Solicitation 140P2019R0011 Scorpion Pier Replacement, Santa Cruz Island, Channel Islands National Park – CHIS 174534

The purpose of this amendment to the solicitation is to extend the due date for receipt of offers, provide documentation of the pre-proposal conference, provide clarifications to the specifications, provide official Government responses to questions received, and provide supplemental information regarding the project.

The above numbered solicitation is hereby modified as follows:

1. As a result of the significant amount of inquiries for this project and concerns in having sufficient proposal preparation time, it is in the Government’s best interest to extend the proposal due date to 21 June 2019 at 12:00 noon MT.

2. A pre-proposal conference was held as scheduled on 16 May 2019. The attendance sheet and presentation slides are attached herein.

3. The following questions have been received and responses are provided as follow;

Question 1: Can the bid date be extended by thirty days? There is a great deal of information that is needed to be gathered to provide a bid for this project and it will be a challenge for a small business to accomplish this in the allotted time.

Answer1: See Item 1. Above.

Question 2: Would it be allowable to install temporary piling to support a crane/work trestle since the new pier piles are not in the proper location nor structurally strong enough to do this?

Answer 2: The permits anticipate up to 12, 18” diameter temporary piles and temporary decking parallel to the new installation. Temporary piles must be removed at completion of the project.

The anticipated arrangement is shown in an attachment included in this amendment as;

Question 3: The SF 1442 states that funds are currently unavailable for the Scorpion Pier Replacement project. The RFP requires a substantial investment and commitment from small business contractors for a project that may not be awarded due to funding.

a. When does the NPS expect funding to be resolved for the Scorpion Pier project?

b. Will the NPS consider changing the bonding requirements for the solicitation allowing a letter from contractor’s surety regarding bonding capacity, so that a bid bond is not tied up on a project that may not be awarded due to funding issues?

Answer 3: The SF 1442 statement of the project being an unfunded requirement is mandatory, however the statement does go on to address probability “with a high expectation that funds will be available”.

An internal NPS funding target (IGE) has been established for budgeting purposes and barring no significant time delays in the evaluation of proposals and/or award decision, the only other factor possibly impacting award is the award price not being within budgetary limits.

The Government acknowledges there are bid and proposal expense risks. The NPS is consistent in acquisition approach and process for all requirements. It is anticipated that award can be accomplished within 90 calendar days from receipt of proposal. There will not be any adjustments to bonding requirements.

Question 4: Sub-Factor – 1, Experience, under Section L of the Specifications, includes a statement that appears to be overly restrictive and to limit acceptable experience to only piers or wharfs 250 feet or more in length. Sub-Factor 1 requires four elements be addressed for the projects submitted, including Open-Ocean Construction Experience, Pier or Wharf Pile Installation, Mechanical/Electrical Design-Build Experience, and Remote Construction Site Settings. Most piers and wharves are not constructed in open ocean environments, or located in remote settings, and they typically have limited electrical/mechanical components that are rarely design-build in nature. Please remove the project restriction that limits project type experience to piers or wharves 250’ or more in length. Please allow other project type/structure experience that indicates experience that is similar, relevant, and/or marine to be submitted so that small business contractors can show the experience with the subfactor elements, e.g. offshore platforms, open water bridges, open water structures with pile foundations, etc.

Answer 4: The Government is required to look at relevance when evaluating experience and past performance. This evaluation criterion does not limit the project type experience to piers or wharves 250’ or more in length, or to the four elements listed under this sub-factor. Offerors may submit experience that is something less than 250’ in length, or not having been in an open ocean environment, etc. That experience may just present a higher level of risk and may be less favorably rated. Evaluation criteria are discriminators the Government must use in order to determine which offerors/offers present the best value to the Government.

Question 5: Sub-Factor 1, Experience - The Technical Proposal’s experience requirements are somewhat restrictive and will tend to limit competition. The solicitation has been set a-side for small business under NAICS Code 237990. Procurement opportunity for Small Business is limited over time due to the revenue constraints defined by the NAICS. Please allow a look back period of 15 years so that small businesses may be able to incorporate more of their resume, thus promoting a more competitive Best Value environment.

Answer 5: This criterion will not limit competition, and it will remain in part “projects completed within the previous 10 years.”

Question 6: Factor 2, Past Performance – It has been historically difficult to get PPQ forms completed when an existing CPAR evaluation already exists for a federal project. Will CPAR evaluations on past federal projects be allowed in lieu of the Past Performance Questionnaire included in the solicitation?

