About this file

This is Amendment 1 to a Request for Proposal issued by the South Carolina Department of Transportation (SCDOT) for Traffic Count Collection Services. The solicitation seeks proposals for collection, processing, analysis, and reporting of traffic count data across multiple designated locations using automatic traffic recorder counts, manual classification counts, and turning movement counts to support the state's transportation planning and signal warrant analysis. The pre-proposal conference was held on June 16, 2026, from 2:00 p.m. to 3:00 p.m. via Microsoft Teams. The original submission deadline of June 30, 2026, at 2:30 p.m. was extended to July 10, 2026, at 2:30 p.m. to allow additional time for the end user to review and respond to vendor questions. The award announcement date was similarly extended from August 13, 2026, to August 25, 2026. Questions from offerors were due by June 17, 2026, at 12:00 p.m. Offers must be submitted online at http://www.procurement.sc.gov, and offerors must sign and submit a cover page acknowledging receipt of all amendments.

Pricing shall be structured as unit rates for different count types—automatic recorder counts, manual classification counts, and turning movement counts—with associated labor, equipment, and administrative costs, including any volume-based discounts. Contractors must provide detailed line-item pricing and specify payment terms, invoicing procedures, and reimbursable expenses for equipment deployment and deliverable preparation. All proposals must include a mandatory AI Use Disclosure Questionnaire detailing any artificial intelligence, machine learning, or algorithmic decision-making capabilities embedded in the proposed solution, including specific business processes where AI will be utilized, AI model sources and training methodologies, confirmation that Agency data will not be shared or repurposed for training without written authorization, and governance procedures with known limitations or bias risks. Contractors must notify the Agency at least 60 days in advance of any new AI capabilities, model updates, or material changes to data sources or usage. Offerors must hold their offers open for a minimum of 90 calendar days after the opening date and obtain a South Carolina Vendor Number prior to submission.
