About this file

This is a Statement of Work attachment (Module G) for a comprehensive contract with the Massachusetts Department of Elementary and Secondary Education (DESE) to support the development, implementation, and evaluation of the State Systemic Improvement Plan (SSIP) under IDEA Part B. The contract is organized into two distinct phases: FY2027 focuses on research, planning, infrastructure analysis, and SSIP development, while FY2028 through FY2033 (renewal years) will support SSIP implementation, evaluation, and continuous improvement. During the initial year, the vendor will conduct statewide data analysis, infrastructure analysis and systems review, stakeholder engagement and facilitation, SSIP framework development, and prepare reports and recommendations. The vendor must demonstrate flexibility as the Department reserves the right to revise, expand, restructure, phase in, or phase out SSIP-related activities during the contract period. The contract acknowledges that the future State-Identified Measurable Result, improvement strategy, implementation framework, and evaluation structure have not yet been finalized.

In subsequent fiscal years, the vendor will support implementation of SSIP improvement strategies, develop and implement evaluation methodologies, conduct continuous improvement cycles, deliver technical assistance and professional development, maintain stakeholder engagement and communication, and assist with OSEP reporting and compliance. The vendor must maintain ongoing coordination with the Department and any additional vendors supporting statewide SPP/APR, General Supervision, stakeholder engagement, technical assistance, or related activities. The contract is part of a broader comprehensive bid (27SEPGT1) covering seven modules across data collection, analysis, reporting, stakeholder engagement, technical assistance, professional development, and continuous improvement activities, and is subject to World Trade Organization (WTO) regulations.

Module G – State Systemic Improvement Plan (SSIP) Development, Research, Planning, and Implementation Support The Department seeks to hire a vendor to support the development, revision, implementation, evaluation, and continuous improvement of the Massachusetts State Systemic Improvement Plan (SSIP) as part of the Commonwealth’s statewide system of General Supervision under IDEA Part B.

The Department anticipates that the SSIP may evolve significantly during the duration of this contract and may not remain aligned to its current structure, focus area(s), or associated Indicator(s). The Department has not finalized the future State-Identified Measurable Result (SiMR), improvement strategy, implementation framework, or evaluation structure associated with future SSIP activities. Comment by Camacho, Jamie L. (DESE): @Tobey, Gregory (DESE) This addresses my question above regarding the potential change
