This document is a statewide contract vehicle price list for Wisconsin State Contract #505ENT-M25-INTERPTRANS-00, covering Video Remote Foreign Language Interpretation services. The contract is managed by the Wisconsin Department of Administration's State Bureau of Procurement, with Contract Manager Kristina Harris, and is mandatory for state agencies but optional for the University of Wisconsin System. The contract is cooperative, allowing Wisconsin municipalities to utilize these services, and permits use of the state purchasing card (P-Card). Five contractors are awarded under this vehicle: EPIC Translations LLC, GLOBO Language Solutions LLC (MBE), Propio LS LLC, Southern Wisconsin Interpreting & Translation Services Ltd. (SWITS Ltd. - MBE), and WorldWide Interpreters Inc.
The contract provides video remote interpretation services for over 200 languages, categorized as "Core Languages" (25 languages including Spanish, Arabic, Mandarin, Vietnamese, and others) and "Non-Core Languages" (all other available languages). Pricing is structured hourly with a one-hour minimum, billed in 15-minute increments thereafter, ranging from $43.80 to $75.00 per hour depending on the contractor, language category, and service type (consecutive vs. simultaneous interpretation). The contract term runs from October 1, 2024, through September 30, 2025, with four potential one-year renewal options extending through September 30, 2029. Services are available 24/7/365, with normal business hours defined as 8:00 AM to 5:00 PM CT, Monday through Friday. All contractors provide proficiencies in Scientific, Educational, Legal, and Medical interpretation, with additional certifications available from some vendors at extra cost. The contract includes specific cancellation policies requiring one business day notice and supports various online meeting platforms including Microsoft Teams and Zoom.

| Scope |
| The State of Wisconsin routinely conducts business with Clients who have limited English Proficiency (LEP). In order to meet the needs of our Clients and comply with federal civil rights statues, specifically Title VI of the Civil Rights Act of 1964, 45 CFR Section 80.3, Section 504 of the Rehabilitation Act of 1973, and the Americans with Disabilities Act (ADA) of 1990 as amended, the State must provide Video Remote Foreign Language Oral Interpretation Services. |
Video Remote Foreign Language Interpretation Services are provided via various online video platforms. The Contractor's Interpreter mediates between the buying Agency's staff and the buying Agency's non-English speaking or LEP Client to interpret the conversation.
Refer to each Contractor's tab in this spreadsheet for pricing, contact information, instructions for setting up new billing accounts and obtaining services, proficiencies, etc.

| Changes | |
| Changes from the previous contract include: | |
| VRI services for ASL and Foreign Language are now two separate Lots. | |
| Services are covered using any platform (Teams, Zoom, etc.). | |
| Pricing is now hourly, with a minimum of 1 hour, billed in 15-minute increments thereafter. | |
| Pricing is for pre-scheduled service, rather than on-demand. | |
| Simultaneous Interpretation is now included (see definitions below). |
| Guidelines |
| When reaching out to vendors, clearly identify yourself as a State of Wisconsin agency using this contract so they can apply the correct pricing and terms to your request. |
When reaching out to the contract manager for assistance, please include all pertinent information, such as: the lot or service you are inquiring about, the nature of the request, the vendor(s) involved, a summary of the issue or question, any service request documents you may have sent the vendor that contains pertinent info.
| Hours and Billing |
| Normal business hours are 8:00 AM to 5:00 PM CT, Monday through Friday, excluding State of Wisconsin recognized holidays. |
Outside Normal Business Hours are 5:00 PM to 8:00 AM CT Monday through Friday, all day Saturdays and Sundays, and State of Wisconsin recognized holidays.
Services are available 24 hours per day, 7 days per week, 365 days per year.
Contractor shall not require a minimum number of hours per Assignment longer than one (1) hour.
Services over the 1-hour Assignment minimum shall be billed to the next quarter hour.
On assignments where a single shift is longer than two (2) consecutive hours, two (2) Interpreters may be requested by the Contractor, and if approved, Contractors may charge their hourly rate for each Interpreter.
The use of multiple Interpreters must be approved in advance by the buying Agency. If the buying Agency declines a Contractor's recommendation to schedule two (2) Interpreters, the Contractor may decline the job at the time of scheduling without consequence.
Buying Agencies are strongly encouraged to approve the use of two Interpreters for longer Assignments due to the effects of Interpreter fatigue on the quality of Interpretation service.
Consecutive Interpretation: In consecutive interpreting, the Interpreter starts to interpret after the speaker pauses; thus much more time (perhaps double) is needed.
Simultaneous Interpretation: In simultaneous interpreting, the Interpreter interprets the message from the source language to the target language in real-time. Unlike in consecutive interpreting, the natural flow of the speaker is not disturbed and allows for a smoother output for the listeners.
Certificates: If a Contractor offers certifications with an addition fee, those fees are listed on the Contractor's pricing tab. Certificates or licenses must be provided by the Contractor upon the request of any buying Agency. Contractors shall not bill any additional fees without prior approval by the buying Agency.
Some contractors have provided additional fees for services they provide, as listed on each Contractor's pricing tab. These fees may only be billed if approved by the buying Agency prior to the assignment. Contractors shall not bill any additional fees without prior approval by the buying Agency.
| Meeting platform |
| All services must be provided via any online meeting platform, including but not limited to Microsoft Teams, Zoom, and any website or application provided by the Contractor, at no additional cost. Platform requirements will be determined by the buying Agency at the time of the request. |
| Cancellation Policy: |
| When a cancellation is necessary on the part of the buying Agency, the Agency shall provide the Contractor with notice one (1) business day before the scheduled service. The cancellation deadline is based on the scheduled assignment time; for example, for an assignment scheduled for 1:00 PM CT on a Thursday, the cancellation deadline is on Wednesday of that same week at 1:00 PM CT. |
If notice of cancellation is made less than one (1) business day prior to the scheduled service, the Contractor shall be paid 100% of the scheduled service hours at the same hourly rate as the Assignment.
When a cancellation is necessary on the part of the Contractor, the Contractor shall provide the buying Agency with notice one (1) business day before the scheduled service.
If notice of cancellation is made less than one (1) business day prior to the scheduled service, this is considered a missed Assignment and should be reported by the Agency to the Contract Manager listed above.
| Proficiencies |
| Contractors have provided a list of Proficiencies they provide in the areas of Scientific, Educational, Legal, or Medical interpretation for each language they provide. Each contractor has specified if they are able to accurately interpret medical/HIPAA compliant, scientific, educational and legal terminology. To be considered as having any of these specialized skills, the Interpreter must have completed formal training in them, either from an educational institution or from the Contracting Agency. |
The contractor's list of Proficiencies is informational in nature and does not imply any particular type of expertise within each category. Buying Agencies that require a specific area of Proficiency are to work with the Contractors to determine whether they can provide the appropriate expertise.
Proficiencies are not billable. Fees for any certifications or licenses must be listed in this guide per the guidelines in the Hours and Rates section above.
| Business Case Exceptions (BCE) - (formerly referred to as Waivers using form DOA-3727) |
| Any use of non-contracted vendors (including those awarded a different service on this contract than the service being requested – for example, using a contractor from an in-person interpretation Lot for a video remote call) requires a BCE submitted via email to the Contract Manager listed above for prior approval. The email must include documentation that you contacted all contracted vendors, an explanation why the service required cannot be provided by the contracted vendors, and the name and pricing of the non-contracted vendor you are requesting to use. There is no longer a DOA form for this; requests are submitted via email. |
