About this file
This document contains responses to questions from offerors on a solicitation for Project 671-18-106 to replace water softeners at the Audie Murphy VA Medical Center in San Antonio, Texas. The scope of work involves demolishing and replacing water softener tanks and associated plumbing and electrical connections. It also includes replacing a section of concrete slab and CMU wall to provide space for the new equipment. The responses clarify technical details such as required circuit sizes, confirm that hazardous material abatement is the contractor's responsibility, and note that ICRA security protocols apply. Logistical questions concerning site facilities, laydown areas, and potential schedule extensions are also addressed.

McGoldrick Questions :
A-01 has a note “New Exit Sign”. No new sign is shown on Electrical Drawings. What type sign is this?
Typical Emergency Exit Sign
A-01 has a note “New Exit Sign Typical Unless Noted Otherwise ”. Please clarify what is intended by “Typical Unless Noted Otherwise”.
Typical Emergency Exit Sign
PD103 Keyed Note 2 calls for Sanitary Pipe Replacement. As the pipe is only shown to a point just outside the Water Softener Room, we assume this is the limit of replacement unless modified by Amendment.
Keyed Note 2 shows approximate location: Estimate about 40’ of 6” sanitary drain
Check and field verify the repair to fix damage.
Is CP-5 shown on C-101 in the section of slab to be removed? Is CP-5 required to be reset in the new slab?
A/E Response: Control Point 5 was identified for use in initial survey layout. It is not required to be reset as a surveying benchmark after demolition of the slab as shown. If contractor sets new benchmarks for use during construction, they should indicate those new benchmarks in the as-built drawings; however, setting such benchmarks is not a requirement of this contract.
Please confirm that the Finishes shown for the Meter Room and the Maintenance Loading Area on A- 101 only apply to the new surfaces installed in this scope of work.
Applies to repaired and demo/replaced surfaces
Note 8 on PD101 refers to testing the existing brine line. Does this refer to the line shown on PD101 (Note 7) or the line shown on PS101 at Note 2?
Should test both existing water(C101) and brine line (Note 8 - PD101).
The Water Softener Tanks are not depicted to scale on P-101 and will not fit in the space allotted to them. Please provide a design that fits within the constraints of the room.
The Water Softener Tanks should fit in space with Alt. approvals
Alternates call for demo and replace CMU wall which should allow space for the Water Softener Tanks
Build wall around Water Softener tanks, coordinate with COR to allow ample space in the adjacent steam and CHW room so the new metal door and frame will fit.
Note 5 on M-101 calls for dry plant air to the water softener/ Were is the point of connection? How far is the piping to the point of connection. Are any valves/fittings required?
Valves and fittings should replace existing and follow the manufacturer’s instructions.
I didn’t find any connections to place dry plant air to the water softener.
Note 1 calls to protect the electrical substation during construction. Alt 2 calls for removal of the grade beam and wall behind the substation. How can this be accomplished with the substation in place? The Design Analysis page 26 para 5.3 refers to substation relocation for Alt #2 but the contract drawings do not provide for this relocation.
A101- shows what part of the north wall is being removed and replaced. The area of the substation does not show that the wall there will be replaced or grade beam. Floor slab will be replaced and tied back into the existing wall where the substation is located. Coordinate with COR.
The Bid Schedule Alternate #2 calls to Provide replacement of slab underneath the medical vacuum equipment and adjacent northern wall of the medical vacuum equipment as shown on the plans. The plans (see Detail 1/S101 which only shows slab replacement and Detail 2/A-101 which shows the North wall at the Vacuum System to remain. Replacement of the north wall cannot be accomplished with the electrical Substation in place (note 1 on E101 calls for the substation to remain). The plans clearly show the North wall at Vacuum system to remain. Please confirm the Bid Schedule should not refer to the North Wall replacement. As now written it only calls for replacement “as shown on plans” and therefore no replacement is required at the North Wall.
