Construction Contract for: Leo W. O’Brien Federal Building – Construction

This Amendment 0004 is being issued to

i) extend the proposal due date to May 14 th

, 2020 @ 4:00PM EST;

a. Offerors should submit both their technical and price proposals based on the documents and information available (SOW, design, drawings, amendments, attachments answers to RFIs etc.)

b. Technical Evaluations will be conducted and those firms whose technical proposals are determined to be in the competitive range (the most highly rated proposals) will have an opportunity to revise their initial pricing once discussions/negotiations are held. Therefore it is important for all offerors to read through the solicitation thoroughly and develop and submit a proposal by addressing the all requirements of each technical factor to maximize their inclusion in the competitive range

c. Once the competitive range is determined, those select offerors will be invited for a site visit and during discussions/negotiations will have an opportunity to revise their price proposals based on the site visit.

ii) provide ADDENDUM NO. 1to specification (attached);

provide SECTION 028200 – ASBESTOS REMEDIATION (attached);

provide SECTION 000100 - TABLE OF CONTENTS (attached);

iii) provide ADDENDUM NO. 2to specification (attached);

1 n/a Are there any as-builts of the existing lightning protection system including grounding/bonding?

Response:

Not to our knowledge. Contractor shall provide inspection and testing of the grounding and downleads and confirm that they meet the requirements to obtain a UL Master Label for the complete lightning protection system. The contractor shall provide documentation of this testing and inspection.

2 Sheet AD102 Sheet AD102 contains Demo Plan-Keyed Notes - Sheet AD100. There is no sheet

AD100. Please clarify if this is a typo, and if this is the correct Keyed-Notes for sheet

AD102?

Response: Yes this was a typo. CHANGE to read as "AD102-A" to match the sheet.

Keyed Note 1 on Sheet

AE101

Designates use of a peel and stick vapor barrier on the deck. On the same sheet, detail

3/AE101 designates torch down vapor barrier on the deck and up vertical parapet wall.

Which is correct?

Response: yes, CHANGE to read "Torch down vapor barrier"

4 sheet G-002 Possible crane locations are noted on sheet G-002. Tower crane will require 3 phase 480 power. Are there locations to access this power requirement in proximity to either crane staging location? Or should contractor plane to use a generator to power the crane?

Tower crane is not possible due to building having an overhang the juts out 5 feet from the building at approximately 25 feet below the building roof elevation, Detail 8/AE501 & 8/Alt-

State on a note on the left hand side to "provide drain body" for what appears to be the original drain body. Should original drain bodies remain in place? Or is the contractor expected to remove existing drain bodies and replace them along with providing a retrofit drain?

CHANGE note to read "EXISTING DRAIN BODY". The existing drain bodies are to remain in place. The new retrofit drain bodies are to be installed within the existing drain bodies.

6 sheet E-001 Is sheet E-001 complete? It seems incomplete?

Response: E-001 is complete. It is intended as just a notes sheet. Please specify if there is any particular information that appears to be missing.

7 n/a What is the weight of the satellite dishes?

No weight specifications are available; it is assumed that the weight of the dish and assembly is around 150 pounds. Pictures of the satellite dishes are provided to enable the contractor to determine an approximation from the size and weight.

Solicitation SOW document references installation of roof tie-off anchor system to be installed and tested. Information on this system including the number of anchors, layout and testing requirements cannot be located in the plans and specs. Please clarify and provide information if this is to be installed?

NKB has provided design for OSHA-compliant safety railing. Additional info to be provided in the forthcoming amendment on anchor tie-off to be used by window washers

9 n/a Is all work in roof A1 & A2 considered Option 1 work? Option 1 work is described but limits and location of Option 1 work is not clearly defined. Please clarify?

Response: Yes, A1 & A2 part of the scope for option 1 (all roofing on the lower roof is part of the scope).

10 Solicitation SOW document references "renovated HVAC systems". Please clarify what is meant by renovated HVAC systems

Response: The word "renovated" is used in reference to the above-roof Boiler Stack work.

11 Solicitation With current RFP due on April 30th and is possible it will extend due to COVID-19, what is the anticipated date of contract award?

Response: Due date is listed within the amendment.

