X x x November 30, 2023 at 14:00 MT x The purpose of this amendment is to extend solicitation close date and provide answers to rfi's. Solicitation close date is now November 30, 2023 at 14:00 MT. All other terms and conditions remain unchanged.
· Would you consider extending the questions due date. There was a significant number of documents released today and this project does not have detailed drawings.
· Solicitation extended to close on November 30, 2023 at 14:00 MT.
· Please specify if access control will be required on the single door. If so, we may need more details on the door hardware and type of access control.
· Yes, a PAC reader will be required on the man door. It should be run back to room 103.
· Please specify door hardware, panic bar, core locks, handle, Etc?
· Please clarify additional electrical that will be required for new HVAC. Will additional circuits be required and are sizes know?
· New HVAC is expected to require a circuit, similar to existing, circuits may require to be updated due to increased capacity of the system.
· Please clarify if you would like a half lite for the single exterior door. Would that be large enough or too large?
· Yes, a metal security half lite door is required, in order for the warehouse technicians to have visuals on the dock levers during operation with requiring the door to be open. Exact size of half light to be determined by COR during the submittal process.
· Can you provide a cut sheet of the roll up door that will be provided and exactly what parts will be provided by the government. We could not find that model. Also, does the government know what power head is compatible, it might be worth specifying so we get the one that works with the provided door.
· Please see the posted amendment in the solicitation labeled “Rolling Door Cut Sheet”. From the parts breakdown (page 4) the VA was able to confirm they have parts A and F1. All other parts are to be provided by the contractor. The contractor shall be responsible for providing a proper power head to operate the VA provided door.
· Please clarify if existing framing is wood or metal.
· Metal
· Please clarify if the surface mount bollards, with a 4.5’’ diameter with 11-gauge steel painted yellow would be acceptable? If that is not acceptable, please clarify the diameter and gauge of steel that is acceptable. We cannot find bollards specifically rated for “forklift/pallet truck impacts” but want to provide a product the government is looking for.
· Surface mounted 4.5’’ diameter with 11-gauge steel painted yellow is acceptable. Concrete fill will be required for extra strength.
· Please clarify if a pre-fabricated housekeeping pad would be acceptable or new concrete will need to be placed.
· New concrete pad will be required.
· Please clarify if we will be given an admin NTP, separate from the 60 days POP required to complete the project. Some items may be long lead.
· Admin NTP to be determined by contraction based on materials and lead times after award.
· The Project Scope states Install/update control unit on building louvers to optimize conditions inside Building 170. Can the end user furnish any Plans, Manufactures Information, Model#, ETC? given it is not shown on the mechanical plan attachments.
· In the project documents the plans (warehouse mechanical plans) provided do not correlate with the SOW as written in the solicitation for the upgrading of exterior doors.
· Please see both sets of drawings. One set of drawings is for the mechanical aspects of this solicitation. The other is for the door upgrades.
· Are there plans that show the existing and new doors, room 105, and the required solar energy system needed.
· One set of drawings show the existing doors and room 105. There are no requirements for a solar energy system. Specifications were revised and submitted as an amendment.
· On the site walk we observed the AHU in Building 170 was tied to a legacy JCI NCE controller, is it the intent of this project for this controller to be replaced by a new Schneider Electric controller and tied back to the main facility control system? There will be Schneider Electric controls installed in the building as a part of the current Y1DZ EHRM Infrastructure Upgrades project so infrastructure/network for the SE system will be installed as apart of that project.
· Yes, controller to be replaced with new Schneider controller.
· In addition to the AHU, there are several small terminal units on the JCI system in the Warehouse (5 IR Gas Heaters, 2 Electric Radiant Heaters, and 1 Evaporator Coil) some of which are going to be removed as a part of the current Y1DZ EHRM Infrastructure Upgrades project. Is it the intent for these systems to also be replaced with SE controls as well?
· Yes, the 5 IR Gas Heaters, 2 Electric Radiant Heaters shall be upgraded to SC controls as part of this project. The Evaporator Coil will be handled as part of the EHRM project as it is related to the telecom space.
· If any part of the JCI control system is going to remain in Building 170, will VA facilities personnel be responsible for deleting/rebinding the remaining JCI controls to their existing platform?
· The intention is to replace all JCI control systems as part of this project and the aforementioned EHRM project.
· Would any new SE controls for this project be able to operate stand-alone until the infrastructure/network for the current Y1DZ EHRM Infrastructure Upgrades project is installed?
· It is the VA’s intention to insure a fully integrated BAS system as the end result. Understanding EHRM project is ongoing this building will need to stand alone until that infrastructure is built out, at which point it can be integrated.
· Are bonds required?
· Bid Guarantee & Payment/Performance Bonds: IAW FAR 52.228-15, offerors are reminded that any award amount exceeding $150,000 shall require both Payment and Performance Bonds. Performance and Payment bonds are due no later than 10 calendar days after award. Original bid guarantee due at time of solicitation closing. If the bid guarantee is not received at the time of solicitation closing, the proposal is late and will not be considered.
