About this file
This is a Standard Form 30 amendment to a Task Order for a Temporary Overseas Procurement Request (TOPR) titled "Medical TOPR West 0002 03," issued by the U.S. Department of Veterans Affairs (VA), OPAL Strategic Acquisition Center, on December 15, 2025, effective for solicitation 36C10G26R0003. The amendment modifies various sections of Section B (contract administration data) and Section E (instructions to offerors and evaluation criteria).
Key changes include: (1) reducing the number of Task Orders the Government may award from up to two to one Task Order to a single awardee; (2) revising invoice submission requirements to require monthly submission in arrears upon VA approval of medical claims or invoices, rather than payment upon receipt and acceptance of invoices; (3) clarifying Medicare rates application and VA Fee Schedule implementation procedures with revised language regarding the Contractor Manual reference; (4) correcting CLIN structure nomenclature from "Fee Schedule" to "Fee Schedules" and changing administrative services CLIN reference from X009 to X008 in the transition out clause; (5) renaming "Optional Task Implementation" to "Implementation - Optional Task"; (6) updating proposal volume requirements table to specify "Medical Network Adequacy Plan" instead of "Medical Adequacy Plan"; (7) modifying oral presentation ground rules to clarify that written proposals must include all material terms without incorporation by reference of oral statements; (8) correcting subCLIN numbering for optional software development tasks from X015AA-X015AE to X016AA-X016AE; (9) updating evaluation factor importance hierarchy to include Veteran Involvement/Subcontracting as Factor 3 and Price as Factor 4; and (10) providing specific protest contact information for Contracting Officer Jessica Portillo and email address SAC_CCNNextGen@va.gov with complete mailing address.
