Solicitation: 140P2019R0011 Amendment Two

Solicitation 140P2019R0011 Scorpion Pier Replacement, Santa Cruz Island, Channel Islands National Park – CHIS 174534

The purpose of this amendment to the solicitation is to provide official Government responses to questions received not a part of Amendment One, and provide supplemental information regarding the project. The above numbered solicitation is hereby modified as follows:

1. The following four questions were not answered in Amendment One and are listed below with answers.

Question 61: Referencing pile thickness in terms of wall schedule is not typical practice for piling.

Please confirm the following minimum wall thickness are the designer’s intent:

(1) 18” Schedule 40 - .562 inches

(2) 18” Schedule 60 - .750 inches

(3) 18” Schedule 80 - .937 inches

(4) 18” Schedule 120 - 1.375 inches

Answer 61: The wall thicknesses noted in this RFI are correct.

Question 62: Piling is specified as API 5L, Grade X52, Fy= 52 ksi per the specifications. API 5L, X52 piling is not available in wall thickness above .625 inches. Please provide an alternate diameter or specification to the meet the design intent of the pile exceeding .625 inches of wall thickness.

Answer 62: For pipe wall thicknesses above .625 inches, X42 grade 5L pipe is acceptable. Grade X52 as noted iin the RFI was incorrectly specified

Question 64: As a more cost effective option, would piling meeting ASTM A252 Grade 3 modified to a minimum yield strength of 50 ksi also be acceptable?

Answer 64: See response to Question 62

Question 69: Have the permits been developed to accommodate temporary piling for falsework or trestle access? If so, how may temporary piling are allowed?

Answer 69: See response / answers for Question 2 and Question 70 in Amendment One. 12 ea, 18” diameter temporary steel piles have been permitted to run parallel to the Pier, from column line 1 to column line 12.

2. The following questions are those received post-issue of Amendment One and are answered below.

Question 84: (paraphrased due to general clarification request narrative - Provide clarification regarding specifications and acceptable pipe substitutions, splices, and pipe sources relating to:

2.01 A. 1. Seamless carbon steel pipe conforming to API SL, Grade X52, Fy = 52 ksi.

2.02 C. Pile splices shall not be permitted.

3.01 F. 1. Shop splicing of piles is not permitted.

Answer 84: Clarifications

a. See response 62.

b. At least one pile splice would be required per pile, and maybe more depending on how the piles are cut and cut material is salvaged. Inspection of pile splices will be required in a shop environment.

c. Source: The large diameter, thick-walled pipe piles will most probably be imported steel. They come in various lengths depending on the County of origin, anywhere from 32 to 42ft lengths. Brokers that handle large diameter, thick-walled pipe can supply all pipe sizes noted on the project. Sources for this pipe include Germany, Japan, Czechoslovakia, and China. Bidders to verify if the federal government limits procurement from any specific foreign source. Pipe under 5/8” and in some cases ¾” thickness are readily available from manufacturers in the US.

Question 85: Will the HSS Pile Caps and HSS Longitudinal Braces be both galvanized and coated or will they only be coated?

Answer 85: Surface prep and coated per specifications.

Question 86: It is noted that there are existing buoys near site. Are any details regarding the composition or current condition of these moorings available?

Answer 86: See response Amendment 1 - Answer 51.

Question 87: In reference to Question 65, ASTM A53 typically applies to pressurized piping systems and not specifically piling. Please advise ASTM A252 Grade 3 casing with a minimum of 3/8” wall thickness would be acceptable for use as the casing material.

Answer 87: Casing wall thickness is design/build.

Question 88: In reference to Question 68, to clarify, in order to eliminate the interior coating of the berthing pile (Pile 19-28), a cap plate per Detail 7/ S9 will be required beneath the fiberglass cap.

Please advise.

Answer 88: Correct.

Question 89: In reference to Question 70, no mention of equipment or means and methods for temporary piling installation or removal is mentioned in the environmental permits. Please confirm vibratory pile driving/ removal equipment may be utilized in conjunction with the temporary pile.

