About this file

This document is Attachment 9, a Certification Under Executive Order No. 16, which prohibits state agencies and authorities from contracting with businesses conducting business operations in Russia. The certification is part of a statewide contract for Group 50211 - Recycled Copy Paper, requiring vendors to disclose and certify their business activities in Russia. The executive order directs all affected state entities to refrain from entering into new contracts or renewing existing contracts with entities conducting business operations in Russia while federal sanctions are in effect.

The document provides a standardized certification process for vendors, offering four possible response options: (1) no business operations in Russia, (2a) conducting business in Russia but taking steps to wind down operations, (2b) conducting limited business for vital health/safety services or legal compliance, or (3) actively conducting business operations in Russia. Vendors are encouraged to respond to solicitations to preserve future contracting opportunities, even if they are currently excluded, in case sanctions are lifted during the solicitation or award process. The certification must be signed under penalties of perjury by a knowledgeable representative of the vendor.
