About this opportunity

The Colorado Department of Corrections is seeking bids for shelf-stable and frozen kosher-certified meals for correctional facility kitchens under Documented Quote 2027000119 MOD #1, with quote submissions due October 20, 2026, at 3:00 p.m. Mountain Standard Time. A Service-Disabled Veteran Owned Small Business (SDVOSB) goal of at least 3% of all contracts by dollar value applies; SDVOSB bidders must submit U.S. Department of Veterans Affairs certification documentation.

The CDOC Warehouse at Canon City Central Warehouse (57500 East Highway 50 and Evans Road, Canon City, Colorado 81212) requires seven product categories: Kosher Beef Meals, Kosher Poultry Meals, Kosher Vegetarian Meals, Kosher Pasta Meals, Kosher Turkey Lunch Meat, Kosher Bologna Lunch Meat, and Kosher Vegetarian Burgers. All products must carry current certified kosher certification, maintain a minimum two-year shelf life from date of production, be individually wrapped where applicable, and meet USDA standards. Shelf-stable meals require no refrigeration and must be microwave or boiling reheatable; frozen meals must be delivered at 0 degrees Fahrenheit or below. The awarded brand will be strictly enforced with no substitutions permitted. Orders are placed one to two times per year on an as-needed basis with no minimum order requirements. Deliveries to Canon City require three calendar days' written notice; non-delivery on three separate occasions may result in three-year or indefinite vendor disqualification.

All pricing must be all-inclusive with no additional shipping, surcharges, or taxes borne by CDOC and must remain firm for the one-year award term. Price and cost are the primary evaluation factors; sample quality and lead time also factor into award decisions. The initial contract term runs from November 23, 2026, through November 22, 2027, with renewal options for up to three additional one-year periods, not to exceed four years total. CDOC may consider annual price increases not exceeding 2.5% per fiscal year, subject to mutual agreement. No actual order quantities or dollar amounts are guaranteed.

Written inquiries are due October 13, 2026, at 3:00 p.m. MST, with responses posted by October 15. Vendors must be registered with BidnetDirect and the State's Vendor Self-Service system before the CDOC can execute a purchase order. Awarded contractors must complete enhanced criminal background investigations within 30 days of notification, sign Consent to Search Authorization forms, and comply with facility security provisions. Vendors must provide proof of good standing with the Colorado Secretary of State and insurance certificates before award execution. Commercial general liability insurance with $1,000,000 minimum per occurrence is required.
