About this file
This document is Attachment 9 to a statewide recycled copy paper contract (Group 50211) and consists of a certification form required under Executive Order No. 16, which prohibits state agencies and authorities from contracting with businesses that conduct operations in Russia. The executive order applies to all affected state entities and remains in effect while federal sanctions against Russia are active, though vendors are encouraged to respond to solicitations to preserve future contracting opportunities should sanctions be lifted.
The certification requires vendors to declare whether they conduct business operations in Russia as defined by the executive order, which includes any commercial activity in Russia or transactions with the Russian government or Russian-headquartered commercial entities. Vendors must select from four options: no business operations in Russia, business operations being wound down with detailed timeline, business operations limited to vital health and safety services or federal compliance requirements, or acknowledgment of conducting business operations in Russia. The form requires signature under penalty of perjury by a knowledgeable representative of the vendor's business and operations, confirming the accuracy of their declaration.
