About this file
This document is a Record of Questions and Answers for a Medical Indefinite Delivery/Indefinite Quantity (IDIQ) contract (Solicitation 36C10G26R0003 0003) issued by the Department of Veterans Affairs (VA). The document clarifies key evaluation criteria for potential offerors, specifically addressing three main factors: Corporate Experience, Veteran Involvement/Subcontracting Plan, and Price. For the Medical Task Order Performance Request (TOPR) evaluation, VA will assess past performance references based on relevance, defined by scope, magnitude, and complexity of healthcare and pharmacy network management.
Key evaluation details include: references must cover multiple states, include maintaining healthcare/pharmacy networks while adjudicating claims, meet or exceed $200,000,000 in healthcare claims within a 12-month period or cover a minimum of nine U.S. states, and demonstrate complexity through Medicare payment rule compliance and claims processing. VA will evaluate offerors based on corporate experience at proposal submission and will not base IDIQ award decisions on prospective future growth. Large business offerors must submit a Small Business Subcontracting Plan meeting specific socioeconomic goals, and vendors must adhere to detailed deployment and implementation expectations, including system readiness validation, data flow testing, and comprehensive documentation review.
