Q&A - Saratoga bunkhouse Solicitation - Questions and Answers – Version 2 – Supersedes

Version1 in Entirety

Questions 1 – 30 asked during the pre-bid conference

1. Q: Will the proposal due date be extended due to the postponement of the site visit:

A: Yes, it has been extended to April 19. (See current FBO Posting).

2. Q: The RFP states that if funds are not available a bid bond will not be required.

A: The RFP will be amended to make it clear a bid guarantee is required whether there is funding or not – Funds are now available.

3. Q: Since there is not a point system for evaluation, will it be subjective.

A: Technical evaluation is Meets, Exceed, Does not Meet. To Exceed, something in proposal must be beyond the minimum specs. Even if a proposal is rated Exceeds, the government will determine whether the any additional price difference is justified in accordance with Section M of the RFP. Past performance has 5 ratings will be assessed based on feedback from previous customers and can also be traded off for a higher price. RFP Paragraph Section M.1.3. “The government will determine Best overall Value on the basis of the factors described below.”

4. Q: When are additional questions due?

A: Currently the RFP is silent. Amendment 1 will add a deadline for questions of April 1, 2019.

5. Q: Who does Building permit fall under?

A:

No permits required by City since outside of City Limits.

Carbon County does not require since it is a Federal Agency. The government will provide them informal notification. The contractor is not required to obtain permits and get inspection.

Government will request a Fire Marshall Walk-through

6. Q: Is the Bunkhouse metered separately? If so is payment for City water meter inspection installation included in bid? Yes, but the meter is not part of the bunkhouse construction. This will already be installed under the current water/sewer construction.

A: Meter is included in the Option Item 5 for the RV Pads. Reference: Spec 010150 Pay Item Paragraph 2.3A4 U1.1 – Sheet 18 of the Plans

7. Q: RFP requires resumes for both Site Superintendent and QC Manager. Can it be the same person?

A: They must show there is a separation of duties and that the QC manager is unbiased.

8. Q: Is a Storm Water Pollution Prevention Plan Permit required?

A: Yes, reference: 312500, para 1.2A.

9. Q: Will the A/C Option Item 0008 at time of award or later?

A: A/C Option will be exercised at time of award not at all.

10: Q: Will RV pad option items be exercised in order or could the middle pad (#2) be exercised before the #1?

A: No, they will be exercised in order starting with #1. This will be clarified in the RFP in Amendment 1. –

11: Q: If the money comes through late, will the performance start be extended?

A: - Funding is now available.

12. Q: Will the building require a new electrical service or will it use the existing one near the small storage building? Is this service currently working?

A: Service is currently available to the meter and is functioning to the existing shed.

13. Q: Where should the electricity be brought into the building – the North or back?

A: Drawings show electric being trenched around the exterior on the east side to the central utility room. Requirement is to propose as identified in the RFP.

14: Q: For the RV pads, can excess backfill from site demolition be used for backfill?

A: Yes if the material is suitable, but there is no guarantee there will be available backfill or whether it will be suitable.

15: Q: Are there specifications for curbs and gutters?

A: Yes, see 321312.

16: Q: Are contractors Sales Tax Exempt in Wyoming?

A: No, contractors are responsible for sales tax on material according to Wyoming Sales Tax Guidelines for the Construction Industry.

17. Q: The specs require copper pipe? Can it be substituted? Is it required both inside and out?

A: Bid per the specs and we will consider a substitution request after award.

18. Q. Flooring specs conflict. One place it requires Vinyl Composite Tile (VCT) with wood look (but not available) and another place it requires LD plank which is available in wood look.

A: See revised spec in Amendment 2.

19. Q: Since SIP construction, can we use Insulated Concrete Forms (ICF) footings?

A: Bid per the specs and we will consider a substitution request after award.

20. Q: Can plastic be used in lieu of corrugated steel for the culverts?

A: No, the Forest Service uses steel exclusively.

21. Q: Is a core into the man-hole for sewer or tie-in required?

A: No, no tie-in required. Reference Sheet 19 – Note 6

22. Q: Specs require structural fill for the exterior footing and center wall. This is also specified for the interior bearing but there are no dimensions or specifications for the interior footings. What is the purpose expansion or compression? What are you trying to achieve?

