About this file

This document is a comprehensive price list and user guide for State of Wisconsin Contract #505ENT-M25-INTERPTRANS-00, a statewide interpretation and translation services contract specifically for Video Remote American Sign Language (ASL) Interpretation services. The contract is mandatory for state agencies (optional for UW System and Campuses), cooperative for Wisconsin municipalities, and managed by the Wisconsin Department of Administration's State Bureau of Procurement. Five contractors are awarded under this contract: Access Resource LLC, ASL Interpreting Services Inc., EPIC Translations LLC, Language Line Services Inc., and Smart Interpreting Services Inc. (DBA Professional Interpreting Enterprise).

The contract covers Video Remote ASL interpretation services provided via various online platforms including Microsoft Teams and Zoom, with pricing structured as hourly rates ranging from $73-$109 per hour depending on the contractor and time period (normal business hours versus outside normal hours). Services require a minimum one-hour billing with subsequent billing in 15-minute increments, and all interpreters must hold Wisconsin Sign Language Interpreter licenses. The contract runs from October 1, 2024 to September 30, 2025, with four potential one-year renewal options extending through September 30, 2029. Additional fees may apply for specialized certifications (CDI, QMHI, SC:L) and proficiency areas including medical, legal, educational, and scientific interpretation. The contract allows use of the State Purchasing Card (P-Card) and requires one business day advance notice for cancellations to avoid full payment penalties.

Guidelines
When reaching out to vendors, clearly identify yourself as a State of Wisconsin agency using this contract so they can apply the correct pricing and terms to your request.

When reaching out to the contract manager for assistance, please include all pertinent information, such as: the lot or service you are inquiring about, the nature of the request, the vendor(s) involved, a summary of the issue or question, any service request documents you may have sent the vendor that contains pertinent info.

Hours and Billing
Normal business hours are 8:00 AM to 5:00 PM CT, Monday through Friday, excluding State of Wisconsin recognized holidays.

Outside Normal Business Hours are 5:00 PM to 8:00 AM CT Monday through Friday, all day Saturdays and Sundays, and State of Wisconsin recognized holidays.

Services are available 24 hours per day, 7 days per week, 365 days per year.

Contractor shall not require a minimum number of hours per Assignment longer than one (1) hour.

Services over the 1-hour Assignment minimum shall be billed to the next quarter hour.

On assignments where a single shift is longer than two (2) consecutive hours, two (2) Interpreters may be requested by the Contractor, and if approved, Contractors may charge their hourly rate for each Interpreter.

The use of multiple Interpreters must be approved in advance by the buying Agency. If the buying Agency declines a Contractor's recommendation to schedule two (2) Interpreters, the Contractor may decline the job at the time of scheduling without consequence.

Buying Agencies are strongly encouraged to approve the use of two Interpreters for longer Assignments due to the effects of Interpreter fatigue on the quality of Interpretation service.

Certificates: If a Contractor offers certifications with an addition fee, those fees are listed on the Contractor's pricing tab. Certificates or licenses must be provided by the Contractor upon the request of any buying Agency. Contractors shall not bill any additional fees without prior approval by the buying Agency.

Some contractors have provided additional fees for services they provide, as listed on each Contractor's pricing tab. These fees may only be billed if approved by the buying Agency prior to the assignment. Contractors shall not bill any additional fees without prior approval by the buying Agency.

Meeting platform
All services must be provided via any online meeting platform, including but not limited to Microsoft Teams, Zoom, and any website or application provided by the Contractor, at no additional cost. Platform requirements will be determined by the buying Agency at the time of the request.
Cancellation Policy:
When a cancellation is necessary on the part of the buying Agency, the Agency shall provide the Contractor with notice one (1) business day before the scheduled service. The cancellation deadline is based on the scheduled assignment time; for example, for an assignment scheduled for 1:00 PM CT on a Thursday, the cancellation deadline is on Wednesday of that same week at 1:00 PM CT.

If notice of cancellation is made less than one (1) business day prior to the scheduled service, the Contractor shall be paid 100% of the scheduled service hours at the same hourly rate as the Assignment.

When a cancellation is necessary on the part of the Contractor, the Contractor shall provide the buying Agency with notice one (1) business day before the scheduled service.

If notice of cancellation is made less than one (1) business day prior to the scheduled service, this is considered a missed Assignment and should be reported by the Agency to the Contract Manager listed above.

Licensing
All Interpreters providing ASL interpretation services under this Contract must have a Wisconsin Sign Language Interpreter License.

ASL Interpreters must provide their Wisconsin license number at the beginning of each call, and the license number must appear on the invoice for those services.

Proficiencies
Contractors have provided a list of Proficiencies they provide in the areas of Scientific, Educational, Legal, or Medical interpretation. Each contractor has specified if they are able to accurately interpret medical/HIPAA compliant, scientific, educational and legal terminology. To be considered as having any of these specialized skills, the Interpreter must have completed formal training in them, either from an educational institution or from the Contracting Agency.

The contractor's list of Proficiencies is informational in nature and does not imply any particular type of expertise within each category. Buying Agencies that require a specific area of Proficiency are to work with the Contractors to determine whether they can provide the appropriate expertise.

Proficiencies are not billable. Fees for any certifications or licenses must be listed in this guide per the guidelines in the Hours and Rates section above.

Business Case Exceptions (BCE) - (formerly referred to as Waivers using form DOA-3727)
Any use of non-contracted vendors (including those awarded a different service on this contract than the service being requested – for example, using a contractor from an in-person interpretation Lot for a video remote call) requires a BCE submitted via email to the Contract Manager listed above for prior approval. The email must include documentation that you contacted all contracted vendors, an explanation why the service required cannot be provided by the contracted vendors, and the name and pricing of the non-contracted vendor you are requesting to use. There is no longer a DOA form for this; requests are submitted via email.

Additional Pricing Definitions:
** For all of the optional add-on fees, Access Resource would reach out to the client to let them know that we believe the extra charge is warranted and have a conversation with the ordering party to see if they are okay with that first as part of the process of arranging services.

Highly Technical: This would be applicable in situations, for example, where a conference is of a higher level technical nature, IT specialties, medical or scientific experts, medical/vet classes, some high-level STEM Classes.

DeafBlind - low vision: We would consider this charge if the ASL Interpreter needs to have more experience or a specialty working with DeafBlind consumers

Legal: This would be considered when the technology involved in the meeting or hearing would be of a higher nature, something more than a simple meeting with attorneys to discuss how to proceed or what is involved with the process, for example. Consults with attorneys would be a more basic rate, it is the actual legal hearing or events that may require the fee.

Audio Platform Maintenance monthly fee: That would be a situation where we set up a recurring Zoom or other platform meeting link for a client or student, etc., and we take care of the monthly cost of that and set up the links, etc. There is a $30 monthly fee to cover all of the costs and take care of that set-up and maintenance.
