The State of Wisconsin routinely conducts business with Clients who have limited English Proficiency (LEP). In order to meet the needs of our Clients and comply with federal civil rights statues, specifically Title VI of the Civil Rights Act of 1964, 45 CFR Section 80.3, Section 504 of the Rehabilitation Act of 1973, and the Americans with Disabilities Act (ADA) of 1990 as amended, the State must provide Telephone Foreign Language Oral Interpretation Services.

Refer to each Contractor's tab in this spreadsheet for pricing, contact information, instructions for setting up new billing accounts and obtaining services, non-core languages, proficiencies, etc.

Guidelines
When reaching out to vendors, clearly identify yourself as a State of Wisconsin agency using this contract so they can apply the correct pricing and terms to your request.
When reaching out to the contract manager for assistance, please include all pertinent information, such as: the lot or service you are inquiring about, the nature of the request, the vendor(s) involved, a summary of the issue or question, any service request documents you may have sent the vendor that contains pertinent info.
Hours and Billing
Services are available 24 hours per day, 7 days per week, 365 days per year.
Contractor shall not require a minimum number of minutes per call longer than one (1) minute.
All billing shall be rounded to the next full minute.
Connection Time
Connection time is the time between connection with the Contractor's call menu system and the time the appropriate target language Interpreter is on the line and able to act as an intermediary. Connection time does not include the time spent on Language Identification Assistance, if the assistance is required by the buying Agency.
Contactor's 24/7/365 call routing system must be able to connect customers with the appropriate Interpreter within four (4) minutes' wait time for all Core Languages.
Cancellation Policy:
No cancellation fees shall be billed to the State for pre-scheduled services.
When a cancellation of pre-scheduled service is necessary on the part of the Contractor, the Contractor shall provide the buying Agency with notice one (1) business day before the scheduled service.
If notice of cancellation is made less than one (1) business day prior to the scheduled service, this is considered a missed Assignment and should be reported by the Agency to the Contract Manager listed above.
Proficiencies
Contractors have provided a list of Proficiencies they provide in the areas of Scientific, Educational, Legal, or Medical interpretation for each language they provide. Each contractor has specified if they are able to accurately interpret medical/HIPAA compliant, scientific, educational and legal terminology. To be considered as having any of these specialized skills, the Interpreter must have completed formal training in them, either from an educational institution or from the Contracting Agency.
The contractor's list of Proficiencies is informational in nature and does not imply any particular type of expertise within each category. Buying Agencies that require a specific area of Proficiency are to work with the Contractors to determine whether they can provide the appropriate expertise. Proficiencies are not billable.
Tips for telephone interpretation:
• Only say what you want to be interpreted - don't speak to the interpreter outside of the conversation with the client, and speak as though you are directly addressing the client.
• Speak one or two sentences at a time, and pause to allow time for interpretation, or for the interpreter for ask for any clarification.
• Use simple language, and define any lingo, acronyms, etc.
• Note the listings for each contractor, by language, for scientific, educational, medical, and legal proficiencies.
Business Case Exceptions (BCE) - (formerly referred to as Waivers using form DOA-3727)
Any use of non-contracted vendors (including those awarded a different service on this contract than the service being requested – for example, using a contractor from an in-person interpretation Lot for a video remote call) requires a BCE submitted via email to the Contract Manager listed above for prior approval.
In the case of Telephone Interpretation, emergency or after-hours situations may arise where an off-contract vendor must be used. In these cases, the BCE should be requested the next business day.
The email must include documentation that you contacted all contracted vendors, an explanation why the service required cannot be provided by the contracted vendors, and the name and pricing of the non-contracted vendor you are requesting to use. There is no longer a DOA form for this; requests are submitted via email.

*Contact Atlantic Interpreters if you have any questions or concerns at info@atlinterpreters.com or call 608-416-4451
You will need to first call an interpreter on-demand. Once you have established connection with an interpreter on an audio call, invite additional participants by clicking the small + on the caller. The interpreter could also place the call for you.

*Contact Atlantic Interpreters if you have any questions or concerns at info@atlinterpreters.com or call 608-416-4451
For an Over-the-phone (OPI) Call: Click on “dial for audio” and a dial pad will open as shown below.
Enter the phone number and hit “Call.” There is no need to dial 1 or 9 first, just start with the area code for US based numbers. If the number is not a US number, click the small flag icon within the caller and select the appropriate country and country code.

Answer Your Intake Question (Optional)
“May I please have your department”
Speak to the Limited English Proficient Individual
Your interpreter will introduce themself. Please greet the interpreter and provide the nature of the call.
Speak naturally and directly to the LEP.
Pause after completing a thought or phrase to give your interpreter time to interpret.
Finish the Call
When the call is complete, simply disconnect.
Speak directly to the other party, not the interpreter.
Speak in short phrases.
Speak audibly and clearly.
Speak in “living room” language. The simpler the concept is, the easier it is to interpret.
Acronyms/jargon you use daily may not be familiar to the interpreter, let alone the LEP. Health literacy in the US is not that high, and it is lower in many other countries.
Pause often.
Let the interpreter finish their rendition before you begin speaking again.
Be aware of your surroundings - remember that all of the background noise you can filter out affects the ability of the interpreter to hear you clearly through the phone.
Remember not every culture is as direct as ours. A simple yes or no question that you ask will likely get a long answer with all of the surrounding details and background context. The reverse could also be true.
Use a teach-back. If you are not getting the answer you want from the LEP, ask them directly to tell you what they have understood from your question/statement.
Tips for Working with an Interpreter
Tips for Working with an Interpreter
There are some occasions when an interpreter will need to clarify so they can interpret correctly.
We help people communicate when it matters most.
There are rare times when an interpreter acts as a cultural broker and in even rarer occurrences, they may advocate. However, the majority of the time, an interpreter’s job is limited to being a conduit from language to language.