Solicitation If the contract award date combined or caused by delays from COVID-19 pushes the period of performance (POP) and completion of the project into cold weather months, will GSA permit the contractor to temporary cease operations due to cold weather restrictions?

Period of performance is based on date of award. Per the submittal process the Contractor is required to develop and issue for GSA review / approval. Project is weather dependent thus if cold weather impacts project no cost time extensions shall be granted.

13 Solicitation Based on reasonable risk of the project starting in 2020 and pushing into cold winter months, will GSA permit start of the project in the spring of 2021 to avoid complications and risks associated with cold weather work?

Response: That is a discussion at time of post award

Section 011400

Plan sheets designate use of a torch down vapor retarder. Section 011400 designates that use of an open flame is not permitted on/in the building except with a burn/hot work permit. Will the contractor be required to submit for a hot work/burn permit daily when doing torch down work on the vapor barrier?

Response: Yes - check with GSA - daily sign-off required

15 n/a Relative to permitting is City of Albany familiar with this project and aware that the successor contractor will be seeking permits as applicable?

Contractor's responsibility. Work confined to federal property is not governed by State and or Local government. Use of city right of wat and or streets requires city input.

16 n/a Will GSA allow the contractor use of a temporary office space or space that can used as an office? If so, where will that be located?

Refer to contract documents. Workers needing access to the building MUST pass a security clearance. Decision as to what temporary office location may be offered will not be known until after award

17 n/a What are roof top locations and how much access to power is available to the contractor for temporary electric needed from roof level work operations?

There are no existing receptacles on the roof for use during construction. Contractor will have to supply their own temporary power or coordinate with building management on where they can pull power from within the building, depending on their needs.

Section 015000, paragraph 3.3.H

States that use of existing freight and passenger elevators will not be permitted unless approved by GSA building manager. Please confirm if contractor will be granted permission for use of the elevators for access to roof top levels. If use of the elevators is not permitted, contractor must provide exterior access to the roof top levels via scaffold stair tower, or a personnel and material buck hoist. Please confirm which manner contractor should plan for access to the roof level?

Per contract documents workers requiring access to the building MUST obtain a security clearance. Building has no dedicated freight elevator instead property management designates a passenger elevator for contractor's use. Per Property Mgmt the elevator load rating is 4,000 lbs.

Contractor must coordinate elevator use with property management.

19 n/a Did GSA perform roof core cuts to determine existing roof thickness and to verify roof assembly and deck? If so, will GSA provide the report on the roof core cuts including all locations?

Response: Yes, refer to provided documents.

Section 075423, paragraph 1.9.B

States that the contractor is provide a 30 year installers warranty in addition to the 30 year manufacturer's warranty. This is not typical of the industry. Surety companies will not knowingly issue a bond for projects with installer warranties of this duration. Surety companies will not issue bonds for projects with installer roof warranties greater than 3 years, unless the installer warranties are specifically stated to be non-bonded.

Accordingly, please state if the 30 year installer warranty will be reduced to 3 years or less, or if the warranty will be non-bonded?

Response: Addendum #1 addresses this

21 Section 075423 Appears to be repeated in the specification. Is this intentional?

Response: No, printing issue - disregard duplicate copies. Addendum #1 addresses this.

22 Section 075423 Does not provide execution information for installation of the vapor barrier. Please provide needed specification information for installation of the vapor barrier?

this can be ADDED to the spec as an additional new paragraph in Execution:

3.2.1 - VAPOR RETARDER APPLICATION

A. Clean, prepare, and treat substrates according to manufacturer's written instructions.

23 Section 075423 Does not tie-out to drawings for installation of the roof assembly. Please provide specification section that ties-out to the drawings for the specified roof system?

Intent of "tie-out" question is vague. Drawings and specifications are to be used together for installation. The roof assembly is a fully adhered system.

24 Section 078413 What is the extent of scope of work for firestopping referenced in Section 078413?

Response: Penetrations from the Mechanical Rooms or Floors below roof decks.

25 Are there any full-height wall sections to get firestopping on this project?

Response: No new partitions are being installed - not required

26 n/a Other than the block wall noted on sheet AE102-A, are there any wall assemblies that require installation with fire-resistance rating?

Response: None identified

27 n/a Are there any floor locations or assemblies that require firestopping scope of work associated with this project?

