About this file
This is a Limited Asbestos Assessment Report prepared by High Tide Environmental, LLC for Beaufort County Facilities Management regarding the Gymnasium Conversion project at the Beaufort County Detention Center located at 106 Ribaut Road in Beaufort, South Carolina. The assessment was conducted on May 21, 2026, by James McMillan, an SCDES licensed asbestos inspector, and focused on identifying the presence of asbestos-containing materials (ACMs) within the approximately 2,000 square-foot project area designated as Room C-55 and adjacent shower/restroom areas. The assessment involved the collection and analysis of bulk samples from suspect ACMs including drywall and joint compound, acoustical ceiling tiles, mastic associated with rubber cove base, fire-stop mastic, and vinyl floor tiles with associated mastic. Samples were submitted to EMSL Analytical in Pineville, North Carolina for analysis via Polarized Light Microscopy (PLM) in accordance with EPA Standard 40 CFR 763 and SCDES regulations.
The laboratory analysis results, detailed in Appendix IV, indicated that no asbestos-containing materials meeting EPA or SCDES definitions were identified in any of the 15 bulk samples collected from the renovation area. The assessment was limited to readily accessible interior areas, with inaccessible zones such as wall and ceiling voids, flooring underlayments, and sub-grade areas excluded from the scope. The report includes a caveat that if suspect ACMs not addressed in the assessment are discovered during planned demolition or renovation activities, additional bulk samples must be collected and analyzed by an SCDES licensed asbestos professional prior to any disturbance of those materials.

Limited Asbestos Assessment Report
EXECUTIVE SUMMARY
An asbestos assessment was performed on May 21, 2026, limited to the interior of the Gymnasium Conversion project area within the Beaufort County Detention Center located at 106 Ribaut Road in Beaufort, South Carolina. It is our understanding that renovations are planned for the subject area (Room C-55) as well as the adjacent shower/restroom areas, as shown in Figure 1 of Appendix II. The assessment was performed by James McMillan of High Tide Environmental, LLC, a South Carolina Department of Environmental Services (SCDES, formerly SCDHEC) licensed asbestos inspector.
The subject area consists of an open room with adjacent ancillary bathroom areas. The project area is approximately 2,000 square feet in size. Finishes consist of vinyl floor tiles and painted concrete floors, concrete masonry unit (CMU) walls, and suspended ceilings with acoustical tiles and limited drywall ceilings. The area was occupied at the time of our assessment.
The suspect ACMs sampled and analyzed as part of the assessment include drywall and associated joint compound, acoustical ceiling tiles, mastic associated with rubber cove base, fire-stop mastic, and vinyl floor tiles and associated mastic. Based on the results of the laboratory analysis performed, no asbestos containing materials were identified.
If suspect materials not addressed as part of this assessment are discovered during planned renovation activities, bulk samples must be collected and submitted for analysis by an SCDES licensed asbestos professional, prior to any disturbance.
This executive summary is intended for convenience and shouldn’t be relied upon without reviewing the report in full, along with any appendices.
PROJECT BACKGROUND & SITE DESCRIPTION
High Tide Environmental, LLC was requested to perform an asbestos assessment, limited to the interior of the Gymnasium Conversion project area within the Beaufort County Detention Center located at 106 Ribaut Road in Beaufort, South Carolina. It is our understanding that renovations are planned for the subject area. The area of assessment is depicted in the figure provided in Appendix II.
The purpose of this assessment was to identify the presence of asbestos containing materials (ACMs) associated with the Gymnasium Conversion project area. The asbestos assessment aids in the prevention of occupational exposure and environmental releases of asbestos, and aids in compliance with Environmental Protection Agency (EPA) Title 40 CFR, part 61, and State regulation 61-86.1: Standards of Performance for Asbestos Projects enforced by the South Carolina Department of Environmental Services (SCDES, formerly SCDHEC).
METHODS AND PROCEDURES
The asbestos assessment was performed by James McMillan, an SCDES licensed asbestos inspector (BI-01643) on May 21, 2026. The project area was surveyed for suspect ACMs, and their conditions documented. Bulk samples of suspect ACMs were collected in accordance with EPA Standard 40 CFR 763 Subpart E, Asbestos Hazard Emergency Response Act (AHERA), and the Occupational Health and Safety Administration (OHSA) Standard 29 CFR 1926.1101.
