Solicitation: 140P2019R0011 Amendment Four
Solicitation 140P2019R0011 Scorpion Pier Replacement, Santa Cruz Island, Channel Islands National Park – CHIS 174534
1. The purpose of this amendment to the solicitation is to provide responses to final questions received after issuance of Amendment Two and Three, which are as follows;
Question 107: Is it possible to remove the QP5 requirements and require a third-party NACE coating inspector only? There are only about four QP5 inspection firm on the entire West Coast.
Answer 107: The Government will accept other qualified inspection entities based on submittal review and approval.
Question 108: Will NPS review and accept submittals after the contract award but before NTP is issued? With NTP estimated to be October 1, and the work cannot begin before November 1, that leaves only one month for an overload of submittals to get submitted, reviewed and approved. As it stands, 240 days is extremely aggressive without accounting for several rounds of submittals as is typical for this type of technical work.
Answer 108: The contractor receiving the award will be able to commence submittal processing/submission immediately after award and will not have to wait until Notice to Proceed.
Question 109: 35 31 19-4, 2.01. In order to keep the project costs reasonable, has NPS confirmed there are local source quarries (preferable in LA County near the coast) that can provide the specified materials for both material properties and the matching color requirement? Can NPS provide the source quarry information for those that have been vetted and approved for the project?
Answer 109: It is the contractor’s responsibility to find source quarries that can provide rock to match the coloration of natural or existing rock at this site, to the extent possible. Samples will be required for approval.

Question 110: Based on our current understanding of the project, the engineer’s estimate is / appears low. If the NPS receives multiple competitive bids that are all significantly over the engineer’s estimate, will it still be awarded?
Answer 110: The Government Estimate is not a public document and has not been provided. The order of magnitude stated on the SF-1442 indicates the project is expected to exceed $10M. Following receipt of proposals, a determination will be made whether sufficient funds are available to award the project.
Question 111: Please confirm there are no steel sheetpile on the project, they are shown on the recent Attachment 1 of Amendment 1.
Answer 111: There are no steel sheet piles as part of this project.
Question 112: Is the 24” socket needed to protect the coating on the 18” pile?
Answer 112: The requirement is 24” casings for all piles, other than fender piles.
Question 113: Will NPS allow alternative pile as long as they are equal or better for capacity?
Answer 113: The piles noted in the construction documents are the maximum diameter allowed for this project. Pile grades or wall thicknesses that are equal to or greater than those noted in the construction documents would be considered, but must be compatible with other steel elements of construction that require welding to these piles.
Question 114: Given there is another amendment forthcoming and there are supplier concerns for procurement of steel and decking as well as schedule constraints, will NPS extend the bid date another 2 weeks?
Answer 114: Due date remains at 21 June 2019 at 12:00 noon MT.