Response: Penetrations from the Mechanical Rooms or Floors below roof decks.

28 section 099113 For paint application associated with section 099113, what is the SSPC surface preparation requirements for each substrate and paint system?

Contractor shall follow SSPC-SP2 Hand Tool Cleaning standards.

For the removal of loose mill scale, loose rust, loose paint, and other loose detrimental foreign matter from surfaces with the use of non- powered hand tools.

29 Section 076200 Section 076200 and the project drawings do not identify the finish and gauge of the individual flashing and downspout components.

What is the required gauge and finish for the individual components?

Contractor shall provide minimum .050" thick aluminum for scuppers, gutters and downspouts.

Contractor shall provide minimum .063" thick aluminum for fascia, flashing and counterflashing. Color Anodic Finish, Coil Coated: AAMA 611, AA-M12

C22A42/A44, Class I, 0.018 mm or thicker.

Sheet E-001 General Notes 21 States “PERSONNEL SHALL NOT OCCUPY THE

SPACE IN FRONT OF AN ACTIVE VERIZON ANTENNA AT ANY TIME.

VERIZON WILL PROVIDEGUIDANCE ON SAFE DISTANCES PERSONNEL

MUST MAINTAIN FROM ACTIVE ANTENNAS. PERSONNEL SHALL

RECOGNIZE AND ABIDE BY ANY VERIZON SAFETY INSTRUCTIONS

REGARDING THE VERIZON ANTENNAS” What are the exposure risks associated with working in close proximity to active antennas?

Verizon provided report to be shared with the contractor regarding the safety requirements and considerations when working around Radio Frequency Emissions.

Please note that Verizon will coordinate which cell towers need to be turned off to facilitate roof work in a particular area. Verizon's actions will minimize the risk.

31 Section 028200 Please provide Specification Section 028200 Asbestos Remediation and Testing Results in its entirety. It currently contains only an Asbestos Report dated July 26, 2019.

Response: Addendum #1 addresses this.

Section 075900 1.1 A 2

States When required, a permanent Electronic Leak Detection System (ELDS) for roofing and waterproofing membranes. Is the permanent ELDS system required for the installation of the base bid and for option 1? Or is ELDS testing limited to a one-time occurrence after installation of the new roof system?

Response: one-time occurrence, following installation - DELETE Sentence 1.1A.2

Section 075900 1.1 A 2

Electronic leak detections on a roof with a vapor barrier requires use of a conductive media. Specifications and the project drawings do not identify the type of conductive media or the installation details. Please confirm the following:

1. To or on what layer of the roofing material should the conductive mesh be installed?

2. Is the use of a conductive primer acceptable as a conductive media?

3. Or is another conductive material required to be installed?

Response: ELD required is one-time occurrence testing method, not a permanently installed system

34 Section 264113; 1.5B States that both a UL Master Label Certificate and LPI Master Certificate are required.

Please verify that both certificates are required?

Response: Only a UL Master Label Certificate is required. An LPI Master Certificate is not required.

35 Section 264113 Specifications designate for a new roof top lightning protection system to be certified with a UL Master Label. Accordingly, please confirm that downleads and system grounding are, intact, efficient and meet current code requirements?

Contractor shall provide inspection and testing of the grounding and downleads and confirm that they meet the requirements to obtain a UL Master Label for the complete lightning protection system. The contractor shall provide documentation of this testing and inspection.

36 Section 264113 In reference to the above question, if not, please clarify if inspection and testing of existing grounding is to be included so that the new lightning protection system can be certified with a UL Master Label?

Contractor shall provide inspection and testing of the grounding and downleads and confirm that they meet the requirements to obtain a UL Master Label for the complete lightning protection system. The contractor shall provide documentation of this testing and inspection.

37 n/a Are elevation drawings of the building available to be shared with offerors?

Response: Yes, attached to this amendment.

38 n/a In the warranty language, when speaking about a Manufacturer's warranty, they do guarantee both material and labor in a 20-30 NDL warranty. But, there is an added section in the specifications about an "Installer's Warranty". An Installer's Warranty is a

One World Trade Center direct warranty on the contractor. 2 Years is the standard contractor warranty. Bond premiums go up tremendously every year after that. This contract is asking for a 30 year Installer's Warranty. Please clarify the intent.