Answer 6: CPARs evaluations may be used in addition to Past Performance Questionnaires, but not in lieu of Past Performance Questionnaires.

Question 7: Factor 2, Past Performance – It has been historically difficult to get clients to repeatedly complete PPQ evaluations when an existing PPQ evaluation already exists for a project on a previous federal proposal. Will previous PPQ forms utilized on previous federal solicitations/proposal be allowed in lieu of the Past Performance Questionnaire included in the solicitation?

Answer 7: No. All Offerors are required to submit Past Performance Questionnaires. New Past Performance Questionnaires are required as part of the submission for this solicitation. The Past Performance Questionnaire furnished with this solicitation has recently been revised, and must be used.

Question 8: Specification Section 01 11 00 – Summary of Work – Contractor shall assume that up to 15 working days will be impacted due to rain and inclement weather during the allowable work period. Contractor shall assume the up to 3 working days per month will be impacted due to high winds. Is this intent that there will be a total of 15 working days in the entire period of performance impacted by inclement weather and an additional 3 working days per month impacted by high winds? (for a total weather delay of 37 days in the 224-day period of performance)

Answer 8: The Contractor shall assume 39 working days of inclement weather (15 working days of rain and 24 working days of wind). However, the inclement weather delays are not intended as work stoppages. They are designed for the Contractor to incorporate adequate float into the project schedule and account for potential impacts to work and material deliveries affected by rain and/or wind. The Contractor shall perform work at the project site in a safe manner as conditions allow.

Question 9: Specification Section 01 31 00 – Project Management and Coordination – 1.07, Environmental Coordination, May the designated Environmental Manager have other duties?

Answer 9: YES

Question 10: Specification Section 01 31 00 – Project Management and Coordination – 1.08, Permits, Are the permits indicated in this section issued at this time and available for review prior to bidding? If the permits are not issued at this time, are the applications available for review prior to bidding?

Answer 10: Refer to the attached USACE Public Notice and CZMA. The specifications and drawings have the shown assumptions tied to the permits. It is not anticipated based on consultations with the reviewing agencies that any changes from drawings/specs will be required.

Question 11: Will the bid date and time allowances remain if the permits are not presently issued?

Answer 11: NO. Permits will be attained prior to award. Refer To Amendment #1 for attached USACE Public Notice And CZMA. The specifications and drawings have the shown assumptions tied to the permits. It is not anticipated based on consultations with the review agencies that any changes from drawings/specs will be required.

Question 12: Who provides and pays for the Archaeological Monitors? What are the qualifications for this role?

Answer 12: NPS

Question 13: Will the contractor be responsible to provide the NPS and the NPS third party related personnel transportation to and from the site? If yes, please provide a basis for bid.

Answer 13: NO-The contractor is not responsible for transporting NPS or NPS third party personnel.

Question 14: Specification Section 01 35 23 – Safety Requirements – 2.01, A, 1, Accident Prevention Plan (APP), What are the qualifications required for the supervisor to carry out the program. May this supervisor have other duties?

Answer 14: Safety Officer may carry other administrative roles other than Superintendent.

Question 15: Specification Section 01 57 23 – Under-an-Acre Pollution Prevention, 1.04, C, Quality Assurance, What are the requirements for the Pollution Prevention and Erosion Control Manager? Is this a full time, on-site role? Can this/these personnel have other duties?

Answer 15: Duties may be shared with other administrative roles other than Superintendent.

Question 16: Specification Section 01 40 00 – Quality Requirements, May the Contractor’s Quality Control Supervisor also fulfill the role of Contractor’s Project Engineer?

Answer 16: Duties may be shared with other administrative roles other than Superintendent.

Question 17: Is the NPS supplied water source potable?

Answer 17: Per Spec Section 01 50 00, potable water is only available at construction camp for living needs. There are no other sources of water at the construction site potable or non-potable.

All construction activity water shall be supplied by contractor.

Question 18: Specification Section 01 73 40 – Execution, 3.04, A & B, To what end should the contractor be responsible for obtaining the vessel call schedules for NPS and Island Packer? Is this just a coordination issue to prevent conflicts with landings of is there some potential benefit to the contractor with these sailings?

Answer 18: Conflict management. Should contractor wish to work with Island Packers for transport, they shall coordinate directly with IP.