The portion of the wall that is behind the substation won’t be demoed/replaced just like it is called out for on A101 – Demolition/Proposed Floor Plan.
The north wall will still be demoed, just in the areas where it will need the modification in order to install new metal door and frame, and overhead door, relocate wall fan and unit heater (Shown on A- 102).
BeltBuiltLLC Questions:
Mr. Walls, In review we have only two questions to submit.
1. The existing Brine Tank is scheduled to be demoed and replaced new above ground. In doing this, are the existing plumbing and electrical connections to be extended to the new tank, or will they require new plumbing and/or electrical connections from point to point?
There will need to be new electrical connections point to point.
Existing plumbing connections are shown on C-101 and to connect to existing lines.
Contractor should test both existing water line and brine line. Shown on (C101 and PD101 (Note 8) If new lines to the brine tank are required what is the desired routing? Can the new lines route through the basement, exposed along the wall/ceiling.
See above statement and how the lines are routed right now. Lines reconnect to existing lines.
Lines shouldn’t be exposed.

Figure 1: Electrical Single Line Drawing (Brine Pump, Medical Vacuum Pump)
3. Is there room in the panel box to power up the new Marlo Pump equipment…during the site visit we opened the panel box in the storage warehouse and found no room in the panel box in order to provide the power?
Any room in power panel box? See attached pics and Mr. O’Brien had pics of this panel box when he visited the site for pre-bid walkthrough.
Our storage warehouse can be utilized to connect electrical equipment and the Marlo pumps Would have to coordinate with COR and VA to check on the tie in points.
The brine water line existing routes under the VA in pipe space.
4. Is there a laydown area on site in order to provide stored materials? If so, where is it located? If so, will a temp fence be required? If so, will the temp fencing require fabric screening?
Temporary fencing is required with fabric screening. A laydown area won’t be provided.
5. Is there an area where an office trailer can be set up? If so, is there electric available?
N/A
6. If there is no area where an office trailer can be set up, is there an area inside the facility for our team to set up an small office?
Only area that is possible to accommodate would be where the construction would be performed in the warehouse near the water softeners.
7. Is there an area for conex(s) to be positioned at the project site?
N/A
8. Will COVID screening protocol be required each and every day? If so can that screening protocol be performed by our SSHO at the office trailer/laydown area where our team will meet each morning…we will provide information on that screening protocol in our daily reports? If not, will all the GC and Sub employees be required to be screened at the front entrance area before entering the work site?
Covid shots are mandated for the VA hospital and everyone has to go through a process and submit their Covid vaccines and their TB shots data to be in the system to process during ICRA training. ICRA training needs to be performed before obtaining Badging. ICRA training is only performed on Tuesdays at 10:30am must provide TB. COR will be able to help during the badging process.
9. Can the GC’s SSHO share a dual role as the site superintendent? If so can that dual role be expanded further so that the site superintendent can do the SSHO duties and Quality Control Duties?
That is up to the GC
10. Will there be an ICRA requirement for the work in the water softener room area? If so, what level will be required?
ICRA is provided per project and depends on Risk Group. Since this isn’t in a location in the hospital where it would have low risk then the Group Level would only be Group 1, but we are going to be demoing walls so ventilation will be required and HEPA Vac to remove silica and debris in the air when performing demo work.
11. The POP indicates 300 calendar days for this project…there are various components of this project that have some unusual long lead times and when added to the installations durations, it appears that those combined durations will overcome the published POP. Is the government prepared to issue NTP in such a way that after the submittal review and approval, the NTP will coincide with the just in time delivery of the long lead times? Or is the government prepared to provide contract extensions that correlates to the manufactures/distributors – delivery and then the combined installation duration dates?
This will need to be coordinated through scheduling with the COR and the CO. Contract extensions can be made without any extra fundings and without penalty to the VA
Long lead items should be discussed during submittal phase to ensure these items and how we can move forward without penalty.
