About this file

This is an Amendment to Solicitation (Standard Form 30) for the CCN Next Gen - Medical Task Order for the West region issued by the U.S. Department of Veterans Affairs (VA), OPAL Strategic Acquisition Center. The amendment, issued December 15, 2025, modifies solicitation 36C10G26R0003 and makes eight substantive changes to the RFP language in Sections B and E, plus updates to Attachment 3 (Price Schedule).

The key modifications include: (1) clarifying task order Period of Performance to consist of one three-year base period and two 12-month option periods; (2) restructuring and expanding the Medical CLIN (Contract Line Item Number) descriptions to provide comprehensive healthcare services through various pricing methodologies, including government-provided rates for Medicare and Fee Schedule services, contractor-priced rates for waivers, vaccinations, medications, administrative services, and optional services such as appointment scheduling, care coordination, and software development; (3) revising pre-priced CLINs from X001, X004, X005, X010, and X017 to now include X001, X004, X005, X009, and X010, requiring offerors to price CLINs X002, X003, X006, X007, X008, X011, X012, X013, X014, X015, and X016; (4) updating network adequacy language to reference "other contracts" rather than "other Offerors"; (5) clarifying subcontracting goal calculations based on service dollars excluding supplies; (6) adding detailed pricing directions for each CLIN aligned to their specific service delivery mechanisms; (7) correcting phase references from Phase III to Phase II regarding elimination criteria; and (8) adding page size specification (standard US Letter 8.5" x 11") to proposal submission requirements. Offerors must provide pricing for the base year and all option periods, with failure to do so resulting in proposal rejection.