Question 19: Are as built drawings of the existing facilities that require demolition available for contractor review/use?

Answer 19: See Attach 2_Existing Asbuilts.jpeg.

Question 20: The proposal schedule required is more detailed than could typically be expected for a proposal evaluation. The level of detail is more typical of what we see for a construction schedule. Given the detail required there are several questions: Is the pile installation work included in the current permit applications? Will there be a float requirement in the schedule for permit approvals? Will the contractor be required to amend any permits? What is the assumption for float for this purpose?

Answer 20: All piles shown in the plans and specs are included in the permits, including the provision for temporary scaffolding. The Park Service does not anticipate any need for the contractor to modify the permits, or obtain additional permits, based on the project as designed.

The permits anticipate up to 12, 18” diameter temporary piles and temporary decking parallel to the new installation. Temporary piles must be removed at completion of the project. The anticipated arrangement is shown in an attachment included in this amendment as

Question 21: Development of the schedule will be time consuming and expensive as well as dependent on responses to the previous questions. Will the NPS consider an extension of time of the bid due date to allow for a complete schedule development including responses to questions?

Answer 21: Intent of the schedule is not for a full CPM, but a schedule showing a solid understanding of the project, outlining a sound construction logic, an approach, methodology and fitting within the allotted time frame of work. Should take into account weather, remoteness, long lead items, delivery challenges etc.

Question 22: The NPS indicated in the site visit that their forces would maintain the roads for the contractors use. Is this accurate?

Answer 22: Yes, road maintenance is the responsibility of the NPS.

Question 23: The road indicated for contractor use is the road furthest from the existing landing.

This is the narrowest and least maintained road of the three options and will require the greatest effort to maintain. Will the NPS allow the contractor to use the other road options to get to the camp, storage and staging areas?

Answer 23: Yes. The ranch must be protected, however the road will be available for use.

Question 24: The long-term storage area for the surcharge material indicated on the drawings and the site visit is rather limited for the amount of material indicated to be placed there. Please confirm the NPS want ALL the surcharge material left on site in this location.

Answer 24: The NPS would like to retain ALL surcharge material. Utilize the site near the maintenance yard first and the second site discussed on the site visit along the road near the upper campground.

Question 25: The existing beach landing area is difficult for movement of heavy equipment and logistical necessities on to the site. Will the contractor be allowed to cover the beach landing area to improve the ability to move equipment on to the site? Will the NPS want this material to remain on site for long term use?

Answer 25: Contractors can move indigenous beach rock around to create a ramp as they see fit, as long as they return the beach to its original condition after the project. The California Costal Commission, and other reviewing agencies, have prohibited us from staging or storing construction equipment and material on any pulic beach. We cannot allow foreign material on the beach for a ramp.

If a contractor wishes to bring in imported rock to create this temp ramp, they must place filter fabric down first and remove all foreign materials that were used for this ramp upon completion of the project and/or during demobilization.

Question 26: There is a branch of a eucalyptus tree that spans the only access road to the camp and long-term storage area at or about 11’ over the road. Will the NPS allow the contractor to raise this branch if it is not damaged in doing so? (via jack and cradle) This height restriction severely limits the selection of equipment that can be used for the project, including camp facilities.

Answer 26: The NPS has a certified arborist going out to Scorpion on 5/23 and we can provide a formal response at that time.

Question 27: It was stated during the site visit that there is a landing area for helicopter aircraft next to the NPS housing. Please confirm that this area can be used for contractor helicopter use.

Answer 27: The existing landing zone above NPS housing can be used for contract helicopter use.

The contractor will advise NPS staff of scheduled flights

Question 28: We were unable to locate a date by which all inquires must be received by the NPS.

Please let us know the deadline for inquiries.

Answer 28: Initial deadline for questions was Wednesday, 22 May 2019 by 12:00 noon MT. In light of the significant number of initial inquiries, a secondary or follow up round of questions will be excepted no later than 31 May 2019 at 12:00 noon MT.

Question 29: S4, Drawing 159 (sheet 24 of 48) Sections 1 and 4 show grout fill between the 24” casing and the 18” pipe. Sections 2, 3 and 5 show CLSM in the same regions. Are these intentionally different annular fillers? Can either product be used to fill these voids for all pile on the project?

Answer 29: The different fill materials noted are intentional and cannot be interchanged.