Answer 89: Temporary piles shall be installed with the same means and methods as production piles;

ie with casings. Casings voids to be sand filled, not cement grouted. Embedment of piles into cobble shall match embedment depth of adjacent production piles. Casings and piles shall be removed upon completion of main Pier construction. The permits also do not allow for impact or vibratory equipment for pile installation. For temporary pile removal, vibratory equipment is acceptable. See response in Amendment1

Question 90: Shutdown parameters for marine mammal monitoring are identified in the IWWW permits. As the presence of marine mammal is unknown and beyond the contractor’s control, please confirm standby resulting from marine mammal shutdowns will be handled via change order.

Answer 90: The construction schedule is established for work and variable conditions. Any standby or stop work order will only be determined and issued by the Contracting Officer (CO). The appropriate contract action, if any, will be considered on a case-by-case basis.

Question 91: Suppliers have noted that 22” HDPE pipe for use is not readily available and is not available as a special order product due to the small quantity. Please advise if it is acceptable to substitute heavier wall 24” HDPE for the pile protection sleeves.

Answer 91: We prefer 22” HDPE or other high density plastic material for pile sleeves. If the bidder provides proof that all sources have been exhausted, 24” HDPE pile sleeves would be accepted.

Supporting pipe flange would need to accommodate a larger HDPE sleeve as well.

Question 92: The CA Coastal Commission permit (6.E.7) indicates tracked equipment is only allowed on the beach with approval. Please confirm it is acceptable to utilize tracked equipment on the beach as it is required to complete the work. Rubber tired equipment will likely not function in this environment.

Answer 92: Project requires contractor to return the beach to its original undisturbed condition. Track vehicles are allowed if they lay down a filter fabric and temporarily fill on top to create access paths.

Question 93: Permit construction concepts indicate construction equipment may be placed and operate on the new structure. Please confirm this is acceptable.

Answer 93: Correct. Timber decking material would need to be protected from damage during such use.

Question 94: On Sheet S1 under the Design Load Criteria, Item 1.2 indicates a mobile crane outrigger load. Please provide the design load including the maximum outrigger point load and mobile crane specifications utilized in the development of this load.

Answer 94: The mobile crane associated with this note is an NPS-supplied truck crane for NPS exclusive use after the Pier is fully built and operating. Crane Specs: GMC C8500 Chassis #C7H064, Hiab Model 175-3 knucklebood crane. Front axle: 16,000lb. Two rear axles: 20,000 lbs per axle, 40,000lbs total. Outrigger extension: 10ft.

Question 95: Was the pier superstructure designed for the design mobile crane to travel with full counterweight in place?

Answer 95: Yes. See question 94 above.

Question 96: The requirement in Section L, paragraph C.1, to limit relevant projects to those completed within the previous 10 years is in our opinion far too restrictive. Request consideration that the limitation be modified to allow for projects experience completed within the last 15 years be acceptable.

Answer 96: The limitation is a criteria and the Government will review, assess and evaluate your proposal submission accordingly.

Question 97: Are there any restrictions to install temporary pile utilizing impact or vibratory hammers?

Answer 97: See response to Question 89.

Question 98: Please clarify whether or not the 19 Fiberglass Fender Piles are to have HDPE Sleeves.

Answer 98: Previously answered in Amendment 1. HDPE sleeves are provided/installed by the fiberglass pile manufacturer. See TS Section 35 59 13.14 – 2.06A.

Question 99: Please provide these Reports and Permits.

Question 100: Boat Lift Support – Bid Option Item

a. What is the maximum size, weight & dimension of the largest proposed vessel?

b. What is the anticipated monthly/annual usage?

c. What is the proposed speed of the boat lift?

d. What is the maximum wave height and wave Interval for launch/retrieval?

