About this file

This is a Contracted Services legal policy document issued by Dallas Independent School District (ISD) on November 12, 2025, establishing compliance requirements for district contractors and service providers. The document outlines mandatory regulations and procedures governing contractor conduct, discipline, and termination across multiple areas including employment assistance, severance agreements, diversity and inclusion duties, and classroom instruction standards. The policies apply to all independent contractors and service providers engaged by Dallas ISD and require the district to provide both physical and electronic copies of relevant policies and procedures to each contractor prior to engagement.

The document establishes specific prohibitions and requirements including: restrictions on assisting contractors with employment opportunities if there is probable cause to believe they engaged in sexual misconduct with minors or students; caps on severance pay at twenty weeks of compensation when termination occurs without misconduct; mandatory posting of severance agreements on the district's website; disciplinary procedures for contractors who intentionally engage in or assign diversity, equity, and inclusion duties; and prohibitions on third-party providers offering instruction on sexual orientation and gender identity to prekindergarten through twelfth-grade students. The policies ensure contractors receive adequate due process and appeal opportunities consistent with procedures provided to other district personnel. All provisions comply with federal Title I funding requirements, Title IX regulations, Texas Education Code, and Texas Local Government Code requirements.
