About this file
This is a Proposal Submission Form for the City's On-Call Sustainability Services contract opportunity in North Carolina. The form establishes the procedural requirements for companies seeking to provide sustainability services under the City's Strategic Energy Action Plan Plus (SEAP+) program. Interested vendors must submit proposals addressing program management and implementation services across four Focus Areas (Buildings, Energy Generation, Transportation, and Cross-Sectional), as well as General Sustainability and Workforce Development initiatives. The solicitation operates on an on-call, task-order basis, allowing the City flexibility in engaging contractors for specific projects as needs arise. The submission form outlines the standard documentation and certifications required from bidders to be considered for award and inclusion on the qualified vendor list.
The proposal submission form specifies the format, content requirements, and supporting documentation necessary for vendors to formally respond to the solicitation. Contractors must complete all designated sections of the form, provide evidence of qualifications and experience in sustainability services, and include any required certifications or insurance documentation. The form serves as the standardized mechanism through which the City evaluates vendor capability, capacity, and compliance with procurement requirements. Successful proposers will be selected to provide on-call services and will execute task orders as the City identifies specific sustainability projects or program support needs under the SEAP+ initiative.
