Q&A - Saratoga bunkhouse Solicitation - Questions and Answers

Questions 1 – 30 asked during the pre-bid conference

1. Q: Will the proposal due date be extended due to the postponement of the site visit:

A: Yes, it has been extended to April 19. (see Amendment 1)

2. Q: The RFP states that if funds are not available a bid bond will not be required.

A: The RFP will be amended to make it clear a bid guarantee is required whether there is funding or not. (see Amendment 1) – Funds are now available.

3. Q: Since there is not a point system for evaluation, will it be subjective.

A: Technical evaluation is Meets, Exceed, Does not Meet. To Exceed, something in proposal must be beyond the minimum specs. Even if a proposal is rated Exceeds, the government will determine whether the any additional price difference is justified in accoracne with Section M of the RFP. Past performance has 5 ratings will be assessed based on feedback from previous customers and can also be traded off for a higher price. . RFP Paragraph Section M.1.3. “The government will determine Best overall Value on the basis of the factors described below.”

4. Q: When are additional questions due?

A: Currently the RFP is silent. Amendment 1 will add a deadline for questions of April 1, 2019.

5. Q: Who does Building permit fall under?

A:

- No permits required by City since outside of City Limits.

- Carbon County does not require since it is a Federal Agency. The government will provide them informal notification. The contractor is not required to obtain permits and get inspection.

- Government will request a Fire Marshall Walk-through

- Is the Bunkhouse metered separately? If so is payment for City water meter inspection installation included in bid? Not sure which utility they are referring to, but I’m assuming they are talking about water. I know that Gas and Electricity are both to be metered separately at the new bunkhouse. I don’t know about water. You will need to check with Christin on that.

6. Q: RFP requires resumes for both Site Superintendent and QC Manager. Can it be the same person?

A: They must show there is a separation of duties and that the QC manager is unbiased.

7. Q: Is a SWPP Permit required?

A: no state or federal? Will look to see if submittal is required.

8. Q: Will the A/C Option Item 0008 at time of award or later?

A: A/C Option will be exercised at time of award not at all.

9: Q: Will RV pad option items be exercised in order or could the middle pad (#2) be exercised before the #1?

A: No, they will be exercised in order starting with #1. This will be clarified in the RFP in Amendment 1.

10: Q: If the money comes through late, will the performance start be extended?

A: - Currently the RFP (page 1, block 13.d.) requires proposals be valid for at least 30 days.

However, based on feedback from the group, it will be pushed out to 60 days to allow time for the funding to come through. If it hasn’t come through the offerors may be asked if they will extend their proposal validity period. If delays in funding drive contract start completion dates, an amendment will be issued to allow offerors to update their proposals.

Funding is now available.

11. Q: Will the building require a new electrical service or will it use the existing one near the small storage building? Is this service currently working?

A: Ryan will check with designers. The new bunkhouse will not require a new electrical service.

The existing electrical service to the west of the storage building will be used. New underground feeds will be required. (See Dwg U1.2). It is not know for sure whether this service is currently working on not.

12. Q: Where should the electricity be brought into the building – the North or back?

A: Drawings show electric being trenched around the exterior on the east side to the central utility room. Requirement is to propose as identified in the RFP. If you have a more cost effective approach, identify in proposal. However, proposal wil be evaluated against what is in RFP unless amended.

13: Q: For the RV pads, can excess backfill from site demolition be used for backfill?

A: Yes if the material is suitable, but there is no guarantee there will be available backfill or whether it will be suitable.

14: Q: Are there specifications for curbs and gutters?

A: Ryan, please point out, clarify or add.

15: Q: Are contractors Sales Tax Exempt in Wyoming?

A: Robert will check into WY rules ;and if there is excise tax.

16. Q: The specs require copper pipe? Can it be substituted? Is it required both inside and out?

A: Ryan will check with designer.

17. Q. Flooring specs conflict. One place it requires VCT with wood look (but not available) and another place it requires LD plank which is available in wood look.

A: Ryan will check with designer? Wood visual doesn’t exist with some manufacturers but others do appear to have it.

18. Q: Since SIP construction, can we use ICF footings?

A: Ryan ask designer.