Question 30: S4, Drawing 159 (sheet 24 of 48) Is the 24” steel casing temporary? Can it be removed after the 18” pipe pile is installed? If so, at what stage can it be removed?

Answer 30: Our intention was for the casings to be permanent for all piles. Permanent casings are mandatory for berthing and fender piles (Sections 1 and 4 on sheet 24 of 48). Pier and Gangway Platform support pile casings (Sections 2, 3 and 5 on sheet 24 of 48) could be temporary if desired , but bidder must provide means and methods for the grout to fully fill the cavity formed between the pile and the cored hole if the casing is removed. Details of such a change to the intent of the Construction Documents must be submitted with the bid for evaluation.

Question 31: S4, Drawing 159 (sheet 24 of 48) What is the finished condition, if any, between the outside face of the 24” steel casing and the original soils? Whatever method is used to install the 24” casing, there will be annular voids between the casings exterior surface and the original ground into which the hole was drilled.

Answer 31: We expect the casings to be a reasonably snug fit with the existing subgrade materials. We do not plan on installing fill material between the casing and existing subgrade.

Bidders to provide means and methods to assure a snug fit of casings to existing subgrade materials, such that there is no available lateral ‘play’ in the finished pipe and casing structure.

Question 32: Reference: Solicitation Section M – Evaluation Factors for Award, Factor 2 – Past Performance and Past Performance Questionnaire.

If an offeror has a previously completed Past Performance Questionnaire (PPQ) using the standard “NAVFAC/USACE PAST PERFORMANCE QUESTIONNAIRE (Form PPQ-0)” document used for RFP proposals for the NAVFAC and US Army Corps of Engineers, is it acceptable to submit a copy of the previously completed PPQ document in lieu of having the client complete a separate PPQ for this solicitation? Given the limited time for preparing this proposal, it will be very difficult to contact and coordinate with previous client representatives.

Please see the enclosed copy of the Exhibit F - “NAVFAC/USACE PAST PERFORMANCE QUESTIONNAIRE (Form PPQ-0)” document.

Answer 32: No. All Offerors are required to submit Past Performance Questionnaires. New Past Performance Questionnaires are required as part of the submission for this solicitation. The Past Performance Questionnaire furnished with this solicitation has recently been revised, and must be used.

Question 33: Reference: Specification Section 01 11 00 – 2, 030819 SUMMARY OF WORK,

1.09 SPECIAL CONSTRUCTION REQUIREMENTS.

Specification Section 01 11 00 – 2, 030819 SUMMARY OF WORK, 1.09 SPECIAL CONSTRUCTION REQUIREMENTS lists several requirements to “see regulatory permits”.

Item F states: “Refer to permits in the Attachments to these specifications.” We did not find the Attachments that include the permits. Please provide copies of all applicable permits.

Answer 33: Refer to questions 10 and 11 from above.

Question 34: Have any of the project’s environmental permits been issued? If so, does the government intend to provide copies of the permits to the bidders prior to the close of the solicitation?

Answer 34: Refer Attached USACE Public Notice And CZMA. The specifications and drawings have the shown assumptions tied to the permits. It is not anticipated based on consultations with the review agencies that any changes from drawings/specs will be required.

Question 35: Will the government be providing monitoring services for preservation of natural and cultural resources during the projects execution phase?

Answer 35: Per specifications the Government will be providing Archaeological, Tribal, and natural resources monitoring.

Question 36: If the contractor is required to provide cultural monitoring, will the government provide any of the existing cultural data to the contractor’s environmental consultant?

Answer 36: GOV provided archaeological monitoring.

Question 37: Will the government be providing monitoring services for protection of terrestrial wildlife?

Answer 37: YES

Question 38: Will the government be providing monitoring services for protection of marine mammals or of other aquatic resources?

Answer 38: YES

Question 39: Will the government be providing monitoring services for protection from introductions of non-native plant species (bio security)?

Answer 39: YES. Contractor shall follow protocols in section 01 42 00

Question 40: In the solicitation section L sub-factor 3 it states to assume a notice to proceed date of October 1, 2019. There are 224 calendar days allowed to complete the project. This would allow for a final completion date of May 12, 2020. In the Project Specifications section 01 11 00

1.08.A it states that work must be completed between November 1, 2019 and June 30, 2020.

Which is the correct time frame for the project?

