Drawing SF101 (note 19) indicates that the SOG is to be reinforced with #4 bars at 12” on center each way, while SI001 indicates that the SOG is reinforced with 4.5 pounds per CY of macro fibers. Which is correct, or, are both wanted?
Both reinforcement and structural fibers are required in the concrete slab-on-grade.
CS101
CS101 does not identify any landscaping installation or restoration at the perimeter of the parking garage. Please clarify further.
Grass seed is the only restoration method. Hatched limits have been added to CJ101.

The boring logs show approximately 6” of asphalt, the aggregate varies drastically, is there any additional information on aggregate depths in the parking lot?
The boring logs are the best source of information.

There is no basis of design for this door, submittal and review during construction is applicable.

Please confirm that Calvin Drive heading south will be shut down during the entire construction period. That when we demolish the area shown on CD101, that prime will have full access to that area and that flaggers are not necessary for one lane access. CJ101 Erosion Control Plan is illustrated as if Calvin Rd is kept open heading north for the entire project.
Calvin Drive is not to be fully shut down for the construction duration.

Please confirm the intended POV occupancy of the parking lot areas not demolished, but contiguous/adjacent the constructed areas. This affects crane access and precast laydown for the project site. It also affects temporary barricading and site utilization costs for the project.
Intended limits of disturbance and temporary construction fence location shown on CJ101. Changes to these layouts must be approved by COR.

If additional room is needed for crane work, coordinate the space and duration with the COR at least three full weeks in advance.

This drawing seems to miss the 'site plan' for new construction on some of the hardscape items east of the parking garage structure. Please new asphalt and concrete work on the 28' length on the drawings. Does the removed manhole receive asphalt or concrete walk in that area, etc.? Please also confirm the meaning of the 'letter "D"' circled within the dwgs.
Some pavement patching and concrete patching not showing on CS101, it has been fixed. (D) symbols are drainage manholes see legend on CI001.

Is there an installation location for the salvaged bus shelter or is just sent to the VA for future use outside of contract? Please confirm distance of location to provide to the VA.
Salvaged material is for future use outside of contract.

Coordinate bus shelter removal with COR two weeks in advance.

Please confirm if there is a special warranty on the 13 removed and reinstalled trees to include watering or pruning? Should Prime carry cost for arborist to confirm the health of the trees before moving. Please confirm if there is a new tree schedule that can be provided or if all trees are salvaged and reinstalled. Please confirm the only new tree is the "deciduous tree" noted in CS502.
All trees are relocated existing trees. Warranty shall be provided per 32 90 00 Plantings Paragraph 1.9. Contractor should carry the costs necessary to fulfill the warranty period.

Please confirm if Calvin Dr entrance off Green Bay Road is the only allowable entrance area for deliveries for this project or if there is other allowable routing?
Alternate entrance to site must be approved by COR.

The demolition work at the Green Bay Dr entrance must occur early to accommodate construction deliveries. At this time, no other entrances shall be used for construction deliveries. The exact date/time, size, and route of delivery through another entrance must be coordinated and approved by COR at least two weeks in advance.

Please confirm that all areas noted "Manhole" are new manholes per the detail on CU502 and that none are existing. If SD-4 Manhole is new, please add site work required on the east side of the street to CS101 "Site Plan" as it is not picked up on the demo sheet or site plan.
SD-4 is new. CD101 and CS101 currently show pavement and curb removal and replacement within 10 ft. of SD-4’s location.

Please confirm the symbol "D in a circle" in each of the drawings.
Confirmed, see CI001 for legend.
CW101/CW501
Please confirm that sign A-2 is the only sign that does not get modified. As we cannot see the existing Series "A" or "B" signs we assume that A1, A3, B1, B2, B3 need modification. Please advise.
Confirmed, sign A-2 does not required text modifications, but does get relocated. The difference between A-series and B-series is specific to this project and not a campus-wide designation. See CW101 text box.

Please provide the Geotechnical Report from Terracon to understand the soil conditions for excavation / hauling activities.
Please refer to specification section 00 31 32 Geotechnical Engineering Report.

Please confirm if the VA or the Prime is responsible for the contract of the geotechnical engineer for the stated duties within the drawings and specs.
Please refer to specification section 01 45 29 Testing Laboratory and Special Inspection Services. All testing and inspection services, including geotechnical testing and inspection, shall be retained by the Contractor.

Please confirm that a 1 new elevator is part of this bid. This drawing shows "Future Elevator".
The drawing shows 1 elevator, and 1 future elevator.

We see the absence of a snow chute. Is this not required to phase 2?
A gate is indicated. No chute.
ES101
Please confirm how the telecom options 1-3 on ES101 are going to be added into the CLIN/Bid Schedule. The breakout of those options are not in the CLIN. Or please advise if these are internal options to the GC in terms of routes that it can select in order to accommodate the work.
These are options for the route of the cables that can be selected by the contractor and coordinated with the COR. A sketch (ES101 Options) is provided to show the intended routes. The options are in order of preference and were based on ease of access to the contractor and amount of pedestrian traffic in that area.
AS101 / AS in General
Please confirm finish schedules for walls/shafts in rooms/areas 103, 104, 101, 102, 107, 108, 109, 110, 106, 201, 202, 203, 204. We understand the 03 and 04 are elevator shafts, but please confirm coating/paint/finish.
See 09 06 00 for finish to be applied to CMU and precast concrete.

