About this opportunity

Dallas Independent School District is requesting proposals for water treatment services on a district-wide, as-needed basis, with proposals due October 15, 2026. This procurement is issued under Title 2 of the Code of Federal Regulations Part 200 and may be funded through local, state, federal, and grant-funded programs; all vendors are encouraged to participate, including sole-source providers.

The contract term is three years with two successive one-year renewal options, not to exceed five years total. Either party must provide written notice at least ninety days prior to contract expiration to decline renewal; failure by the District to timely exercise renewal options results in automatic termination of all remaining options.

Small Business Enterprise (SBE) compliance is mandatory and carries evaluation weight of up to 20 percentage points. Dallas ISD has established an aspirational SBE participation goal of 30 percent of total contract dollar value. Scoring evaluates SBE enhancements and capacity building (up to 3 points), SBE references (up to 2 points), certified SBE participation or joint venture agreements (up to 5 points), subcontractor utilization (up to 5 points), and SBE participation plans (up to 5 points). Vendors must complete and submit all SBE forms; failure to do so results in a zero score for the SBE component.

Standard conditions require vendors to complete a W-9, a Conflict of Interest Questionnaire under Texas Local Government Code Chapter 176, and a Certificate of Interested Parties (Form 1295) filed through the Texas Ethics Commission. Sealed proposals must be submitted in ink; offers in pencil or after the deadline will not be accepted. The District reserves the right to award to single or multiple vendors and to reject any proposals. Performance and payment bonds are required for contracts exceeding $25,000. Payment terms are net thirty days after acceptance of delivery or receipt of correct invoice. Vendors must maintain comprehensive insurance, comply with federal and state law including FERPA and HIPAA, and cannot contact Board members during procurement or contract performance.

Opportunity text

This Request for Proposal (RFP) will be used to purchase water treatment services. This is for District-wide use, on an "as needed" basis. All vendors are encouraged to participate even if vendors are the sole source providers. This proposal is being issued in accordance with Title 2 of the Code of Federal Regulations (2CFR) Part 200 requirements to procure vendors who provide goods or services purchased by Dallas ISD using federal dollars. This proposal may be used with local, state, federal, and grant-funded programs. LENGTH OF CONTRACT The term of this proposal shall be for a three (3) year agreement with two (2) successive one (1) year extensions based on the long-range needs of the District and mutual consent of both parties not to exceed five (5) years total. Any contract that results from this solicitation and upon Mutual Agreement of the awarded vendor and the District, may be extended not to exceed a total of 5 years(s). If either party intends not to renew the Contract, that party must give written notice to the other party no fewer than ninety (90) days prior to the expiration of the then-current term of the Contract. If the District fails to timely exercise any of the options to renew, all remaining options to renew shall expire and terminate.