Answer 40: On-site construction is Nov 1, 2019 through June 30, 2020

Question 41: The project must be completed in 224 calendar days. In the Project Specifications section 01 11 00 1.06.A states that no work may be done between December 21 and January 5 (16 calendar days). In the Project Specifications section 01 11 00 1.13.A&B states that there will be 15 days of rain and inclement weather and 3 days per month of wind events (39 days total). This brings the actual contract working time down to 169 calendar days. There are also 5 other Federal holidays in the performance period. Thus the actual time allowed to complete the project is 164 calendar days. Even assuming 7 days a week of work, it seems unlikely that the work can be completed within this timeframe.

Answer 41: The Contractor shall assume 39 working days of inclement weather (15 working days of rain and 24 working days of wind). However, the inclement weather delays are not intended as work stoppages. They are designed for the Contractor to incorporate adequate float into the project schedule and account for potential impacts to work and material deliveries affected by rain and/or wind. The Contractor shall perform work at the project site in a safe manner as conditions allow.

Question 42: Who will maintain the access road for all travel between the work site to the campsite, laydown, equipment storage areas and the stockpile yard?

Answers 42: NPS

Question 43: Can the contractor use any beach material to create access for the barge landing ramp?

Answer 43: Contractors can move indigenous beach rock around to create a ramp as they see fit, as long as they return the beach to its original condition after the project. If a contractor wishes to bring in imported rock to create this temp ramp, they must place filter fabric down first and remove all foreign materials that were used for this ramp upon completion of the project and/or during demobilization.

Question 44: Can the vault toilets near the construction area be used by construction personnel during the work? Will the clean-up/clean-out of the toilet facilities be handled by the National Parks Service (as discussed at the pre bid job walk)?

Answer 44: YES

Question 45: The Project Specifications section 01 11 00 1.10 states that the Geotechnical Report, Scorpion Pier Replacement dated September 2018 is included in the package. The report included in the package is dated July, 2018. Is the included report the correct report or is there an amended report dated September, 2018?

Answer 45: September, 2018- refer to attachment

Question 46: The Project Specifications section 01 11 00 1.11 states that the Scorpion Anchorage, Santa Crus Island, Offshore Geophysical Survey dated August 20, 2018 is included in the package. We could not find this report in the bid package. Please provide this report.

Question 47: The Project Specifications section 01 11 00 1.12 states that Coastal Engineering Analysis Scorpion Anchorage Pier Replacement Project, dated March 15, 2011 and Archaeological Testing Report, Scorpion Pier Replacement, Channel Islands National Park, California, dated August 2017 are included in the package. We could not find these reports in the bid package. Please provide these reports.

Question 48: The Project Specifications section 01 31 00 1.08 B lists the permits that are procured or being procured by the Government. Do any of these permits have conditions that differ from those in the bid documents? If so, please provide the permit conditions? For the permits that have already been procured by the Government, can copies those be provided to the bidder?

Answer 48: Refer to Amendment #1 for attached USACE Public Notice And CZMA. The specifications and drawings have the shown assumptions tied to the permits. It is not anticipated based on consultations with the review agencies that any changes from drawings/specs will be required.

Question 49: Are the 5/8” threaded studs shown on drawing sheet S7 to be stainless steel or epoxy coated?

Answer 49: Threaded bolts are epoxy-coated carbon steel anchors, although called out in different locations as either being stainless or carbon steel. Since they must be welded to the carbon steel tubes, AE elected to go with cs studs, epoxy-coated.

Question 50: Will there be an eelgrass and/or caulerpa taxifolia survey requirement on this project (pre and/or post job)? Will the government or the contractor perform the survey?

Answer 50: The Park will be doing the eelgrass and marine habitat surveys.

Question 51: Is there an eelgrass survey for the location of the work and/or the proposed location of the barge landing? If there is, can it be provided to the bidders? Are there any anticipated barge anchoring restrictions due to eelgrass at these locations?

Answer 51: The contractor may use the buoys and/or anchor only in areas approved by the Park which will be based on the upcoming survey. There are currently two steel mooring buoys at Scorpion. Approximate locations are as follows:

34.049600, -119.554753 34.049983, -119.555306

The buoys are totally independent of each other. They are outside the footprint of the new pier and would not interfere with any beach landings. Existing buoys may have limited lateral capacity. Contractor to assess buoy capacity prior to utilizing them. The Park will designate appropriate areas following the habitat survey.