Geotech Report
Please confirm if demo of BLDG 144 is a requirement of the project as it is not in the demo drawings.
BLDG 144 is shown to be demolished on CD101, see keynote 17. Contractor to coordinate relocation of meter prior to building demolition.

Asbestos Survey
We view the asbestos survey in the specifications, but the drawings are absent of asbestos notes. Please confirm the scope of the project that focuses around BLDG 133 ACM. Please provide the ILSM for BLDG 133 areas affected by ACM and the requirement for level 2, 3 or 4 infection control for this project. Please confirm the containment requirements for the project.
Asbestos surveys are provided for informational purposes since work is being done in this building.

No asbestos abatement work is anticipated. Locations of copper and fiber routing may be in the vicinity of ACM above the ceilings. Workers should have basic ACM-awareness training to prevent ACM from being disturbed. This project is classified as an Infection Control Level IV. ICRA will be provided for contractor signature upon award. ILSM will be created in coordination with the Safety office in the event of a possible life safety deficiency.

For the safety sign the contractor shall refer to VA Standard Detail SD01000-02 and modify the VA logo to the current logo.

Please confirm that the tuberculosis screening requirement is a policy that is upheld and will be required at this facility. There are only a few facilities that require all workers to get tested.
TB requirements are required for all indoor work. Please be sure sub-contracted workers completing the cabling work complete a TB screening.

The Quality Control specification for this project requires a SSHO and a CQC Systems Manager (USACE or NAVFAC qualified) with 7 years related experience, on top of the Superintendent. CQC System Manager "an individual within the onsite work organization that is responsible for overall management of CQC...is on the site at all times during construction and is employed by the General Contractor...assigned as CQC System Manager only and shall not have any other duties.". Please confirm that a (1) Superintendent (2) CQC Systems Manager (3) SSHO are three positions that are required by the contract that are employed by the SDVOSB GC. As there is a significant cost for additional people, please provide a minimum of which CQC Specialists per the 'Experience Matrix' chart on 01 45 00 - 8 are required by SDVOSB Prime under the CQC System Manager.
Each of those 3 positions has a lot of responsibility and may not be able to satisfy the requirements of multiple positions at once for a project of this size. In some cases, it may be possible for an individual to serve as both the Superintendent and SSHO as long as that individual meets the qualifications for both. This is not recommended. For the CQC Personnel assisting the CQC Manager, it is preferred to have 1 individual most likely Structural, to assist the CQC Manager as needed.

There is significant cost by testing lab and inspectors for this project in earthwork, landscape, asphalt, concrete, reinforcement, prestressed concrete, masonry, and structural steel. Please confirm if testing must be 3rd party to the SDVOSB GC or if testing can be accomplished as a 3rd party to subcontractors with information provided to the COR for this project.
All testing and inspection services, including geotechnical testing and inspection, shall be retained by the Contractor.

Please confirm that Phase II of the parking garage (Future project) does not include a guard booth at ground level parking garage entrance.
There are no plans for a future attendant booth. However, there is the potential for future parking control equipment. Drawing AP101 does indicate a future concrete island with a traffic rated pull box to be installed with reference to the electrical drawings.
Do we have non-structural metal framing in any of the rooms on the 1st or 2nd floor or are they CMU block wall and/or precast only. We do not see a spec. Please provide finish schedule for rooms.
There is not any non-structural metal framing in the rooms.

No, the garage has been designed with the assumption of 12’ wide tees with shortened flanges in most instances. 15’ tees are not acceptable.

Specification 03 45 00 - 1.3A.1 states, "Participates in PCI's Plant Certification program at the time of bidding is designed a PCI-certified plant for Group A, Category A1 - Architectural Cladding and Load Bearing Units". Is it acceptable that at the time of bidding the PCI certified plant to be Participates in PCI's Plant Certification for Group C4A- Prestressed Deflected Strand Structural Members) includes stemmed members, beams, joists and products in categories C1 and C2. Group CA designates Commercial Products with an Architectural Finish.
The requirements in the specifications must be followed.

In the Specification Book Section 14 21 00, Description 1.12 EMERGENCY POWER SUPPLY A. it states “Emergency power supply, its starting means, transfer switch for transfer of elevator supply from normal to emergency power, two pair of conductors in a conduit from an auxiliary contact on the transfer switch (open or close contacts as required by Controller Manufacturer)to terminals in the group elevator controller and other related work shall be provided by the Electrical Contractor.” There is no indication on the Electrical Drawings that the electrical contractor should provide a generator, transfer switches, relays, ATS programming etc. related to this project’s scope of work. There is also no indication of where Emergency Power is coming from if it is not a new generator. Please inform.
There is no emergency generator for this garage. The “emergency” power is provided by a 20kW central lighting inverter.
