Biosolids Disposal 2026 – Dover Township Project Manual

This is a project manual and bidding document for Dover Township, York County, Pennsylvania, for a five-year biosolids disposal contract. The project involves the removal, transportation, processing, and disposal of approximately 3,500 wet tons per year of aerobically digested biosolids from the Dover Township Wastewater Treatment Facility. Sealed online bids will be received via the PennBid Program until Thursday, April 9, 2026, at 2:00 p.m. local time, at which point bids will be publicly opened and read aloud. Prospective bidders are encouraged to arrange facility inspections by contacting Christian Jordan at 717-292-4911. The contract will commence on July 11, 2026, with work scheduled to begin on that date for Year 1, with subsequent annual start dates occurring on or about July 11 for Years 2 through 5 (2027–2031). The Township anticipates issuing a Notice of Intent to Award on or about April 14, 2026, followed by a Notice of Award on or about July 11, 2026. Upon award, the successful bidder must execute the contract agreement within ten days and furnish both Performance and Payment Bonds equal to 100% of the estimated annual cost of biosolids disposal. Bids must remain irrevocable for 120 days after the actual date of opening. The contract may be extended beyond the original five-year term for up to one additional year upon mutual written agreement of both parties, with any price escalation subject to negotiation.

Bidders must submit a 10% bid security (certified check, cashier's check, or approved bid bond) based on the estimated annual cost of disposal and must demonstrate a minimum of five years' experience in the disposal of biosolids from municipal wastewater treatment plants. The bid price shall be stated as a unit price per wet ton and must include all costs related to transportation, processing, disposal, permits, labor, materials, equipment, and any other incidental expenses. Bidders are required to submit a Statement of Bidder's Experience and Financial Ability, a detailed Plan for Biosolids Disposal, certification of non-collusion, authorization affidavits, and evidence of surety company approval. The Township will evaluate proposals based on feasibility, economics, reliability, safety, and the probable success of the proposed disposal plan, with award going to the Lowest Responsible Bidder. Historical data from 2024 and 2025 indicates average monthly volumes ranging from approximately 70 to 255 wet tons, with 2024 totaling 2,143.03 wet tons and 2025 totaling 2,535.13 wet tons annually. Biosolids are classified as Class B aerobically digested solids at 18–20% solids content. The Contractor must comply with all applicable federal, state, and local environmental regulations, obtain and maintain all required permits, provide comprehensive insurance coverage (including $1,000,000 general liability, $500,000 vehicle liability, $2,000,000 umbrella liability, and $3,000,000 pollution liability), and comply with Federal Highway Administration CDL driver regulations.
