About this file

This Excel spreadsheet is a traffic data collection template developed by the South Carolina Department of Transportation for District 1. The tool is designed for analyzing traffic counts at intersections to evaluate signal warrant requirements, including vehicular volume, peak hour analysis, pedestrian activity, and crash experience data. The spreadsheet accommodates various data input methods, including manual entry, Jamar TDC-12 counter data, and TurnCount app outputs, with separate worksheets for cars, trucks, buses, and pedestrian counts. Users input intersection details such as location, date, road classification, speed limits, number of lanes, weather conditions, and directional traffic movements in 15-minute intervals. The template automatically calculates hourly volumes, peak hour identification (AM, PM, and mid-day periods), and peak hour factors. The system supports up to 12 hours of continuous count data and includes functionality to hide unused rows and generate formatted reports.

The spreadsheet includes four analysis pages that assess compliance with traffic signal warrants established for evaluating whether signalization is warranted at an intersection. Page 1 contains raw data entry and summary calculations; Page 2 displays total and peak hour volume diagrams; Page 3 analyzes signal warrant compliance across seven warrant criteria, including minimum vehicular volume, continuous traffic interruption, peak hour conditions, pedestrian volume, and crash experience; Page 4 provides multi-way stop warrant analysis for intersections without signals. The template references standardized threshold values for major and minor street volumes across different lane configurations and includes warrant charts calculating minimum volumes based on parabolic equations. Version 2015.11 represents the current production version, with previous iterations dating to 2010 and incorporating fixes for warrant calculations, data entry functionality, and PDF export capabilities. The spreadsheet is configured for District 1 operations with data storage on the R: drive organized by county subdirectories.

Summary of version changes
V 2010.04Fixed bug which would not previouly show OTHER HOUR VOLUME of 16:00-17:00 on page 2. This was due to the way Excel rounds repeating decimal values
Fixed page 3 and 5 so that the text "met" or "not met" uses the same rounded values as the houlry warrants use. Previously there was a slight change the warrant would say "not met" while the hourly warrants would all indicate 100% or greater.
V 2010.13Changed the following to accommodate future uploading of counts to ITMS:
1. County, Type of Control, and Name are dropdown lists.
2. Major and Minor Routes will add a message indicating a non-state maintained route unless the value starts with "I-", "US", "SC", or "S-".
Fixed Average Minor Street % of Warrant (cell B29) on page 5
V 2010.15Fixed Major and Minor routes to allow for 1 digit secondary routes
Changed the "Save to County Directory" button. It now also saved a 2-page PDF file
V 2010.15.2Added room for additional offices
V 2010.20Fixed manual entry macro by allowing users to enter ped volumns in columns E, J, O, and T on Page 1
V 2010.21Added list of consultants from Teresa mozingo. Moved "Cars", "Trucks", … worksheets to the end since they are likely no longer being used.
V 2010.22Require a valid date in the primary date field on page 1, but allow optional date fields in the two rows below
V 2010.25Added date of count to the default file name
V 2010.26Fixed misspelling of Berkeley
V 2010.27Fixed Hide Rows button on page 1. Error was caused by a Microsoft update
V 2015.05Added ability to enter 12 hours of count data
8 (and 4) hour warrants are “met” if

1. If less than 8 hours of data exists, then every hour must meet the warrant in order to “is met” to display.

2. If more than 8 hours of data exists, then any 8 hours of the data can satisfy the warranty analysis

The pedestrian warrant is no longer hidden if the user selects manual input.
Page 1 will automatically enter a 0 start time if all 15 minutes of data is 0. This should mean you do not have to enter a 0 start time for the time period beyond your count.
V 2015.06Fixed Higher Volume Side Street Peek hour portion of warrant 3. Involved cells AD67:AD69 on page 1
V 2015.10First production version. Modifed the print procedure to print portriat when <=8 hours of data. Fixed problem with hours 9-12 displaying improperly on page 4
V 2015.11Modified import pages to accept TurnCount data.
