About this file

This document is a Method of Approach narrative detailing a proposed work plan for Haydon Companies and its partner Omni Electric in response to a Request for Proposal (RFP BPM005725) for the Arizona Department of Transportation (ADOT). The document outlines the collaborative approach between Haydon Companies and Omni Electric for completing lighting infrastructure work, with primary contacts identified as Cameron Peck from Haydon (Project Manager) and Reid Osten from Omni Electric (General Superintendent).

The proposed scope of work involves replacing High Pressure Sodium (HPS) lighting fixtures with Light Emitting Diode (LED) fixtures. The approach includes conducting site visits with ADOT to identify work zone boundaries, performing site investigations, creating material lists, and developing comprehensive safety plans through Job Hazard Analyses (J.H.A.). The team will utilize specialized equipment including bucket trucks (up to 100'), vacuum trucks, and excavation machinery. Quality assurance will be maintained through on-site representatives, pre-planning specification reviews, and detailed post-work summaries. The work will be executed by a crew led by Rich Martin, an IMSA certified technician, with 2-4 operators/laborers, ensuring thorough and systematic infrastructure lighting upgrades.

Method of Approach

Haydon Companies and its partner Omni Electric have expertise and the resources needed to complete the scope of work outlined in the RFP BPM005725.

The team’s approach is to meet with ADOT once the Work Assignment has been established and have open communication from the planning stages to the completion of the work. Cameron Peck, Project Manager will be the primary contact for Haydon, and Reid Osten will be the primary contact for Omni Electric.

Primary Contacts:

Haydon Companies: Primary Contact: Cameron Peck, Project Manager: 602-694-4979

Omni Electric: Primary Contact: Reid Osten, General Superintendent: 623-694-6154

Each work Assignment will be addressed individually. The team will coordinate a site visit with ADOT to identify the boundaries of the work zone and the scope of work to be completed for each Work Assignment. At this time a site investigation will occur to determine the conditions of the lights, fixtures, pull boxes and terminations to ensure that no other items need to be repaired/replaced other than replacing the lighting fixtures from High Pressure

Sodium (HPS) to Light Emitting Diode (LED). During the site visits a list of materials will be created. ADOT will verify that they have the Department supplied material and Haydon/Omni will source the contractor supplied material.

Reid will assign Rich Martin as the foreman, IMSA certified technician and electrician, and his crew of 2 to 4 operators/laborers. When multiple Work Assignments are occurring at the same time, Reid will supervise crews.

In addition, all foreman with Omni are IMSA certified techs. The crew will have a crew truck with all the required tools and small equipment needed to swap out light fixtures and other scope determined during the site walk. A bucket truck will be used to swap out fixtures. Haydon/Omni has access to bucket trucks ranging up to 100’. Any unused materials will be returned to inventory for future use. If excavation needs to occur to repair conduits or pull boxes, a vacuum truck will be used to locate and expose conduits/pull boxes. A backhoe or mini excavator will be used if additional excavation is needed once the vacuum truck has been used to expose troubled areas. The crew will have the materials identified during the site walk and the work plan with the crew. In case of an emergency, the crew will have back up materials to ensure that work will be completed in the time frame agreed to with the

Department. Once work is completed, a detailed summary will be supplied to the Department with a list of materials used and as-builts provided for work completed on each Work Assignment.

Prior to the start of any work, a safety plan will be developed to ensure that all employees and the traveling public will be safe during the execution of the work. The approach will be to develop a Job Hazard Analysis (J.H.A.), for each Work Assignments during the initial stages of planning for the work. As the location is identified, an 811 utility locate ticket is created. This will provide in-field locations of the existing underground utilities. Once utilities are located, the site will be walked with the supervisors from Haydon and subcontractors to determine any potential hazards and to inspect the condition of the existing equipment in place. With the hazards identified in the field, the team will then analyze the hazards associated with the work and identify those in the J.H.A. A step by step work plan will be created to identify the tools, equipment and labor and included with the J.H.A. Once J.H.A. is completed, it will be reviewed with ADOT, crews, and subcontractors prior to the start of any work.

Quality assurance will start during the pre-planning period, by reviewing specifications, standards, and details and incorporating that information into the work plan. During the execution of work Haydon will have a representative on site to check the work against the work plan, specifications, and details, and verify the work is being completed as planned. The subcontractors selected for this proposal have been used by Haydon in the past and have partnered in delivering successful projects These subcontractors embody the same culture as Haydon, by doing the right thing and being transparent in their work planning and communication.
