. The annual MSP Nice Celebration recognizes top performers across the concessions community, fostering a culture of hospitality and excellence.
5-STAR SERVICE AWARDS AND SECRET SHOPPER
PROGRAM The MAC’s secret shopper program delivers objective, actionable feedback on guest service performance.
Top-performing operators and staff are recognized monthly at a luncheon and annually at a larger community celebration.
At MSP, the MAC is invested in the success of every concessionaire and that commitment goes well beyond the lease.

MSP by the Numbers MSP operates as both an Origination and Destination (O&D) and Connecting airport. MSP is also the 17th largest airport in the United States based on total passengers, and the 8th largest connecting airport. Connecting passengers make up approximately 32% of the passengers and the other 69% of travelers start or end their journey at MSP. For all those passengers, the airport will be their first or last impression of our region.
Additionally, around 24,000 employees work at MSP. The busiest months of the year in terms of passenger traffic are June, July and August. Activity also peaks in March accommodating spring break travel.
With that in mind, the airport concessions program is designed to reflect the unique spirit of the Twin Cities while also meeting the diverse needs of travelers. MSP serves a strong mix of O&D passengers and connecting travelers, and to truly connect with everyone who passes through, we aim for a thoughtful balance: hyper-local brands that showcase the culture, flavors, and creativity of our region, and national names that offer familiarity and comfort to those looking for something they know and trust.
MSP is home to 15 marketing airlines and is the second largest hub for Delta Air Lines. Overall, MSP has nonstop service to over 160 destinations and accommodated 36 million passengers in 2025. This included 3.6 million international travelers establishing an all-time record for MSP.
Nine airlines provide nonstop service to over 35 international destinations throughout Canada, Mexico/Latin America, Iceland, Ireland, United Kingdom, Netherlands, Denmark, France, Germany, Italy, Japan, and South Korea.
MSP is the 8th largest connecting airport based on total passengers.

MSP’s current concessions program includes 122 shops and restaurants. Once all units included in this RFP are fully built out, which will include the combining and redistribution of space, that number will decrease to 121. Of the existing program, 24% of locations feature local or regional brands, while 43% represent national concepts, and 32% feature proprietary brands, a balance that reflects both community flavor and broad traveler appeal.
Currently, the program achieves $13.88 in sales per enplaned passenger, which exceeds the industry average.
This means that, on average, each departing passenger spends approximately $13.88 at MSP’s shops and restaurants, a strong indicator of the program’s performance and passenger engagement.
We attribute this high spend rate to several key factors:
• A sales tax-free environment for certain items
• A strategic mix of local and national brands that resonate with a diverse traveler base
This thoughtful approach not only drives revenue but also enhances the overall passenger experience.
A comprehensive list of historical sales by unit can be found in Attachment 2.

Concept Categories and Assortment Our approach to batching concession opportunities is intentionally structured to include a variety of concepts, categories and operational models. This variation allows us to balance market demand, optimize revenue potential, and ensure a diverse and engaging experience for customers. By grouping different concession types together, we create opportunities for broader competition, encourage innovative proposals and support a mix of established operators and emerging concepts. This strategy also helps align operational requirements, infrastructure needs, and scheduling considerations, ensuring that each batch is both attractive to proposers and efficient to manage throughout the procurement process.
Concession Types in this RFP Include:
Concession Concepts in this RFP Include:
LOCAL: Certain units have been designated to bring local concepts into the Airport. For these units, proposers should describe how their proposed concept involves elements from Minnesota. Involvement means the proposer should either (1) operate a local concept; or (2) have an affiliate/partner with a local brand; that does business under the same name as the affiliated streetside location. The operator is not required to be a local business owner.
NATIONAL: Certain units have been designated for national branding. As of the publication of the RFP, the Review Team believes the best use of those units is to offer nationally branded concepts recognizable to customers from across the country.
PROPRIETARY: Certain units have been designated for proprietary branding. Proposers are encouraged to bring forth a concept that is thoughtful of adjacencies, creative, and enhances the customer experience.
COFFEE: Coffee-focused concept with counter service offering food and beverage.
DUTY FREE AND RETAIL SHOP: A two-level hybrid unit blending, duty free and retail with a food and beverage offering. The unit should feature a merchandise mix that includes classic duty free categories on the lower level including, but not limited to, wines and spirits, tobacco products, perfumes, cosmetics, handbags, sunglasses, and other gift items of the type normally found in duty free, and a Shop-in-Shop duty paid retail emporium experience that should represent a wide variety of internationally, nationally, and locally branded goods, and includes a food & beverage component, which could be coffee, bar, or a mixture of these.
MARKET AND BAR: This location is envisioned as a concept that integrates elements of a market and a bar. Proposers are encouraged to define a concept that thoughtfully combines hot and cold fresh food, grab n’ go, and a bar in a single, open space.
FULL-SERVICE RESTAURANT AND BAR: Restaurant and bar with table service. All day parts are required. This may or may not include ordering through a QR code platform or through a dedicated server.
BAR: A high-end local bar that reflects the Twin Cities’ creative cocktails and beverages, along a limited food menu.
This may or may not include ordering through a QR code platform or through a dedicated server.
NEWS AND CONVENIENCE: Complete assortments of news, magazines, soft back books and limited souvenirs, snacks, convenience foods, and a strong assortment of retail.
QUICK SERVE RESTAURANT (QSR): Food and beverage concepts that can be purchased and consumed without wait staff. Both “fast casual” and “fast food” qualify.
SPA/SLEEP: This includes but isn’t limited to providing services for hair, nails, facials, massage, spa retail, meditation, and other spa services. Private sleep/quiet space(s) offered on a timed, short‑stay basis for rest, privacy, and productivity. The unit shall deliver a premium, hygienic, and time‑efficient experience.
SPECIALTY RETAIL: A specialty retail store that reflects trending and innovative retail. This can include, but is not limited to, clothing, accessories, electronics, leather goods, toys, books, regionally themes gifts, and more.

Batches and Locations Descriptions Batching is our way of grouping different lease units under one lease to create balanced opportunities. For example, we might pair a high-traffic location with one that sees fewer travelers.
This helps ensure great service across the entire terminal and spreads out the financial risk for vendors. It also encourages healthy competition, which means better service and pricing for travelers.

Concept Description
This location is envisioned as a single footprint hybrid concept that integrates elements of a market and a bar within one cohesive space. MAC does not prescribe a specific brand, aesthetic, or operating model for this opportunity. Rather, Proposers are encouraged to define a unified concept that thoughtfully combines a curated market offering with an on-site bar, functioning together within a single footprint and under a cohesive design vision. Concepts should blend fresh foods in an upscale market integrated with freshly prepared foods and beverage service, specialty grocery products, grab and go offerings, snacks and beverage service in a seamless, integrated environment. Rather than operating as a traditional convenience store or full-service restaurant, the concept sits at the intersection of retail and food & beverage.
Proposers should describe how the market and bar elements are physically, visually, and operationally connected, allowing passengers to fluidly navigate the space, browse retail offerings, and engage with the bar component without the experience feeling fragmented or divided. Design approaches should emphasize openness, visibility, and intuitive access, with clear sightlines to both market and bar components. This can be a local, national, or proprietary brand.