Answer 100:

a. Vessels using the boatlift can range in length between 18ft to 22ft, in beam between 7.5ft to 9.0ft, and weight between 4,000lbs to 6,000lbs. A 8,000lb rated lift is required that can handle up to a 30ft long boat, which is not currently in the NPS inventory. Cradle to be adjustable for a “V” hull.

b. Monthly usage estimated at 10 lifts/month, and 120 lifts/year.

c. Lift speed: 2ft per minute minimum per TS Section 41 22 23 – 2.05B, although a fasteracting winch is desired.

d. Wave characteristics during operation: max 2ft wave height at 18 second period intervals

Question 101: Reference is made to Drawing S13 – Gangway Plan, Elevation and Section.

a. What is the weight of the gangway being supported on the dock?

b. What is the maximum height of offloaded cargo on the platform?

c. Are there any speed requirements for lifting/lowering the lift?

d. Please confirm that the design does not require operation of either the platform or the lift with humans aboard.

Answer 101:

a. Full empty weight of gangway is 7,500lb with half of this gangway dead load supported by the gangway platform. Total gangway live load is 18,400lbs with half of this gangway live load imposed on the gangway platform. Live load on the platform (beyond the shadow of the gangway) is estimated at 14,500lb.

b. Cargo will not use this gangway platform. Only passengers with their backpacks will use this gangway/platform.

c. Desired speed for the lifting apparatus is 10ft per minute.

d. No humans will be on the platform or gangway while the system is in operation. Once the system is depowered and locked-down, passengers will then use the access system. See attached pdf for gangway shop drawings utilized in its current location as a bridge.

Question 102: The four vertical powered lift elements may not be suitable for some manufacturer applications. Please clarify if relocation for the powered lift elements to the outboard Lift Platform perimeter points will be permitted as part of the indicated ‘Design/Build’ scope.

Answer 102: It is the intent of the lifting apparatus to keep the platform level at all times during the lift operation and provide a degree of redundancy in the cabling. Cabling to the four corners of the platform is desired. When the power is turned-off to the winch, it is intended that the winch locks-down and is not in a “free-wheeling” mode. The winch apparatus cannot extend beyond its current footprint using more square footage of the Pier head than shown. All pile locations shown on the Drawings cannot be altered. The current design represented on the Drawings provides these characteristics and footprint limitations.

The roof structure supporting the sheaves can be altered if desired by the design/builder to accommodate the structural and mechanical elements of the system.

Alternate designs that accomplish these characteristics and are within the footprint limitations noted would be considered by NPS within the framework of the design/build format

Question 103: Reference is made to Table I, Specification Section 06 05 73.3.02.A, Material Retention Requirements, which indicates that a value of ‘015’ is required for ACQ Preservative Treatment for the last three line items in the Table, Bull Rails, Guardrail Posts and Rails and Guard posts.

Please confirm that the ‘015’ values indicated are correct.

Answer 103: The retention for those ACQ cases noted in “yellow” should read: “0.15”, not “015”.

Question 104: Please amend the Specification to allow splicing of pipe piles.

Reference is made to Specification Section 31 62 16 – Steel Piles 2.01.A.1 Seamless carbon steel pipe conforming to API 5L, Grade 52, Fy = 52 ksi;

2.02.C Pipe splices shall not be permitted; and 3.01.F.1 Shop splicing of piles is not permitted.

Multiple leading steel pipe manufacturers have indicated that the lengths required that are longer than 40’-0” for the 18” diameter steel pipe piles exceed their manufacturing capabilities to produce without having splices.

The 18” diameter steel pipe piles longer than 40’-0” cannot be supplied to meet the one piece continuous length requirement without splicing in the Specification as written.

Answer 104: See response/answer to Question 84

Question 105: Weather delays- Request consideration to extend the on-site construction period from November 1st 2019 through October 31, 2020.

Answer 105: See response/answer to Question 8 in Amendment 1 - Period of Performance as per contract solicitation.

Question 106: Critical materials for this project have long lead times, requiring more than 90 days to obtain following the approval of submittals. Consider extending contract performance period be extended to 365 days.

3. Supplemental Information has been provided in this Amendment Two, to assist the offerors in proposal preparation and represent the following Attachments;
