AMENDMENT NO. 1
Pre – Bid RFI Questions via email on Thursday, February 25th:
Question 01: Could you please tell me if the Presolicitation posted as solicitation number 47PC0221R0011 will be a follow-on requirement to any work performed currently or in the past, or will this be a new requirement?
Response 01: This is the new requirement.
Question 02: Who will be responsible for removing and storing the existing furniture in the areas to be renovated?
Response 02: US Courts will handle the removal and movement of all furniture for both the base bid and any bid options awarded.
Question 03: Will floor boxes on the second-floor workroom need to be removed?
Response 03: Existing floor boxes in the second-floor workroom will need to be removed and the slab openings flattened/ground down so that the concrete slab is level. Provide a grout at floor penetrations and smooth finish flush with the existing concrete floor as required to receive the scheduled finishes, per architectural direction.
Question 04: Division 13 – Integrated Interior Assemblies specifies DIRTT wall systems only – are other manufacturers acceptable?
Response 04: DIRTT is the basis of design, and this system is widely used through the facility. That being said, the contractor is allowed to submit a product from another manufacturer given it meets or exceeds the specifications, and it is verified and approved by the Architect, GSA and Courts representatives.
Question 05: Division 13 – The existing storefronts have holes. Is anything required to be done with that?
Response 05: Currently the base bid does not provide any aesthetic improvements to the existing storefront. BID OPTION 2 includes SOW to refinish the existing storefront at the interior. Addendum #2 will provide direction to fill holes flush within the existing storefront using a quick setting epoxy, and paint to match the existing adjacent finish. Provide touchup paint on the existing storefront where the finish is peeling or damaged. Architect, GSA or Courts representative to approve the touch up paint color.
Pre – Bid RFI Questions via email on Monday, March 1st:
Question 06: It is assumed that the dimensions shown under the window treatment schedule comments on sheet AE600 are the width of the new aluminum blinds? What is the height?
Response 06: Correct the dimensions provided in the Window Treatment Schedule on Sheet AE600 are for the width. The height of the window opening is approximately 7’-0”.
Question 07: Door hardware set #13 for door unit # 102, within Bid Option #3, does not appear to be correct. The intended hardware set is not designated for a single 3/0 hollow metal door. Please not e the correct hardware set to use for this door opening.

Response 07: Refer to the revised door hardware set #13 per Addendum #2 dated 3/4/2021.
Pre – Bid RFI Questions via email on Wednesday, March 3rd:
Question 08: On A-001 – Phasing, Base Bid, and Bid Options – Phases 6 and 8 (Bid Option 3) Abatement and Construction are being required to be done during nights and weekends only. Can you please confirm that will be necessary and required. Would like to bring this to light so all GCs are bidding the same way as well.
Response 08: Probations standard operations are not to be disturbed during work on the first floor. Sounds and smells from removals and removal products/equipment are not to disturb Probation’s operations. It is recommended that first floor SOW for Phases 6 and 8 is conducted during off-hours.
Question 09: Please confirm deck heights on the first and second floors.
Response 09:
First Floor: 15’-1” to underside of waffle Second Floor: 11’-1” to underside of waffle
Question 10: Regarding the DIRTT wall system – based on past experience, those partitions are usually secured to a soffit above, with 2x4 wood blocking. I do not see clear detail/direction regarding this on the drawings. Please clarify.
Response 10: No blocking is required. Correct, if placed under a soffit the modular partition system can be secured to the soffit above. Additionally, if placed underneath a suspended ceiling grid, it is acceptable to secure the head of the modular partition system to the suspended ceiling grid. This is a standard detail by this manufacturer and it has been installed as such throughout the building.
Pre – Bid RFI Question via email on Thursday, March 4th:
Question 11: The Asbestos Survey Assessment Report is not included in the specs. It says “on the following pages”, but nothing is there. However, the scope is defined in the plans AD102 – Asbestos Awareness Notes. Please clarify.
Response 11: The Asbestos Survey Assessment Report is included as an attachment per Addendum 2 dated 3/4/2021.
Pre-Bid RFI Questions from the walkthrough held on Thursday, February 18th:
Question 12: Are the walker ducts and floor boxes to be abandoned or removed and filled?
Response 12: The walker duct will be abandoned in place. Walker duct openings and floor boxes are to be removed or ground down such that they are flush with the concrete slab. Provide a grout at floor penetrations and smooth finish flush with the existing concrete floor as required to receive the scheduled finishes.
Question 13: What is the phasing of the work expected for the contractor?
Response 13: Per specification section 011000 – Summary section 1.2:

1. The contract work shall be completed within 196 calendar days.
a. 42 calendar days for security clearances and submittals.
b. 124 calendar days for construction to obtain substantial completion.
c. 30 calendar days for Contract completion after substantial completion.
Question 14: Verify EY-001 per Addendum No. 1 distributes the tasks correctly. Provide further clarification on who is responsible for access Control and Pan tilt Zoom Camera installations?
Response 14: Refer to the revised Security Device Responsibility Matrix on sheet EY001 dated 3/4/2021 per Addendum #2.
“Delete the access control line item (this refers to the actual system which is existing). Change the “back box” line for the PTZ camera to” In contract”, every camera regardless of type will get the back box conduit and cable. Change note 4 - remove “For Device types indicated as “not in contract”. This note indicates providing a back box conduit and cable for each device.”
Question 15: Is the existing emergency power adequate to support new emergency power requirements?
Response 15: Emergency lighting will be handled by bundled battery packs. The power provided will be sufficient for emergency illumination.
