3. Quality Assurance Programs and/or Training Programs
Spray Systems operates under a three (3) tier management system.
The first of those three (3) tiers is estimating. During the estimating phase of bidding a project, the estimator quantities the scope, identifies potential hazards to completing the project, and determines the safest, most compliant, and most cost-effective approach to completing the project.
The second tier of the three (3) tier management system is the transfer of the project to a dedicated project manager. The project documents are shared via Microsoft SharePoint, this continues through the entire completion of the project. The project manager reviews the documents and typically visits the project with the estimator to verify that all pertinent details are being communicated between the estimator and the project manager.
During this second phase of project management, the asbestos, lead, and/or mold survey, and technical specifications will be reviewed. The actual and current site conditions will be evaluated, and the project manager will begin the pre-abatement work plan and submittals.
Pre-submittals including the following will be compiled:
➢ NESHAP notification
➢ Negative Exposure Assessments (NEA)
➢ Employee training certificates and medical surveillance monitoring
➢ Safety Data Sheets (SDS)
➢ Certificates of Insurance (COI)
These will be submitted to the Owner, Owners Representative, and/or the Environmental Consultant prior to the project start and within the timeframe allowed by the contract.
Site supervision is the third tier of management and includes the continual management from the General Superintendent to the field site supervisor. The General Superintendent and / or Project Manager will visit the project site daily to ensure all safety protocols are maintained and the appropriate scope of work is completed.
During the completion of the project the following documents will be uploaded into SharePoint:
➢ Daily employee logs
➢ Daily supervisor logs
➢ Daily Occupational Safety and Health Administration (OSHA) personnel air monitoring logs
➢ Safety meeting minutes
➢ Manometer monitoring logs
➢ Waste Shipping Papers (WSP) or manifests
Upon completion of the project, all the project documents accumulated through Field Flo and SharePoint also listed above will be complied into a post-abatement/remediation closeout report. Spray Systems maintains one dedicated employee that completes pre-submittals and post submittals.
This industry leading practice allows us to provide an uninterrupted flow of pertinent project paperwork unequaled in our industry.
4. Date Established
Established in 1984, Spray Systems has been providing asbestos, lead, and mold abatement services for more than 39 years.
5. Subcontractors
Spray Systems Environmental completes most of our projects with company personnel. The few subcontractors that we use have been performing work for the company for more than twenty-five (25) years. If we need to hire a new subcontractor, we evaluate the potential subcontractor for at least the following. Each subcontractor must at a minimum have a valid Arizona Contractors license, Insurance, and bonding capability. We discuss with the potential subcontractor and ask about their ability to provide adequate manpower, materials, and equipment. We have a comprehensive subcontractor prequalification package we require them to complete and submit supporting documentation before we contemplate allowing them to bid on a project.
We provide all applicable bidding documents including drawings and specifications to a proposed subcontractor. After they are able to review these documents, we walk them through the proposed project to help them understand the details and standards to be followed for a specific project. Upon reviewing their proposal, we evaluate it for compliance with our standards and goals. Safety is a key principle of all of our operations; we only want to hire subcontractors that share this organizational principle.
If we elect to subcontract a portion of our work, we require each subcontractor to operate under the stringent safe and compliant standards that we follow. The potential subcontractor’s ability to start on the scheduled start dates and their scheduling flexibility will be evaluated. If we contract with the subcontractor, we will maintain a daily checklist of compliance on a project-by-project basis. This is to ensure that our subcontractors complete their portion of the project in compliance with the terms and conditions of this contract. If there are any deviations or noncompliance issues being observed, we will immediately notify the subcontractor and require them to come into compliance with the terms.
The following subcontractor will be utilized for contracted work under this solicitation:
