About this vehicle
The Oracle Cloud Solutions contract provides state and local government entities in Florida with direct access to Oracle's comprehensive cloud computing offerings across three primary service models: Software as a Service (SaaS), Platform as a Service (PaaS), and Infrastructure as a Service (IaaS). This contract vehicle enables procurement of Oracle's cloud-based applications, development platforms, and infrastructure resources to support various governmental operations and digital transformation initiatives. Customers can leverage Oracle's cloud solutions for diverse applications ranging from enterprise resource planning and database management to application development and hosting environments. The contract specifies that purchases of cloud services, professional services, and other offerings are evaluated as separate transactions, allowing purchasing entities to procure services independently based on individual organizational requirements.
The prime contractor on this vehicle is Oracle America, Inc., with the contract administered through the National Association of State Procurement Officials (NASPO) ValuePoint cooperative purchasing program, utilizing Alternate Contract Source Number 43230000-NASPO-16-ACS. The contract is effective from March 1, 2017, through September 15, 2026, with no renewal options available. The State of Utah serves as the lead state in this NASPO arrangement, providing coverage to Florida and multiple participating states. The contract offers a 9.77% discount on net new cloud services, with Oracle required to pay a quarterly 0.25% administrative fee to NASPO ValuePoint based on sales volume. All purchases require completion of a Contractor Selection Justification Form, and customers must create detailed Requests for Quote specifying service deployment models, data security classification, service level agreements, and exit strategy considerations.
