About this file

The document is a set of bid inquiries and responses for IFB 23335, a statewide contract for Recycled Copy Paper (Group 50211) issued by the New York State Office of General Services (OGS). The document details four specific inquiries from potential bidders regarding pricing, order quantities, and vendor registration requirements.

The contract pertains to recycled copy paper, with bidders required to submit pricing based on specified carton ranges (10-39 and 40-199 cartons). OGS emphasizes that this is an estimated quantity contract with no guaranteed specific order volumes. Bidders must complete a NYS Vendor File registration process, including submitting a Substitute W-9 form, to be eligible for contract award. The solicitation allows vendors without existing NYS vendor identification to obtain a vendor ID prior to contract award, with OGS facilitating the registration process for new vendors.

Group 50211 - Recycled Copy Paper (Statewide) IFB 23335 – Inquiries & Responses

Inquiry Number

Inquiry Response

1 Can you provide the specific breakdown by usage/case/pallet? You have listed 10- 39 cartons which is a range. You have 40-

199. 5 pallets is 200 cases.

No. OGS respectfully declines this request. Bidders must submit their proposed prices based on the requirements set forth in Attachment 1 – Pricing (including the carton ranges).

2 Can we submit exact Pallet and Truckload pricing?

No. OGS respectfully declines this request. Attachment 1 – Pricing provides that “each Bidder must submit their proposed prices… by entering a Unit Price for all items and additional charges.” Bidders must submit their proposed prices based on the requirements set forth in Attachment 1 – Pricing.

3 What is the total number of truckload orders/ year?

OGS does not have the requested information. Pursuant to Attachment 1 – Pricing, Instruction tab, “All quantities listed in Attachment 1 – Pricing are estimates only based on previous usage.” OGS does not have previous usage information for truckload orders as the prior recycled paper contract, OGS Contract Award #23078-GR-RS, was for less than truckload lots of recycled copy paper.

Bidders are reminded that pursuant to Revised IFB 23335 Document Section 1.3 Estimated Quantities, “a Contract resulting from this IFB shall be an estimated quantity Contract. No specific quantities are represented or guaranteed, and the State provides no guarantee of individual Authorized User participation. The Contractor must furnish all quantities actually ordered at or below the Contract prices.”

4 My company currently has never done business with NY State and does not have a NYS Vendor Identification number. I filled out the Substitute W-9 form. How long will it take to get this number so I can submit it with the bid that opens on October 9th?

Pursuant to Revised IFB 23335 Document Section 4.2 NYS Vendor File Registration, while the Substitute W-9 form is required to be submitted “to OGS in advance of Bid submission,” Bidders and their authorized resellers have until “prior to being awarded a Contract pursuant to this Solicitation,…[to] be registered in the New York State Vendor File (Vendor File) administered by the Office of the State Comptroller (OSC)” and be assigned a NYS Vendor Identification numbers (Vendor IDs).

For a Bidder that does not currently have a NYS Vendor ID for itself or its authorized resellers, the process of how to be registered in the New York State Vendor File and obtain a NYS Vendor ID during the solicitation process is provided in Revised IFB 23335 Document Section 4.2 NYS Vendor File Registration, which states in part as follows: “if the Bidder is not currently registered in the Vendor File, the Bidder must request assignment of a Vendor ID from OGS. Bidder must complete the OSC Substitute W-9 Form (http://www.osc.state.ny.us/vendors/forms/ac3237s_fe.pdf) and submit the form to OGS in advance of Bid submission. Please send this document to the Designated Contact identified in the Solicitation. In addition, if an authorized reseller is to be used that does not have a Vendor ID, an OSC Substitute W-9 form should be completed by each authorized reseller and submitted to OGS. OGS will initiate the vendor registration process for all Bidders and authorized resellers. Once the process is initiated, registrants will receive an e-mail identifying their Vendor ID and instructions on how to enroll in the online Vendor Self-Service application.”