19. Q: Can plastic be used in lieu of corregated steel for the culverts?

A: No, the Forest Service uses steel exclusively.

20. Q: Is a core into the man-hole for sewer or tie-in required?

A: Ryan will check?

21. Q: Specs require structural fill for the exterior footing and center wall. This is also specified for the interior bearing but there are no dimensions or specifications for the interior footings. What is the purpose expansion or compression? What are you trying to achieve?

A: Ryan will check with designer. (A3.0 does show compacted structural fill with no dimension or spec. S0.2 General notes under Foundation Design specifies footings be placed on 3,000 psf or greater soil – natural soil or structural fill and recommends referring to the Geotech Report.

This doesn’t provide dimensions for structural fill if needed. Recommend structural fill depth equal to footing width to account for ~50% of the vertical stress??? Thoughts?? CDI needs to contact Jeffery Shalk with JVA who did the design.

22. Q: Will interim payments be allowed?

A: Yes, but payment certification will be required.

23. Q: Can we invoice for material?

A: Yes, if the COR has inspected and verified on-site or secure location.

24. Q: Are drains required around piers or just the exterior of the structure?

* A: Ryan will check with designer?

25. Q: If the government does the site demolition, will it be done before contract start.

A: It will be done before contract start.

26. Q: The drawings show paving of the fire lanes, but it is not listed as an Option in the Schedule of

Items. Where should it be priced?

* A: Confirm this should be included in the paving option for the bunkhouse parking. Christine will need to answer

27. Q: Brand name or equivalent substitutions.

A: Proposal must meet the requirement. Substitutions can be addressed after award.

28. Q: Are SIP panel construction rather than stud framed – the RO engineer said to have them submit a Value Engineering Proposal after award. SIPs are really neat and save a lot of time. We are going to use them on our self-help church expansion, so I will get to know a lot more about them. Not following what the question is here. I recall that I answered something about SIPS

vs. stud framed a month or so ago via email, and I was assuming at the point that we had designed the project which studs, which was wrong. It was designed with SIPS. The contractor needs to be price the project with SIPs. If he wanted to substitute something else, we wouldn’t even consider it until after award.

29. Q: Is the exterior conduit GRC or PVC?

A: Schedule 40 PVC is what is noted on the plans

30. Q: Does this require arc fault breakers?

A: Yes. See General Note #1 on E1.1

Additional Questions – asked after the Pre-Bid

1. Section 1.13 Permits. It is our experience that the local county will not inspect a federal government building on federal land.

Given this, are inspections required?

A: No, with the exception of the Town of Saratoga may inspect the water service connection as the utility provider.

2. If inspections are, who will do the inspection?

A: See above

3. 1.13 B states that STATE inspection is required. I do not believe there is an inspection department for construction with the state of Wyoming, if so can you give us a contact?

A: There will be no state construction inspection. There is the potential on all sites for OSHA safety inspection. There is a requirement in the contract that all electrical work be inspected by the state electrical inspector.

4. Section 012500 Utility Company Coordination.

1.3 (B2) requests that the Utilities be put in the contractors name. Every utility company we have dealt with will only put in in the property owners name. Given you already have service to the property, I don't think they will issue another service to a different name. Could you clarify this?

A: We should probably strike this. Agreed. We used to require that they be put in the contractor’s name, since often he is using the service during construction, and then have him transfer it to our name at closeout.

6. 1.3 (B3) requests that we cover all construction utility charges during the project. Are you requesting all to install a temporary service for the construction?

A: We should strike this. We’re paying for it either way. Forest, are you really ok with the contractor using you electricity during the project? If you are, then your comments is ok. if you aren’t, then we should require that the contractor put the utility service in his name for the duration of the project.

7. Could you furnish the contact person at the Utility Company so that we can follow up with them?

A: Carbon Power contact info is in the solicitation. There is more than just Carbon Power. All utility POC information is listed on Sheets U1.1 and U1.2.

8. I cannot find a definitive list of appliances for the base price and the option price. Only general descriptions, no counts. Please provide additional information on items and counts.

A: Section 113100 Residential Appliances, Sub Sheet A6.1, Sheet A1.0.
