About this file

This is a comprehensive project manual and bid document for the Virginia Avenue Sewer Replacement project, issued by Dover Township in York County, Pennsylvania, in collaboration with Buchart Horn, Inc. as the engineering firm. The project involves replacing approximately 4,496 linear feet of existing asbestos cement sewer pipe with new PVC gravity sewer pipelines ranging from 4 to 15 inches in diameter, with depths varying from 0-16 feet. Online sealed bids will be received via the PennBid Program until October 10, 2025, at 2:00 p.m. local time, with a pre-bid conference scheduled for September 24, 2025, at 10:00 a.m. at the Dover Township Community Center. The project includes installing new manholes, lateral connections, cleanouts, and performing associated roadway restoration and surface treatments.

The bid requires a 10% bid security and is subject to Pennsylvania Prevailing Wage Act requirements. The contract duration is specified as 180 consecutive calendar days after the Notice to Proceed, with liquidated damages of $1,000 per calendar day for delays beyond the substantial completion date. The estimated project value can be derived from the unit price bid schedule, which includes items such as sewer pipe installation, manhole construction, lateral connections, and various restoration activities. Funding sources are not explicitly detailed in the document, but the project appears to be a municipal infrastructure improvement initiative. Bidders must comply with various Pennsylvania regulations, including the Steel Products Procurement Act, employment verification requirements, and specific testing and quality assurance standards for utility construction.
