About this file
This document is a Request for Proposal (Solicitation No. BPM006719) from the Arizona Department of Administration's State Procurement Office for Statewide Emergency Response Services and Solutions. The references provided are from Echo1's past work with the Florida Division of Emergency Management, located in Tallahassee, FL. The document serves as an attachment detailing three separate emergency response missions completed by Echo1.
The references describe three distinct emergency response operations: a humanitarian evacuation of US citizens from Haiti (March-April 2024), an evacuation of US citizens from Israel (October 2023), and air support for Hurricane Helene and Hurricane Milton response (September-October 2024). In these missions, Echo1 provided comprehensive services including multiple rotary-wing and fixed-wing aircraft, crew, ground and mechanical support, aviation fuel trucks, mobile mechanic units, and project management resources. The operations involved complex logistics such as evacuating individuals from hostile zones, transporting first responders and cargo, conducting aerial reconnaissance, and performing damage assessments, with all missions completed successfully and without major incidents.

The project in scope involved providing services to support the humanitarian evacuation of US citizens from Haiti.
Echo1 was engaged by the State of Florida Division of Emergency Management to provide airlift services for the State’s mission to evacuate US citizens from Haiti as a result of civil unrest. In total, we operated 12 flight legs per day over a 45-day period. The mission was completed with the safe and timely return of all mandated evacuees.
List key Materials or Services provided.
We provided multiple aircraft, both fixed-wing and rotary, to facilitate safe evacuations. Two (2) Bell 412 rotary aircraft were used to move evacuees from hostile “red zones” to regional airfields deemed safe for fixed-wing operations. Three (3) fixed-wing aircraft were then used to transport evacuees back to the US. Fixed-wing aircraft consisted of an Embraer EMB145, Casa 212, and a Citation Excel. In addition to aircraft and crew, Echo1 provided necessary fuel resources, scheduling, and security and field medical personnel.

The Florida Division of Emergency Management contracted Echo1 to carry out the evacuation of US citizens from Israel in response to an escalation of terrorist activity and violence. Our mission involved contacting evacuees in Israel, coordinating a safe pick-up location and transporting them to the US via fixed-wing aircraft. Operations took place primarily in Jerusalem. Key challenges involved working and operating aircraft in an active war zone and maintaining the security of Echo1 staff, vendors, and evacuees. We successfully evacuated 259 individuals, including adults, children, and pets. The mission was completed with no injuries and without major incident.
