About this file
This addendum to the City of Easton's Centre Square Seating Wall Project (Project No. 2025-CSW) updates project specifications for modular wall construction and site location details as of January 8, 2026. The project requires contractors to furnish all labor, equipment, materials, and supervision necessary to construct freestanding seating walls with an 18-inch finished visible height, plus one buried course below grade for structural stability. The scope includes excavation with minimum 24-inch-wide trenches, installation of a 6-inch compacted crushed stone (ASTM #57) base in 2-inch lifts, stacking of modular units with high-strength polyurethane construction adhesive applied to all courses and caps, installation of a minimum 12-inch drainage zone with non-woven geotextile fabric, and backfill with free-draining granular material. Contractors must also furnish and install warning signs, lights, and barricades per traffic control plans, with all items meeting PennDOT and MUTCD standards. The contractor is responsible for root removal during excavation, though the City will cover costs for whole tree removal if required for wall construction.
The addendum specifies that contractors must provide daily site cleanup and final cleanup including broom sweeping with no separate payment for these services, and must maintain access to local businesses, parking lots, and handicapped-occupied homes to the greatest extent practical. Traffic control requirements include notification to the PennDOT CRC office at 610-798-4123 three days in advance of any lane closures or detours, and removal of all barricades and temporary traffic control signs at the end of each work day. Bidders must acknowledge receipt of this addendum on their proposal, with absence of acknowledgement constituting grounds for proposal rejection. The document includes detailed technical specifications, cross-section diagrams, and aerial views of project wall locations and alternative locations showing existing field conditions.

DETAILED SPECIFICATIONS
A. Scope of Work
The Contractor shall furnish all labor, equipment, materials, appurtenances, supervisions, etc.
necessary to complete the following work within the limits shown and according to the plans and specifications:
1. Furnish and install warning signs, lights and barricades per the traffic control plans and as needed for vehicular and pedestrian safety.
Modular Wall System: Technical Specifications
1. Wall Dimensions & Profile
• Finished Height: 18 inches (visible height, excluding cap units).
• Buried Course: One (1) full course of block must be installed below grade for structural stability.
• Total Wall Height: Varies based on block height; equals 18 inches + height of one buried course.
2. Foundation & Base Preparation
Excavation
• Trench Dimensions: Excavate to accommodate the base material depth and the buried block course.
• Width: Minimum 24 inches wide (or the depth of the block unit + 6 inches of clearance on both front and back).
Base Material
• Material: Crushed stone (ASTM #57 or equivalent).
• Depth: Minimum 6-inch compacted depth.
• Compaction: Material must be compacted in 2-inch lifts to ensure proper density and minimize settlement.
• Leveling: The top surface of the base must be screeded level and smooth prior to block placement.
3. Wall Construction
• Adhesive Requirement: High-strength polyurethane construction adhesive must be used on ALL courses (layers) and caps to secure the units.
• First Course: Must be placed below grade on the prepared leveling pad. Leveling of this course is critical.
• Subsequent Courses: Stack modular units according to the manufacturer’s interlocking system. Apply adhesive between every course.
• Cap Units: Secure all cap units using the specified adhesive.
4. Drainage & Backfill
Drainage Zone
• Zone Width: Minimum 12 inches of clean crushed stone (ASTM #57) placed directly behind the wall units.
• Filter Fabric: Non-woven geotextile fabric must be placed between the drainage stone and the native soil to prevent fines from clogging the aggregate.
Backfill
• Material: Free-draining granular material.
• Compaction: Backfill must be placed and compacted in lifts behind the drainage zone to prevent future settlement.
5. Vegetation & Site Clearing
• Root Removal: The Contractor is responsible for the removal of roots encountered during standard excavation.
• Tree Removal: If the removal of a whole tree is required to construct the wall, the City will cover the associated costs.
6. General Requirements & Notes
• Subgrade: Ensure the wall is built on undisturbed soil or properly compacted subgrade.
• Manufacturer Guidelines: Follow the specific block pattern and connection details by the supplier.
Cross-Section Diagram

2. The Contractor shall also notify the PennDOT CRC office at 610-798-4123 three days in advance of a lane closure or detour.
3. The Contractor shall maintain access to local businesses, parking lots and handicapped-occupied homes to the greatest extent practical.
4. At the end of each work day, the Contractor shall remove all barricades, cover all temporary traffic control signs and open the streets to traffic.
