About this file
This document is an Attachment 11 - References for a solicitation (No. BPM006379) issued by the Arizona Department of Environmental Quality (ADEQ) for a contract focused on capacity development and technical assistance for small public drinking water systems. The references include three client projects involving HDR, a professional engineering firm, with projects spanning jurisdictions in Arizona such as the City of Tucson, City of Buckeye, and state-level water infrastructure initiatives.
The references detail HDR's engineering services across multiple water-related projects, including reservoir rehabilitation, lead and copper rule compliance, water service line inventories, and on-call engineering services. The projects range from design and construction administration for a 60-million-gallon potable concrete reservoir to implementing service line replacement strategies and providing water/wastewater engineering support. The referenced work demonstrates technical expertise in water infrastructure assessment, design, compliance, public engagement, and regulatory navigation, with project values ranging from $30-$35 million and durations extending from 2010 to 2026. The references aim to showcase HDR's capabilities in public sector water system engineering and technical support.

Reservoir and Hydro Tank Program HDR provided design and construction administration services for rehabilitating Tucson Water’s Clearwell storage reservoir. This 60-million-gallon reservoir is Arizona’s largest potable concrete reservoir and conveys two-thirds of the City’s water daily. The HDR team prepared design plans and provided construction administration services to rehabilitate the two-cell facility. The rehabilitation design and construction included adding sheer walls, carbon fiber wrapping, modifying structural steel to upgrade seismic performance, and installing a new liner and roofing system. The team used drones to inspect existing structural steel members, which accelerated shop drawing and procurement processes, and allowed the structural team a safe and efficient inspection method.
HDR is currently providing CM services for the $35M Martin Reservoir Improvements project, which uses a CMAR delivery model, and the $30M Snyder Hill Pump Station Forebay and Reservoir Repairs project.

Implementation and Compliance with Lead and Copper Rule Revisions.
HDR is spearheading the water service line inventory, replacement, and testing processes in tandem with robust public engagement strategies to educate, inform and support outreach in the Tucson area. The City of Tucson Water Department (Tucson Water) serves 750,000 customers, schools, and businesses through 289,000 service lines across nine different regulated water systems and has had a history of lead drinking water services to customers up until the mid-1940s. Since that time, they have completed several efforts to remove the installed lead, the most recent of which was the 2016 Get the Lead Out program. Despite these efforts, the utility recognized that they were deficient in many aspects of the LCRR. Tucson Water turned to HDR to provide the following support:
· Reconcile and organize all the electronic and hard copy data across the utility’s nine water systems.
· Prepare the database platform to populate the service line inventory for both utility- and customer-owned service lines, with an emphasis on the database supporting an online-based, publicly accessible mapping tool.
· Organize the field investigation program to identify materials for those services with no material data.
· Address deficiencies in both water quality and water quality data collection practices.
· Prepare applications to obtain state and federal funding to pay for this effort.
· Provide guidance and prepare materials to help the utility communicate with individual customers, schools, and daycares about lead occurrence, health risks, and risk mitigations activities that comply with the regulatory required language.
· Help the utility negotiate with Arizona Department of Environmental Quality on compliance protocols.
· Create a comprehensive public and private side service line replacement plan for removing lead and galvanized requiring replacement from the system.

Engineering On-call Services HDR has been providing water and wastewater engineering services to the City of Buckeye through their Water/Wastewater Engineering On-call since 2018. Under 12 separate on-call task orders, we have provided pipeline design (6-inch to 16-inch diameter), hydraulic modeling and master planning, design concept report preparation, pump station design, PRV station design, water quality modeling, permitting assistance, and construction phase services. In addition, as part of this on-call, HDR also prepared a lift station design standards manual for the City as well as developed an approved products list.
