About this opportunity
The Consolidated Government of Columbus, Georgia (Muscogee County) is issuing Request for Bids No. 26-0012 for an annual traffic safety equipment supply contract. The procurement seeks sealed bids for a comprehensive range of traffic safety equipment including barricades (24-inch and A-frame configurations), safety flags in multiple sizes, traffic cones in three heights (18, 28, and 36 inches), barricade lights meeting Federal ITE Type A specifications, roll-up signs in mesh and reflective varieties, sign ribs, sign stands (tripod and wind-resistant models), and drums with tire bases. Estimated quantities include 300 barricades (24-inch), 250 A-frame leg and board sets, 50-300 safety flags, 300 traffic cones (18-inch), 250 cones (28-inch), 150 cones (36-inch), 10 barricade lights, various sign configurations, 300 six-volt batteries, and six drums, with all items required to be new and in first-class condition meeting detailed technical specifications. The contract is structured as a requirements-type agreement permitting the City to purchase some, all, more, or none of the estimated items at quantities designated upon order placement, with the City reserving the right to add related items during the contract term. Bids must be submitted electronically via DemandStar by May 13, 2026, at 2:30 PM Eastern Time, with virtual bid opening scheduled during the 3:00 PM hour on the same date. The contract term is two years with options to renew for three additional twelve-month periods subject to City Council funding approval, and all freight, shipping, and handling charges must be included in unit prices with no additional charges to the City.
The City affords full participation opportunity to disadvantaged business enterprises, minority-owned businesses, and women-owned businesses without discrimination. Local business preferences apply, with local vendors within two percent of the low bid eligible for preference on contracts under $50,000 and within one percent for contracts exceeding $50,000; bid security is required only if estimated contract value exceeds $50,000. The procurement includes evaluation criteria prioritizing the lowest responsive, responsible bidder, with the City retaining the right to award by individual line item or in total; pricing remains fixed during the initial two-year term, after which contractors may request annual price escalations not to exceed five percent subject to documented justification and City approval. Vendors must submit one electronic bid response including detailed bidder response specification forms, pricing pages, bid forms, minimum award agreements, conflict of interest affidavits, federal compliance certifications, current business licenses, and completed W-9 forms, with failure to acknowledge any issued addenda rendering bids incomplete. Bids must remain effective for at least 90 days after receipt, and all submissions must be made electronically via DemandStar or face rejection. No specific incumbent vendor information or existing contract infrastructure requiring integration has been identified in this procurement.
