About this file
This is a Subcontractor Letter of Intent form issued by Hillsborough County, Florida, as part of the Small Business Encouragement Program. The document serves as a required submission for all bidders and proposers on county contracts who intend to utilize registered Small Business Enterprise (SBE) subcontractors. The form must be completed and signed by authorized representatives of both the prime bidder/proposer and each registered SBE firm listed as a proposed subcontractor. The document applies to the Public Defender First Floor Security Lobby project, a construction initiative estimated at $823,000.00 involving approximately 2,910 square feet of interior space renovation at 700 E. Twiggs Street, Tampa, Florida. The work includes expansion of the lobby area, installation of new storefronts at the elevator lobby, new office construction, a security room, and expansion of existing offices with related demolition work in the Southeast area of the first floor.
The form requires bidders to identify the scope of work and work item numbers to be performed by each SBE subcontractor. For standard bid/proposal solicitations with fixed costs, an estimated dollar amount must be listed for each work item; however, for Work Order/Term Contracts, Professional Services, or CCNA Contracts, the estimated dollar amount column must be left blank, and no dollar amount or percentage of work should be listed. Hillsborough County has established a 10% SBE participation goal for this contract. Bonus points for SBE utilization in the award process will only be granted if at least one registered SBE subcontractor is listed in accordance with county SBE Program policies and procedures. Any dollar amounts or percentages of work listed in the estimated dollar amount column will not be considered in the award of bonus points.
