The contract is managed by the Wisconsin Department of Administration's State Bureau of Procurement, with Kristina Harris serving as contract manager. The contract is mandatory for Wisconsin state agencies (optional for University of Wisconsin System) and cooperative for Wisconsin municipalities. Five contractors are awarded under this contract: EPIC Translations LLC, Homeland Language Services, LetzChat Inc., LinguaLinx Language Solutions Inc., and Officemotive Inc. (dba Capital Typing).

| Changes | |
| Changes from the previous contract include: | |
| Pricing structure has been revised - please review below. | |
| There is a 100-word minimum for all translations. This means translations less than 100 words will be charged for 100 words. |
| Guidelines |
| When reaching out to vendors, clearly identify yourself as a State of Wisconsin agency using this contract so they can apply the correct pricing and terms to your request. |
When reaching out to the contract manager for assistance, please include all pertinent information, such as: the lot or service you are inquiring about, the nature of the request, the vendor(s) involved, a summary of the issue or question, any service request documents you may have sent the vendor that contains pertinent info.
| Billing |
| Contractor shall not require a minimum number of words per translation more than the minimum one hundred (100) words. |
| Translations over the one hundred (100) word minimum shall be bid by the word. |
| Word totals are based on the total number of words in the source document. |
In the event that a source document is in a character-based language and the buying Agency does not know the word count, the Contractor shall provide the word count of the source document, and the rate shall be based on that source document word count.
| The following are the minimum standard turnaround times: | ||
| • Up to 1,000 words: | 5 business days | |
| • 1,001-5,000 words: | 10 business days | |
| • 5,001 to 10,000 words: | 15 business days |
Rush turnaround time is to be negotiated between the buying Agency and the Contractor at the time of the assignment, but must follow these parameters:
• Bidder must have the capability to turn around a minimum of 750 words of text only (with no layout services) in twenty-four (24) hours.
• All rush turnaround must be faster than the standard turnaround times listed above.
Proofreading Services: A Contractor is requested to proofread documents that have already been translated by another individual or company. Proofreaders should correct any grammatical errors or errors in content only; changes should not be made solely on personal preference.
Layout Services: Additional manipulation/preparation is performed by the Contactor that results in the output having a different format than the source document. This can include Agency-provided graphics, charts, or images; finished copy that includes languages that use specialized alphabets or characters; or forms requiring formatting by the Contractor. Applications include but are not limited to PDFs, MS Office, MS Publisher, Adobe In Design, Adobe Illustrator. These services are billable by the hour, rounded to the nearest quarter hour. Layout services are only billable with prior approval from the buying Agency.
Multiple language Discount: A discount applied to the entire order when one document is translated into two or more languages.
Included in their standard pricing, Contractor must have a second Translator manually proofread all translated documents to ensure correct spelling, accuracy, continuity, compliance with these standards, and compliance with the buying Agency's glossary of terms.
The submission of the translated document must include the name of the original Translator and the date completed, as well as the name of the proofreader and the date completed.
All translated documents must be returned in the format they were received (such as Microsoft Word, PDF, Microsoft Publisher, etc.) unless otherwise requested by the buying Agency.
The buying Agency has the right to return translated documents with errors to the Contractor for correction at the Contractor's expense. Errors are defined as any error or omission of words, sentences, or paragraphs that change the content of the document, including but not limited to context, grammar, spelling, and syntax. Correction of errors must be made within the timeframe agreed to by the buying Agency when the need for correction is identified.
Some contractors have provided additional fees for services they provide, as listed on each Contractor's pricing tab. These fees may only be billed if approved by the buying Agency prior to the assignment. Contractors shall not bill any additional fees without prior approval by the buying Agency.
Community Review: One of the last steps in finalizing a translation, community review by a localized bilingual individual helps to ensure the translated document will effectively communicate to “average” members of the target population.
| Proficiencies |
| Contractors have provided a list of Proficiencies they provide in the areas of Scientific, Educational, Legal, or Medical interpretation for each language they provide. Each contractor has specified if they are able to accurately interpret medical/HIPAA compliant, scientific, educational and legal terminology. To be considered as having any of these specialized skills, the Interpreter must have completed formal training in them, either from an educational institution or from the Contracting Agency. |
The contractor's list of Proficiencies is informational in nature and does not imply any particular type of expertise within each category. Buying Agencies that require a specific area of Proficiency are to work with the Contractors to determine whether they can provide the appropriate expertise. Proficiencies are not billable.
| Business Case Exceptions (BCE) - (formerly referred to as Waivers using form DOA-3727) |
| Any use of non-contracted vendors (including those awarded a different service on this contract than the service being requested – for example, using a contractor from an in-person interpretation Lot for a video remote call) requires a BCE submitted via email to the Contract Manager listed above for prior approval. The email must include documentation that you contacted all contracted vendors, an explanation why the service required cannot be provided by the contracted vendors, and the name and pricing of the non-contracted vendor you are requesting to use. There is no longer a DOA form for this; requests are submitted via email. |
