About this file
This is Amendment 0001-07 to Solicitation 36C10G26R0003, issued by the U.S. Department of Veterans Affairs (VA) OPAL Strategic Acquisition Center on December 15, 2025, for the CCN Next Gen – Medical TOPR East task order. The amendment updates RFP language and provides an updated Attachment 3 Price Schedule (version 3). All other terms and conditions remain unchanged. The hour and date specified for receipt of offers is not extended, and offerors must acknowledge receipt of this amendment prior to the specified closing date through one of three methods: completing Items 8 and 15 and returning copies, acknowledging receipt on each copy of the offer, or submitting a separate letter or electronic communication referencing the solicitation and amendment numbers. Failure to acknowledge receipt may result in rejection of the offer.
The amendment includes seven substantive changes to the solicitation. Changes 1 and 2 modify proposal submission email subject line requirements and file packaging instructions, including updating the solicitation number format from 36C10GQ to 36C10GR and clarifying that offerors must separate proposals into separate emails while attempting to contain complete volumes in single email transmissions. Change 3 revises the Past Performance evaluation factor language to remove references to predecessor companies and clarify that past performance questionnaires must be returned directly by the reference POC to the contracting officer and contracting specialist. Changes 4, 5, and 6 update references to the Price Schedule from version 2 to version 3 throughout the pricing factor instructions. Change 7 modifies the Veteran Involvement/Subcontracting Plan evaluation factor to specify that VOSB offerors receive "partial credit" rather than "some consideration" and clarifies terminology for prime contractors and subcontractors, along with updating the SBA certification database hyperlink format.

TO OFFERORS—COMMERCIAL PRODUCTS AND COMMERCIAL SERVICES, 3.
Instructions, Conditions, and Notice to Offerors, is hereby changed as follows:
FROM:

During this time, zip file extensions will be permanently stripped from email traffic and will not be recoverable. Due to VA email file size restrictions (10 MB), Offerors are encouraged to logically separate their proposal into separate emails (i.e. one email per Volume). If this is necessary, Offerors shall attempt to contain complete Volume within single email transmissions (and not split Volumes).
Offerors are encouraged to review and ensure that sufficient bandwidth is available on their end of the transmission.

Government reserves the right to obtain past performance information from any available source and may contact customers other than those identified by the Offeror when evaluating past performance. The Government may consider past performance information obtained through other sources which is reasonably available and determined to be relevant. This communication does not allude to clarifications or discussions but assists the Government in final determination of Past Performance in its entirety.
