113The specifications state that a security escort is required for this project. Please confirm that a security escort will be required and that the VA will provide the security escort for the duration of the project.Chiller side escort is not required. If Boiler side access is requested it will have to be escorted and overseen by VA. Contractor should not require Boiler side access.
114Please provide a clear description of the work to be deducted in the solicitation price schedule alternates. The Bid Alternates listed in the Statement of Work do not match the Price Schedule. Also, please identify which set of drawings the alternate is referencing. There are multiple alternates on both sets of drawings.See revised Bid Schedule

122In addition, please clarify the panel schedule for Panel M.Panel M is to be removed and replaced with a new panel in the Cooling Tower project as shown on the one-line risers on E-102T. Panel M on E-102T is mislabeled and should be highlighted as a replaced panel. It is fed out to the new main switch 9_ECP-2 in the Chiller project as shown on EP-100C.
123The new cooling tower schedule on sheet M501T note 3 states to” provide with 12’ height mounting leg extensions. Each tower will be mounted on top of the existing 18” thick concrete slab in front and on top of structural piers at the 2 back corners. See structural for pier construction and mounting of each new cooling tower”. Please confirm if we are to bid per this note and only install new piers to support the rear corners of the new cooling towers.See answer to 127
124Please provide as built details of the existing 18” slab below the cooling towers. Not available
125What is to be done with the piers that support the existing cooling towers?Attached existing drawing, sheet 9-S1
126Please provide as built plans of the existing electrical duct bank feeding the transformer adjacent to the existing cooling towers. Not available
127Please provide a plan that shows the saw cutting and slab repairs required to install the new cooling tower caissons as shown on S101 detail F1.The existing structural pad will essentially be by-passed with the installation of the new concrete piers. The slab shall be removed as required for the installation of the new concrete piers.
128What is the thickness of the existing slab below the cooling towers?18"
129Please provide an as built of the existing cooling tower piers.Attached existing drawing, sheet 9-S1
130If the deductive alternate is taken and the cooling tower is removed, are all of the new caissons still required to be installed or will the additional 2 caissons be removed and the remaining caissons re-structured to support only one equipment leg each instead of two?Install all caissons
131SECTION 23 64 00 -PACKAGED WATER CHILLERS This specification only allows for R-123 refrigerant. There is currently only one manufacturer of this type of equipment. “Trane” and per current phase out dates the last day they can manufacture a unit using this Ozone depleting refrigerant is 12/31/19. With a typical 6-month approval to delivery time this is problematic. Is R-134A an acceptable alternative refrigerant?R-514A is acceptable. However add to spec section 23 64 00 for economizing ability for the chiller:
FREE COOLING

A. A free cooling cycle shall be provided for the centrifugal chiller. The proposed chiller shall provide required material (including controls, valves, piping, and additional storage vessels) to allow cooling of chilled water by transferring heat to cold condenser water without operating the compressor. This shall be a factory installed option on the centrifugal chiller. The following details shall apply:

1. Changeover from free cooling to mechanical cooling shall be initiated by manual operation of a switch on the machine control panel.

2. Interlock between free cooling cycle and normal operational cycle shall be provided to prevent compressor start-up or operation during unsafe conditions.

3. Manufacturers with systems requiring spray pumps shall be responsible for any special foundations required to provide adequate pump Net Positive Suction Head (NPSH). When pump is used, provide necessary pump starter, disconnect and wiring.

4. Where spray nozzles are used, provide access provision for removal and cleaning of nozzles.

1321. The asbestos abatement notes and SOW for this project state that the contractor is to provide an environmental survey abate any identified ACM. The environmental survey for this building should have been undertaken during the design phase. As the SOW is currently drafted, without quantities of materials to be abated, this requirement is ambiguous and unbiddable. To allow for equitable bidding by all contractors please provide a budgetary amount of ACM that needs to be removed. Another option is the have the contractor’s carry an arbitrary ACM Abatement contingency fund in their bids by adding it directly to the bid schedule. Please adviseSee attached survey
133Please provide a geotechnical reportAttached
134What is the primary voltage of the pad mounted transformers?13.2kV
135What is the wire and conduit size for the electrical feeder between the new 750KVA and 2500 KVA transformers?4-2/0cu 133% EPR, 2”C
136Please provide electrical duct bank routing between the new pad mounted transformer and switchboard 9-ECP-2See updated sheet EP-100C
137Please provide an as built for the underground utilities present in the new cooling tower areas and the area to the east of building 9As built should be provided by contractor on site and updates to original model to be made after construction for record keeping
138The specification include section 02 82 13.13 glove bag asbestos abatement. The solicitation does not include a building asbestos report and no asbestos is noted on the plans. Please quantify the asbestos to be abated.See attached assessments
139The designed absorption chiller 9-ACU-1, Thermax, Model TAC S2 F2 does not meet the buy American requirement. No absorption chiller manufacturer can qualify for Buy America because there is no absorption chiller manufacturing facility in the United States. Is the attached "YST" Steam-Powered Centrifugal Chiller an acceptable alternative to the steam-powered absorption chiller. The "YST" qualifies for Buy American compliance and is powered by facility steam. The proposed alternate steam-powered chiller is too different from the scheduled absorption chiller and would require extensive design changes. We are working on an exception.
140In reference to Replace Boiler Plant Cooling Towers drawing M101T and Restore Facility Cooling Capability drawing M101C, both keynotes 23-25 states to provide 200 ton rental chiller. Drawings M000C and M000T scope of sequence work summary note #5 and deduct alternate summary #1 states to provide 2 120 ton rental chillers. Please clarify what capacity is required for the rental chillers2 EA 120 ton rented chillers are required to support both projects, not 4EA. The projects were developed independently and therefore had to have temporary chillers in both. Since they are solicited together, the deduct will be taken from the cooling tower project, reference the revised Bid Schedule.
141In reference to A.3 statement of work section II.B states that the centrifugal chiller cannot contain magnetic bearings. In the Chiller industry, magnetic bearing technology has been trustworthy and efficient. Is Magnetic-Bearing technology acceptable on the centrifugal chillers to achieve improved efficiency? No
142In reference to A.3 statement of work section II.B states that the Economizer/ Free Cooling must be part of the chiller. Please advise what is the “free-cooling option” that has been specified on the designed centrifugal chillers? Is it required from all bidding manufacturers?See answer to #131
143The designed Themax absorption chiller may not qualify for Buy American compliance. Similarly, no current absorption chiller manufacturer can qualify for Buy American because there is no absorption chiller manufacturing facility in the United States. Is the attached "YST" Steam-Powered centrifugal chiller an acceptable alternative tot he steam-powered absorption chiller? The "YST" qualifies for Buy American compliance, and is powered by facility steam. the YST Engineering Guide is attached for reference. The proposed alternate steam-powered chiller is too different from the scheduled absorption chiller and would require extensive design changes. We are working on an exception.