SCDES requires a minimum of three samples per homogeneous area (a material that is uniform in color and texture), and up to seven for surfacing materials such as joint compound, ceiling texture, and fireproofing. Bulk samples were placed in sealable packages, appropriately labeled, https://www.ecfr.gov/current/title-40/chapter-I/subchapter-C/part-61?toc=1 https://des.sc.gov/sites/des/files/Library/Regulations/R.61-86.1.pdf https://des.sc.gov/sites/des/files/Library/Regulations/R.61-86.1.pdf and shipped overnight to EMSL Analytical (EMSL) of Pineville, North Carolina for analysis via Polarized Light Microscopy (PLM). EMSL is accredited by the National Voluntary Laboratory Accreditation Program (NVLAP), which is administered by the National Institute of Standards and Technology (NIST). PLM analysis was performed for the samples submitted, which is coupled with dispersion staining in accordance with approved EPA methods. In accordance with SCDES requirements, non-friable organically bound materials (roofing, flooring, mastics, etc.) that exhibit less than one percent (<1%) asbestos content via PLM were subsequently analyzed via transmission light microscopy (TEM) for confirmation analysis. Laboratory results are reported using the specific type of asbestos detected as well as the percentage of asbestos in the material.
The EPA and SCDES define a material as ACM if asbestos is detected at a level greater than one percent (>1%) in any of the representative samples collected.
RESULTS
The assessment included the bulk sampling and analysis of include drywall and associated joint compound, acoustical ceiling tiles, mastic associated with rubber cove base, fire-stop mastic, and vinyl floor tiles and associated mastic. Based on the results of the laboratory analysis performed, no asbestos containing materials were identified.
A summary of bulk sample results is provided in Appendix I, which details the sample number, location, type of material, lab result, and approximate quantity. A figure exhibiting bulk sample locations is provided in Appendix II, and a copy of the Inspector’s SCDES License is provided in Appendix III. Laboratory results and chain of custody records are provided in Appendix IV.
CONCLUSIONS AND RECOMMENDATIONS
Based on the assessment performed and the laboratory results provided, no ACMs meeting the EPA or SCDES definition were identified in the subject renovation area.
If suspect ACMs not addressed as part of this report or others are discovered during planned demolition activities, bulk samples must be collected and submitted for analysis by an SCDES licensed asbestos professional, prior to disturbance.
LIMITATIONS
The asbestos assessment was limited to the interior of the Gymnasium Conversion project area within the Beaufort County Detention Center, as depicted in the figure provided in Appendix II.
The assessment did not include other areas of the facility or the exterior.
During the assessment, High Tide Environmental attempted to identify suspect ACMs in readily accessible areas. Inaccessible areas such as wall and ceiling voids, flooring underlayments, and sub-grade areas were not accessed as part of this assessment, and the potential exists for additional suspect materials to be present.
Our observations, conclusions, and recommendations presented herein are based on a reasonable level of assessment in accordance with the industry Standard of Care. This report relates only to the samples reported above, and may not be reproduced, except in full, without written approval by EMSL. EMSL bears no responsibility for sample collection activities or analytical method limitations. The report reflects the samples as received.
Results are generated from the field sampling data (sampling volumes and areas, locations, etc.) provided by the client on the Chain of Custody. Samples are within quality control criteria and met method specifications unless otherwise noted. The above analyses were performed in general compliance with Appendix E to Subpart E of 40 CFR (previously EPA 600/M4-82-020 “Interim Method”) but augmented with procedures outlined in the 1993 (”final”) version of the method. This report must not be used by the client to claim product certification, approval, or endorsement by NVLAP, NIST or any agency of the federal government. Non-friable organically bound materials present a problem matrix and therefore EMSL recommends gravimetric reduction prior to analysis. Unless requested by the client, building materials manufactured with multiple layers (i.e. linoleum, wallboard, etc.) are reported as a single sample. Estimation of uncertainty is available on request.
