Summary of Attachment A: Purpose Document
This is a solicitation document issued by the Office of Management and Enterprise Services (OMES) Central Purchasing division for the State of Oklahoma seeking suppliers to provide electronic fingerprinting services. The contract, designated as Statewide Contract No. SW1100M under Solicitation No. EV00000978, is mandatory for state affiliates and available for use on an as-needed basis. The services involve electronically submitting fingerprints and personal information via Livescan to the Oklahoma State Bureau of Investigation (OSBI) to initiate criminal history record checks. The initial contract term runs from the execution date through September 30, 2027, with four optional one-year renewal periods extending the final end date to September 29, 2031. The contract operates under an automatic annual renewal format, requiring written termination notice at least 30 days prior to contract expiration if either party declines renewal. OMES ISD estimates 110,000 to 140,000 criminal history record checks annually, with significant demand from agencies including the Board of Nursing, Department of Health, Oklahoma Health Care Authority, Department of Human Services, Tax Commission, Office of Juvenile Affairs, and Oklahoma Department of Education.
Evaluation will be conducted on a best-value criterion considering price, technical response, and references. The supplier must charge and collect statutory fees for state and federal fingerprint-based criminal history record information and remit these fees to OSBI while collecting its own processing fee inclusive of a one percent contract administration fee payable to OMES. There are no costs to state or affiliate entities unless specified via addendum. Suppliers must propose service fees to applicants and provide payment options including cash, credit card, money order, and cashier's check. Service credits apply on a sliding scale for rejection rates exceeding four percent and for failure to meet site location compliance criteria, with credits ranging from one to ten percent depending on performance metrics. Urban applicants must have access to fingerprinting services within thirty miles of their county seat with no more than two business days wait time, while rural applicants require access within fifty miles with no more than three business days wait time. All bid responses must include service level agreements, billing information, documentation, training provisions, account team support capabilities, and escalation procedures.
