About this file

This is Amendment 0009 to solicitation 36C10G26R0003 issued by the U.S. Department of Veterans Affairs (VA), OPAL Strategic Acquisition Center, effective February 20, 2026. The amendment updates language in Sections B and E and provides responses to offeror questions, with all other terms and conditions remaining unchanged.

The amendment makes five substantive changes to the solicitation. Change 1 modifies CLIN X003 (Seasonal Vaccinations) to clarify that VA will pay the contractor for administrating influenza, COVID-19 vaccines at retail pharmacies, with pricing determined by awarded price per vaccination and CLIN X003 now including administration and product fees. It also replaces CLIN X012 (Minimum Guarantee) with CLIN X012 (Transition Out), which establishes a fixed-price CLIN for transition services including retroactive referral processing, claims adjudication, inventory provision, knowledge transfer, and government furnished information removal. Change 2 adds a new CLIN X017 (Minimum Guarantee—Informational CLIN) that provides guaranteed minimum service value information. Change 3 updates proposal formatting requirements in Section E.3 to specify standard US Letter size (8.5" x 11") page dimensions. Change 4 corrects a regulatory citation reference from FAR 52.212-1(c)(1) to FAR 52.212-1(f)(1) regarding timely proposal receipt, with proposals submitted via email to CCNNextGenInquiries@va.gov. Change 5 modifies the calculation basis for socioeconomic subcontracting goals from "distribution services only" to "subcontracted service dollars" in the veterans' involvement and subcontracting plan factor. An attachment containing responses to industry questions (CCN NG Medical Record of Questions Amendment 0009) is also included.
