About this opportunity
Richland County, South Carolina is soliciting proposals for traffic count collection services, with proposals due June 30, 2026. The scope encompasses collection, processing, analysis, and reporting of traffic count data across multiple designated locations using multiple methodologies — automatic traffic recorder counts, manual classification counts, and turning movement counts — with deliverables supporting the state's transportation planning and signal warrant analysis.
Contractors must disclose all artificial intelligence, machine learning, or algorithmic decision-making capabilities embedded in their proposed solutions on a mandatory AI Use Disclosure Questionnaire. The disclosure must detail specific business processes and decision points where AI will be utilized, identify AI model sources and training methodologies, confirm that Agency data will not be shared or repurposed for training without express written authorization, and outline governance procedures and known limitations or bias risks. Contractors must notify the Agency at least 60 days in advance of any new AI capabilities, model updates, or material changes to data sources or usage.
Data collection activities include vehicle classification, directional movement recording, and time-period breakdowns organized by vehicle type (passenger vehicles, trucks, motorcycles, and other categories). The contractor must accommodate multiple data input methods, including manual entry, Jamar TDC-12 counter data, and TurnCount app outputs. Pricing shall be structured as unit rates for different count types — automatic recorder counts, manual classification counts, and turning movement counts — with associated labor, equipment, and administrative costs. The proposal must include detailed line-item pricing and any volume-based discounts. Payment terms, invoicing procedures, and reimbursable expenses for equipment deployment and deliverable preparation are to be specified in the contractor's proposal.
