This document is Attachment 6 Module F of a Request for Responses (RFR) issued by the Massachusetts Department of Elementary and Secondary Education (DESE) for Comprehensive Support for the State Performance Plan and Annual Performance Report (SPP/APR) under IDEA Part B. Module F specifically addresses Data Collection, Analysis, and Reporting for Indicator 14 (Post-School Outcomes) and establishes a contractual structure for potential future support activities. The initial contract duration extends from FY27 through FY28, with renewal options available through FY33. The Department does not anticipate implementation of Module F during the initial contract phase but reserves the right to activate, phase in, modify, or expand the module at any time based on statewide priorities, operational needs, federal requirements, funding availability, and vendor performance. The successful vendor must demonstrate capacity and flexibility to support future statewide Indicator 14 implementation activities and coordinate with the Department and additional vendors supporting related SPP/APR and General Supervision initiatives.
The vendor's responsibilities encompass preparation for Indicator 14 data collection through consultation with the Department, review of federal requirements and national practices, research on modernization strategies, and evaluation of systems improvements. Data collection activities include implementing Department-approved procedures, conducting LEA outreach, maintaining confidentiality of all student and family information, and developing strategies to improve participation rates. The vendor must conduct comprehensive data analysis including aggregated, disaggregated, longitudinal, and trend analyses disaggregated by disability category, race and ethnicity, gender, English learner status, low-income status, and placement type. Reporting responsibilities include drafting APR narratives consistent with OSEP requirements, creating statewide and LEA-level reports, developing stakeholder-facing materials, and presenting findings to Department leadership and advisory groups. Additional responsibilities include providing technical assistance to LEAs, developing implementation guidance and training materials, supporting stakeholder engagement activities, and identifying continuous improvement opportunities to align with broader statewide General Supervision priorities.

Module F – Data Collection, Analysis, and Reporting – Indicator 14 Comment by Castner, Kristin (DESE): This is great, Greg. I think the work we did with the new contract last year paid off. I have no comments here, as it includes the systems analysis work (and maybe even the survey work) that CBC are doing now. Well done!