Question 52: Logistics for this project are complex and the bid package requires that those logistics be very well understood before a technical proposal is put together. Will the Government consider extending the bid date for an additional 2 weeks at least?

Answer 52: June 21, 2019 at 12:00 Noon MT

Question 53: Permits were not included with the project documents. Please provide the all permits associated with the project.

Answer 53: Refer To Amendment #1 for attached USACE Public Notice And CZMA. The specifications and drawings have the shown assumptions tied to the permits. It is not anticipated based on consultations with the review agencies that any changes from drawings/specs will be required.

Answer 55: Yes. However, no debris or construction materials may be left on the beach or staged on the beach. Equipment cannot be fueled, stored, or maintained on the beach. Contractors can move indigenous beach rock around to create a ramp as they see fit, as long as they return the beach to its original condition at completion of the project. If a contractor wishes to bring in imported rock to create this temp ramp, they must place filter fabric down first and remove all foreign materials that were used for this ramp upon completion of the project and/or demobilization.

Question 56: Please confirm NPS will be providing on all archeological and tribal monitoring.

Answer 56: Yes

Question 57: Will the continuous special inspection for pile driving be provided by the contractor?

Answer 57: The NPS will provide an independent Construct Management Representative.

Additionally at key times, the Engineer of Record will provide additional inspections. At all times, the contractor will also maintain their own QC.

Question 58: Eel grass areas where construction activities are not allowed were mentioned at the pre-bid meeting, but are not identified in the documents. Please clarify.

Answer 58: the Park will be doing the eelgrass and marine habitat surveys.

Question 59: As this is a federal project, would it be permissible to utilize the services of an engineer registered in any US state for the design-build aspects of the project?

Answer 59: No. California State Registration is required.

Question 60: Can subcontractor experience be utilized toward meeting the requirements of Sub- Factor 1 – Experience of Technical Proposal?

Answer 60: Yes.

Question 61: Referencing pile thickness in terms of wall schedule is not typical practice for piling. Please confirm the following minimum wall thickness are the designer’s intent:

(1) 18” Schedule 40 - .562 inches

(2) 18” Schedule 60 - .750 inches

(3) 18” Schedule 80 - .937 inches

(4) 18” Schedule 120 - 1.375 inches

Question 62: Piling is specified as API 5L, Grade X52, Fy= 52 ksi per the specifications. API 5L, X52 piling is not available in wall thickness above .625 inches. Please provide an alternate diameter or specification to the meet the design intent of the pile exceeding .625 inches of wall thickness.

Question 65: As the steel casing is a construction aid, please confirm the specifications and wall thickness are to be as determined by the Contractor.

Answer 65: Material requirements for steel pile sleeves/casing is provided in Spec Section 31 62 16 2.06 C. Material is STD gauge ASTM A53 pipe which has a wall thickness of 3/8” for the casing diameters to be used on the project. Casing diameters are 24” for 18” pipe piles and 18” for 12” FRP fender piles per details in Sub Sheet No. S4.

Question 66: Please confirm the casing is not required to be coated.

Answer 66: Casings do not require coatings.

Question 67: Please confirm anodes are not required.

Answer 67: Anodes are not required for any piles.

Question 68: Interior coating is not typical for sealed piling placed in an anaerobic state.

Additionally, interior high performance coating are not available for the interior of 18” piling due to accessibility. Please remove the interior pile coating requirement. As an alternate, hot dip galvanizing would be possible to provide an interior coating. However, please note, the maximum segment length for HDG is 40 feet which may require additional shop splices.

Answer 68: Steel pipe piles require to be fully sealed with steel cap plates (top and bottom) with the exception of the Pier support piles which have a grout fill at the top of pile which provide the seal. Besides the details shown on the drawings, Berthing piles require a top steel cap as well (¾” thick ASTM A36 round cap plate welded as shown on Detail 7 on Sub Sheet No. S9). If fully sealed, no interior coating is required for steel pipe piles sealed at both ends.

Question 69: Have the permits been developed to accommodate temporary piling for falsework or trestle access? If so, how may temporary piling are allowed?

Question 70: Is vibratory driving allowed for the installation/ removal of temporary piling?

Answer 70: It is the contractor’s responsibility to utilize the necessary equipment to install and remove any temporary piling used on this project.

