Summary of 27SEPGT1 - Attachment 1 Module A

This is a Scope of Work document for Module A of a comprehensive support contract with the Massachusetts Department of Elementary and Secondary Education (DESE), specifically the Special Education and Student Services Office (SESS). Module A focuses on Data Collection, Analysis, and Reporting in support of the State Performance Plan and Annual Performance Report (SPP/APR) under the Individuals with Disabilities Education Act (IDEA) Part B. The vendor will be responsible for developing and implementing data collection systems, conducting analyses of special education performance data, and producing detailed reports for state and federal compliance. The work includes creating data dashboards, providing technical assistance to local education agencies (LEAs), and ensuring data quality and accuracy across Massachusetts' special education systems. The contract operates under World Trade Organization (WTO) guidelines.

The module requires the vendor to establish processes for collecting data from multiple sources, analyzing trends in special education outcomes, and generating reports that align with federal IDEA requirements. Key deliverables include data collection protocols, analytical reports, and technical resources for LEAs. The vendor must demonstrate expertise in special education data systems, federal compliance requirements, and ability to work collaboratively with state agencies and school districts. Specific pricing, funding amounts, contract term, and renewal options are not detailed in this Module A attachment and would be located in the primary RFR documentation.