A: The structural fill reference is based on the Geotechnical Report (now attached to the solicitation in FBO). Apparently both borings encountered some previously placed fill. We estimate no more than that 50 cubic yards will be required.

23. Q: Will interim payments be allowed?

A: Yes, but payment certification will be required. See RFP Attachment 6.

24. Q: Can we invoice for material?

A: Yes, if the COR has inspected and verified on-site or secure location.

25. Q: Are drains required around piers or just the exterior of the structure?

A: No, drainage is only required around exterior of structure, not the porch piers.

26. Q: If the government does the site demolition, will it be done before contract start.

A: It will be done before contract start.

27. Q: The drawings show paving of the fire lanes, but it is not listed as an Option in the

Schedule of Items. Where should it be priced?

A: Paving of fire lanes is included in the paving of the parking lot.

28. Q: Brand name or equivalent substitutions.

A: Proposal must meet the requirement. Substitutions can be addressed after award.

29. Q: Is the exterior conduit GRC or PVC?

A: Schedule 40 PVC is what is noted on the plans

30. Q: Does this require arc fault breakers?

A: Yes. See General Note #1 on E1.1

Additional Questions – asked after the Pre-Bid

31. Q: Section 1.13 Permits. It is our experience that the local county will not inspect a federal government building on federal land. Given this, are inspections required?

A: No, with the exception of the Town of Saratoga may inspect the water service connection as the utility provider.

32. Q: If inspections are, who will do the inspection?

A: See above

33. Q: 1.13 B states that STATE inspection is required. I do not believe there is an inspection department for construction with the state of Wyoming, if so can you give us a contact?

A: There will be no state construction inspection. There is the potential on all sites for OSHA safety inspection. There is a requirement in the contract that all electrical work be inspected by the state electrical inspector.

34. Section 012500 Utility Company Coordination. 1.3 (B2) requests that the Utilities be put in the contractors name. Every utility company we have dealt with will only put in in the property owners name. Given you already have service to the property, I don't think they will issue another service to a different name. Could you clarify this?

A: See updated specifications – 012500, will delete the requirement for utilities to be in the name of the contractor.

35. Q: 1.3 (B3) requests that we cover all construction utility charges during the project. Are you requesting all to install a temporary service for the construction?

A: See answer to above.

36. Q: Could you furnish the contact person at the Utility Company so that we can follow up with them?

A: All utility POC information is listed on Sheets U1.1 and U1.2.

37. Q: I cannot find a definitive list of appliances for the base price and the option price.

Only general descriptions, no counts. Please provide additional information on items and counts.

A: Section 113100 Residential Appliances, Sub Sheet A6.1, Sheet A1.0.

38. Q: Where do I put in the price for the Utilities for the RV Pads?

A: Meter is included in the Option Item 5 for the RV Pads. Reference: Spec 010150 Pay Item Paragraph 2.3A4 U1.1 – Sheet 18 of the Plans.

39. Q: I received a call from an electrician contractor with concern with the furnace and air conditioning schedule. He felt the furnace model was undersized for proper heating in the winter months, 57 MBH vs. 47 MBH. Will this building be used in the winter?

A: Yes, this building will be used in the winter, although intermittently. The size according to the Schedule on Dwg M3.1 is 47 MBH, based on heating and cooling calculations made. Keep in mind this that this will be a very tightly constructed building, which was taken into account when the calculations were run. Typical rule of thumb calculations based strictly on size and location won’t work, since this building is built much tighter than an average building.

40. Q: There were not any supply vents leading into the bathrooms. Is this an oversight?

A: No, this is not an oversight. We typically don’t include heat in bathrooms that are interior.

3 of the 4 bathrooms in this building are interior on all 4 sides. One of the bathrooms (room

15) does have a little bit of exterior wall but because all of the surrounding rooms are heated, and so is the crawlspace, I am not concerned about this room needing heat. Also, since the walls will be of very tight construction (SIPS), I am not concerned.

41. Q: Is the air conditioning unit tonnage for the size of the building underrated.? 2.5 tons vs. 5 tons. Is this on purpose?

A: See answer to 39 above.