Question 71: The proposal instructions indicate contractors are required to utilize the past performance questionnaire provided.

a. If the contractor (and its past clients) has submitted these forms for applicable previously, is the contractor to request for the past clients to resubmit the past performance questionnaire?

b. In an effort to avoid inconvenience for past clients with repetitive requests to complete numerous owner past performance questionnaires, would it be permissible to provide past performance questionnaires on similar forms such as the USACE/ NAVFAC past performance questionnaire or CPARS instead?

Response 71: No. All Offerors are required to submit Past Performance Questionnaires. New Past Performance Questionnaires are required as part of the submission for this solicitation. The Past Performance Questionnaire furnished with this solicitation has recently been revised, and must be used.

Question 72: Is a hard copy of the bid bond required to be submitted with the USB/ flash drive in the proposal package?

Response 72: No, an electronic copy is acceptable.

Question 73: What is the anticipated date for NTP to be issued?

Response 73: November 1, 2019, provided all Division 1 submittals have been received, reviewed, and approved; bonds and insurance have been received and are acceptable; and a pre-construction conference has been held.

Question 74: Will a limited NTP be used prior to the full NTP for the procurement of materials due to the tight schedule?

Response 74: No, but receipt of the fully executed contract represents authority to begin off-site planning processes and tasks such as submittal preparation, and ordering supplies/materials required to prepare for construction, and the award letter will state this.

Question 75: In evaluation of the access road to the camp and storage areas, there are concerns regarding the maintenance and durability of the access roads. With repeated, wet season traffic, the road will likely become rutted and torn up. Please confirm:

a. NPS will regularly maintain the road providing the contractor access to the camp site and storage areas are discussed at the site visit.

b. The road and associated retaining walls have been evaluated for vehicle and construction traffic and that the contractor is not responsible for damage or failure under normal use.

c. Will a temporary bridge or other provisions be made for the stream crossings while water is flowing?

Question 76: Per Detail 3/ S4, it is indicated that 18” Schedule 120 struts are to be installed at Elev. -1.0’ with CJP welds. Due to lack of access to perform a quality weld, please raise this elevation to at least two feet above MLLW. Accommodations will be required where the UHMW rub surface interferes.

Answer 76: The Schedule 120 struts noted must remain at Elev. -1.0 as noted on the drawings.

Question 77: Per 05 12 00 1.05 G., steel erection shall be erected via an AISC certified erector.

Please remove this requirement as it typically applies to building erection and is not typical for marine construction.

Answer 77: This requirement is deleted from the specifications. In addition, Spec Section 05 12 00 1.05 F is revised to category BU.

Question 78: Spec section 09 96 00 1.05 E. discusses the design of the corrosion protection system. Please confirm all coating are fully design by the owner’s engineer as outlined in this spec section and this does not apply to the project.

Answer 78: No design of the corrosion protection system is required by the Contractor if the Contractor performs the steel coating in accordance with the material and execution requirements in the contract specifications. If an alternate coating system is proposed, then it shall be design by a certified coating specialist.

Question 79: Due to the number of questions requiring responses to facilitate an approach to the project, please provide a two week extension for proposal submission.

Answer 79: Proposal due date has been extended to 21 June 2019 at 12:00 noon MT

Question 80: Spec section 06 13 33-6 specifically calls for Southern Yellow Pine to be used as the deck boards. Will Douglas Fir be allowed as a suitable alternate deck material?

Answer 80: No. Southern Yellow Pile shall be used of all deck boards as noted in the Construction Documents.

Question 81: Detail 5/ S4 indicates a HDPE sleeve on the polymeric fender piles however this is not indicated in the table. Please confirm the HDPE sleeve is not needed.

Answer 81: The HDPE sleeve noted for polymeric fender piles is a standard option from polymeric fender pile suppliers. It is required for this project.

Question 82: Detail 4/ S4 indicates a HDPE pile jacket for the lift platform piles. However, no bottom elevation of the jacket (cover) is provided. Please advise.

Answer 82: Top of pile jacket to be placed 1’-4” below tubular framing and extend to a bottom elevation of -3.0ft.

Question 83: Please confirm the UHMW rub surface is to be applied to all berthing pile (10 ea.)

and not just 6 ea. as noted in Detail 2/ S4.

Answer 83: Correct, 10 total berthing piles represented on Details 2 and 3 on S4. Detail 2 references 5 piles, not 6. Detail 3 references 5 piles. Total: 10 piles.
